GORCHYMYN CENFFORDD YR A40 (TWNELAU GIBRALTAR, TREFYNWY, SIR FYNWY) (GWAHARDDIADAU A CHYFYNGIADAU TRAFFIG DROS DRO) 2025

MAE GWEINIDOGION CYMRU wedi gwneud Gorchymyn o dan adran 14 o Ddeddf Rheoleiddio Traffig Ffyrdd 1984. Mae angen y Gorchymyn er mwyn gwaith ar gefnffordd yr A40, neu gerllaw iddi, wrth Dwnelau Gibraltar, Trefynwy, Sir Fynwy.

Effaith y Gorchymyn yw gwneud y canlynol dros dro:

i. Cau naill ai cerbytffordd tua’r dwyrain neu gerbytffordd tua’r gorllewin y darn o’r A40 a ddisgrifir yn Atodlen 1 i’r Hysbysiad hwn. Bydd gwrthlif yn weithredol yn y lôn allanol o ba un bynnag o’r cerbytffyrdd sy’n aros ar agor i draffig.

ii. Gwahardd cerbydau rhag mynd ar y darnau o’r A40 a bennir yn Atodlen 2. Disgrifir y llwybrau eraill yn yr Atodlen honno hefyd. Ni chaiff y cerbytffyrdd tua’r gogledd a thua’r de eu cau ar yr un pryd.

iii. Yn ystod gwrthlif, gwahardd cerbydau sy’n lletach na 2.9 metr neu sy’n hirach na 18.65 o fetrau rhag mynd ar y darnau o’r A40 a bennir yn Atodlen 3. Mae’r llwybr arall wedi ei ddisgrifio yn yr Atodlen honno.

iv. Gwahardd beicwyr, cerbydau pobl anabl a cherddwyr rhag mynd ar y darnau o’r A40 a bennir yn Atodlen 4. Mae’r llwybrau eraill wedi eu disgrifio yn yr Atodlen honno. Caiff cerddwyr a defnyddwyr cerbydau pobl anabl ystyried defnyddio troetffyrdd dynodedig eraill.

v. Gosod terfyn cyflymder o 20 mya ar y darn o’r A40 a bennir yn Atodlen 5.

vi. Gosod terfyn cyflymder o 30 mya ar y darn o’r A40 a bennir yn Atodlen 6.

vii. Gosod terfyn cyflymder o 50 mya ar y darn o’r A40 a bennir yn Atodlen 7.

Daw’r Gorchymyn i rym ar 11 Chwefror 2025. Disgwylir y bydd y gwaharddiadau a’r cyfyngiadau dros dro, a dangosir gan arwyddion traffig, yn weithredol yn ysbeidiol, a dros nos yn bennaf (20:00 o’r gloch – 06:00 o’r gloch), o 11 Chwefror 2025 am gyfnod o 18 mis ar y mwyaf. Efallai y bydd angen rhai gweithrediadau gwrthlif 24 awr hefyd. Bydd hysbysiadau am y gwaharddiadau a’r cyfyngiadau ac unrhyw newidiadau i’r amseroedd gweithredu yn cael ei arddangos tua wythnos cyn dechrau unrhyw waith.

ATODLEN 1 - Gwrthlif

Y darn o’r A40 sy’n ymestyn o bwynt tua 300 metr i’r de o borth Twnelau Gibraltar hyd at bwynt tua 200 metr i’r gogledd o borth y Twnelau.

ATODLEN 2 - Gwahardd cerbydau dros dro a llwybrau eraill

Y darn o lôn ymwahanu’r A40 tua’r gogledd hyd at B4293 Portal Road.

Y llwybr arall fydd mynd ar yr A40 tua’r gogledd i Gylchfan Llandidwy, dychwelyd ar yr A40 tua’r de a chymryd y B4293 Beech Road tua’r de-ddwyrain a’r B4293 Portal Road tua’r gogledd-orllewin.

Y darn o ffordd ymadael tua’r de yr A40 hyd at ei chyffordd â’r rhan ddwyffordd o’r B4293 Beech Road.

Y llwybr arall yw mynd ar yr A40 tua’r orllewin ar Gyfnewidfa Rhaglan i Gylchfan Rhaglan, dychwelyd ar yr A40 tua’r gogledd-ddwyrain i ymadael wrth Cinderhill Street, Trefynwy i ymuno â’r B4293 tua’r de.

Y darn o’r gilfan sy’n gyfagos i gerbytffordd tua’r gogledd y gefnffordd sydd 527 o fetrau i’r de-orllewin o ganolbwynt pont Fferm St Dials, Llanfihangel Troddi.

ATODLEN 3 - Gwahardd cerbydau mawr dros dro

Llwybr arall: Bydd traffig yn teithio tua’r gogledd-ddwyrain trwy’r A449, ymuno â’r M4 ac wedyn â’r M5 cyn dychwelyd i’r A40 yn Llandidwy.

ATODLEN 4 - Gwahardd beicwyr, cerbydau pobl anabl a cherddwyr dros dro

Llwybr arall: Defnyddio Grosenon Road, Dingestow Road, Mitchel Troy Road a Portal Road i ail-ymuno â’r A40.

ATODLEN 5 - Terfyn cyflymder 20 mya dros dro

Y darn o’r A40 sy’n ymestyn o bwynt tua 300 metr i’r de o borth Twnelau Gibraltar hyd at bwynt tua 200 metr i’r gogledd o borth y Twnelau.

