A23 Trunk Road, Hooley - 50 Miles Per Hour, 40 Miles Per Hour, And 30 Miles Per Hour Speed Limits Order

What is happening?

THE A23 TRUNK ROAD (HOOLEY) 50 MILES PER HOUR, 40 MILES PER HOUR, AND 30 MILES PER HOUR SPEED LIMITS ORDER 2025

National Highways Limited(a) gives notice that they propose to make an Order under powers conferred by Sections 84(1)(a) and (2) of, and Paragraph 27 (1) of Schedule 9 to, the Road Traffic Regulation Act 1984 on the A23 Trunk Road in the District of Reigate and Banstead in the County of Surrey.

The effect of the Regulation would be to impose: -

1. a 50mph speed limit on –

The southbound carriageway of the A23 between a point approximately 35 metres south of the centreline of its junction with Dean Lane and:

a) that point on the inside lane, having diverged from the outside lane, where motorway regulations commence, a distance of approximately 460 metres; and

b) a point on the Merstham-bound outside lane directly below the south-western parapet of the M23 overbridge, a distance of approximately 983 metres.

2. a 40mph speed limit on –

i) The northbound carriageway of the A23:

a) between the point on the northbound carriageway of the M23 where motorway regulations cease approximately 127 metres north of the centreline of the A23 southbound carriageway underbridge, and a point approximately 35 metres south of the centreline of its junction with Dean Lane, a distance of approximately 833 metres; and

b) between its junction with Glebe Road (south) and its merge with the carriageway described in a) above, a distance of approximately 180 metres; and

ii) Both carriageways of the A23 from a point approximately 113 metres north of the centreline of its junction with Netherne Drive to a point approximately 535 metres north of the centreline of its junction with Netherne Drive (being the boundary between the County of Surrey and the London Borough of Croydon), a distance of approximately 422 metres.

3. a 30mph speed limit on both carriageways of the A23 between a point approximately 35 metres south of the centreline of its junction with Dean Lane and a point approximately 113 metres north of the centreline of its junction with Netherne Drive, a distance of approximately 1185 metres.

The Order would revoke the following existing Orders:

i) The A23 Trunk Road (Hooley) (50 miles per hour speed limit Order) 1998 (b);

ii) The Trunk Roads (40 mph speed limit)(No3) Order 1976 (c);

A copy of the draft Order, plans illustrating the proposals, the orders being revoked, and a statement explaining why National Highways Limited proposes to make the Order may be inspected at:-

Any person desiring to object or make representations to National Highways’ proposal, should send, not later than 28th February 2025, a written statement of his or her representation or objection and of the grounds thereof to the person and address at the bottom of this notice, quoting the reference NH/SE/A23/HOOLEY SPEED.