ATODLEN 6 - Terfyn cyflymder 30 mya dros dro

Y darn o’r A40 sy’n ymestyn o’i chyffordd â’r A466 signalau traffig Pont Afon Gwy hyd at bwynt 2.25 cilometr i’r de o’r gyffordd honno.

ATODLEN 7 - Terfyn cyflymder 50 mya dros dro

Y darn o gerbytffordd tua’r gogledd-ddwyrain yr A40 sy’n ymestyn o bwynt 4.05 cilometr i’r de o’i chyffordd â’r A466 signalau traffig Pont Afon Gwy hyd at bwynt 2.25 cilometr i’r de o’r signalau hynny.

THE A40 TRUNK ROAD (GIBRALTAR TUNNELS, MONMOUTH, MONMOUTHSHIRE) (TEMPORARY TRAFFIC PROHIBITIONS & RESTRICTIONS) ORDER 2025

THE WELSH MINISTERS have made an Order under section 14 of the Road Traffic Regulation Act 1984, which is necessary to undertake works on or near the A40 trunk road at the Gibraltar Tunnels, Monmouth, Monmouthshire.

The effect of the Order is to temporarily:

i. Close either the eastbound or westbound carriageway of the length of the A40 described in Schedule 1 to this Notice. Contra-flow will operate in the offside lane of whichever carriageway remains open to traffic.

ii. Prohibit vehicles from proceeding on the lengths of the A40 specified in Schedule 2. The alternative routes are also described therein. Northbound and southbound closures will not be concurrent.

iii. During contra-flow, prohibit vehicles with a width of or exceeding 2.9 metres or a length of or exceeding 18.65 metres from proceeding on the lengths of the A40 specified in Schedule 3. The alternative route is described in that Schedule.

iv. Prohibit cyclists, invalid carriages and pedestrians from proceeding on the lengths of the A40 specified in Schedule 4. The alternative routes are described in that Schedule. Pedestrian and invalid carriage users may wish to consider using alternative designated footways.

v. Impose a 20 mph speed limit on the length of the A40 specified in Schedule 5.

vi. Impose a 30 mph speed limit on the length of the A40 specified in Schedule 6.

vii. Impose a 50 mph speed limit on the length of the A40 specified in Schedule 7.

The Order comes into force on 11 February 2025. The temporary prohibitions and restrictions, which will be indicated by traffic signs, are expected to operate intermittently, and mostly overnight (20:00 – 06:00 hours), from 11 February 2025 for a maximum duration of 18 months. Some 24-hour contra-flow operations may also be required. Notice of the prohibitions and restrictions and any changes to times of operation will be displayed approximately 1 week before the start of any works.

SCHEDULE 1 – Contra-flow

The length of the A40 that extends from a point approximately 300 metres south of the portal to the Gibraltar Tunnels to a point approximately 200 metres north of the portal to the Tunnels.

SCHEDULE 2 – Temporary prohibition of vehicles and alternative routes

The length of the A40 northbound diverge lane to the B4293 Portal Road.

The alternative route will be via the northbound A40 to Dixton Roundabout, return via the southbound A40 and take the south-eastbound B4293 Beech Road and north-westbound B4293 Portal Road.

The length of the A40 southbound exit slip road to its junction with the 2-way section of the B4293 Beech Road.

The alternative route is via the south-westbound A40 via Raglan Interchange to Raglan Roundabout, return via the north-eastbound A40 to exit at Cinderhill Street, Monmouth to join the southbound B4293.

The length of the lay-by adjacent to the north-eastbound carriageway of the trunk road that is located 527 metres south-west of the centre-point of St Dials Farm bridge, Mitchel Troy.

SCHEDULE 3 – Temporary prohibition of large vehicles

The north-eastbound carriageway of the trunk road from the A449 Raglan Interchange exit slip road to its junction with the Dixton Roundabout, Monmouth.

The south-westbound carriageway from its junction with Dixton Roundabout to the nosing of the southbound entry slip road at Mitchel Troy.

Alternative route:

North-eastbound vehicles: via the A449 southbound at Raglan Interchange, join the M4 eastbound at Junction 24 (Coldra), exit at Junction 20, follow the M5 northbound to exit at Junction 8, follow the M50 southbound, then take the A40 southbound to Dixton Roundabout, Monmouth.

Vice versa for south-westbound vehicles.

SCHEDULE 4 – Temporary prohibition of cyclists, invalid carriages and pedestrians

North-eastbound carriageway from Raglan Interchange to the B4293 Cinderhill Street, Monmouth (A40 northbound entry slip).

Alternative route:

North-eastbound traffic should exit the A40 at Raglan, follow Grosenon Road, Dingestow Road, Mitchel Troy Road and Portal Road to join the A40 at Cinderhill Street, north of the Gibraltar Tunnels.

South-westbound carriageway from its junction with B4293 Beech Road to its junction with Mitchel Troy Road.

Alternative route:

South-westbound traffic should exit the A40 at Beech Road (B4293), continue south-west to Mitchel Troy Road, and rejoin the A40 at Mitchel Troy, Llanfihangel Troddi.

SCHEDULE 5 – Temporary 20 mph speed limit

The length of the trunk road that extends 300 metres south of the Gibraltar Tunnels portal to 200 metres north of the portal.

SCHEDULE 6 – Temporary 30 mph speed limit

The length of the A40 that extends from its junction with the A466 Wye Bridge traffic signals to a point 2.25 kilometres south of that junction.

SCHEDULE 7 – Temporary 50 mph speed limit

The length of the A40 north-eastbound carriageway that extends from a point 4.05 kilometres south of its junction with the A466 Wye Bridge traffic signals to a point 2.25 kilometres south of those traffic signals.
