The Croydon (On-Street Charged-For Parking Places) (No. 1) Order 2025

NOTICE IS HEREBY GIVEN that Croydon Council on 03 February 2025 made the above Traffic Orders under section 6 of the Road Traffic Regulation Act 1984, as amended and all other enabling powers.

  1. The general effect of the Orders will be to:

a) Revoke the disabled parking places in the vicinity of No. 10 Capri Road, Croydon, No. 109 Grange Road, South Croydon, No. 3 Grangcliffe Gardens, South Norwood, No. 7 Livingstone Road, Thornton Heath, No. 19 Norbury Crescent, Norbury, 29 Selsdon Avenue, South Croydon, No. 309 Selsdon Road, South Croydon, and No. 41 Woodlands Grove, Coulsdon.

b) Designate new parking places at which vehicles displaying a disabled persons’ badge may be left without charge or time limit in the following locations.

c) Amend the map-based tiles to the Schedule attached to the above Orders to accurately represent the new parking arrangements as they exist on site.

  • Copies of the Orders, which will come into operation on 10 February 2025, and all associated Orders can be inspected between 9am and 4pm, Monday to Friday inclusive, until the last day of a period of six weeks beginning with the date on which the Orders are made at: Access Croydon, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA.

    Alternatively, all related documents or further information can be requested by email at Parking.Design@croydon.gov.uk.

  • Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act, 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

    PROPOSED SPEED HUMPS – HAYES LANE, KENLEY

    Croydon Council HEREBY GIVES NOTICE that they propose to install flat top speed humps as specified in the Schedule to this Notice to help reduce vehicle speeds and improve road safety at these locations.

    Persons desiring to object to the proposal should send a statement in writing specifying the grounds thereof to The Order Making Section, Parking Services, Parking Design Team, 3rd Floor, Zone C, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA or by emailing parking.design@croydon.gov.uk, quoting the reference PD/CH/K29/Hayes Lane, by 27 February 2025.

    Schedule

    It is intended to place speed humps in the carriageway in accordance with the Highways (Road Humps) Regulations 1999. The width of each hump will vary depending on carriageway width. Every speed hump will have a 2.5m length flat plateau, ramps of 0.6m (1:12 max), and will be a maximum of 75mm high. As a guide, these humps will be placed in the following approximate locations:

    PROPOSED INTRODUCTION OF 30MPH SPEED LIMIT, "AT ANY TIME" WAITING RESTRICTIONS, AND FREE PARKING BAYS – HAYES LANE, KENLEY

    The Croydon (Speed Limit) (No. K11) Order 202-

    The Croydon (Prohibition and Restriction of Stopping, Loading and Waiting)

    and (Free Parking Places) (No.K11a) Order 20-

    The Croydon (On-Street Charged-For Parking Places) (Amendment No.K11b)

    Order 20-

    1. NOTICE IS HEREBY GIVEN that Croydon Council proposes to make the above Traffic Orders under the relevant sections of the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

    2. The general effect of the Orders would be:

    a) To introduce a 30mph speed limit to replace the existing 40mph speed limit in Hayes Lane, Kenley, between the existing 30mph section of Hayes Lane (which finishes at a point 21.5 metres southwest of the common boundary of Sherwood Lodge and Egremont, Old Lodge Lane) and the boundary with Surrey County Council.

    b) To introduce double yellow line waiting restrictions operating "at any time" on both sides of Hayes Lane between its junction with Old Lodge Lane and the southern boundary of No. 279 Hayes Lane.

    c) To introduce new or amend existing free parking bays in Hayes Lane at detailed below.

    (i) Introduce a new 25-metre-long partial footway bay on the south-east side, opposite the rear of Cedarcroft, Old Lodge Lane.

    (ii) Extension of the existing full carriageway bay on the north-east side, south-east of the southeastern boundary of No. 260 Hayes Lane, by 200 metres towards the boundary with Surrey County Council.

    3. A copy of the proposed Orders and all related documents can be inspected from 9am to 4pm on Mondays to Fridays until the last day of a period of six weeks beginning with the date on which the Orders were made or, as the case may be, the Council decides not to make the Orders, at the Enquiry Counter, ‘Access Croydon’ Facility, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA. Alternatively, all documents can be requested by email to parking.design@croydon.gov.uk.

  • Persons desiring to object to the proposed Orders should make a statement in writing of their objection and the grounds thereof to the: Parking Design Section, Sustainable Communities, Regeneration & Economic Recovery Directorate, 3rd Floor, Zone C, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA,

  • The proposed Orders are intended to introduce a 30mph speed limit in Hayes Lane as described in Paragraph 2 above, to replace the existing 40mph limit in that section of the road. This is being proposed on road safety grounds to improve conditions for both pedestrians and cyclists. The Orders are also proposed to introduce waiting restrictions and amend an existing free parking place. A new free parking place will be introduced in Hayes Lane to ensure parking facilities are available where needed but restricted where parking causes obstruction to sightlines or other traffic.

    AS AMENDED AND THE ROAD TRAFFIC

    (TEMPORARY RESTRICTIONS) ACT 1991

    BEDDINGTON FARM ROAD, BENSON ROAD, COURT DRIVE,

    TROJAN WAY & VICARAGE ROAD

    TEMPORARY RESTRICTION OF VEHICULAR TRAFFIC & PARKING

    1. Croydon Council HEREBY GIVES NOTICE that to facilitate water main replacement works, on behalf of Thames Water, they have made an Order the effect of which would be to temporarily restrict traffic and parking in the roads listed in paragraphs 2 and 3 below.

    2. Whilst the said work is taking place, the roads below will be closed as detailed:

    1. During the works, parking will be suspended in the roads below, and waiting and loading restrictions will apply "at any time" as and when signs are displayed.

  • When the closures are in force, the alternative routes for traffic will be as detailed below. Trench ramps will be in use for these works to maintain emergency access and resident access to properties.

  • • Benson Road – Access maintained

    • Court Drive – Via The Ridgeway and Waddon Court Road

    • Vicarage Road – Via Kemble Road

  • The Order will come into operation on 06 February 2025, and it is anticipated that the work will be completed by the end of June 2025. However, the Order will remain in force for a maximum duration of 18 months to be reintroduced if further work is required.

  • These restrictions shall not apply in respect of:

    (a) A vehicle being used to carry out the said work.

    (b) A vehicle being used for fire brigade, ambulance, or police purposes, or the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity, or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.

    (c) Anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

    MARDEN CRESCENT & SHAMROCK ROAD, THORNTON HEATH

    TEMPORARY PROHIBITION OF VEHICULAR TRAFFIC & PARKING

    1. Croydon Council HEREBY GIVES NOTICE that to facilitate water service pipe repairs on behalf of Thames Water, they have made an Order, the effect of which would be to temporarily prohibit traffic and parking in Marden Crescent and Shamrock Road, Thornton Heath.

  • Whilst the said works are taking place:

    a) Marden Crescent will be closed westbound between its junctions with Marden Road and Thornton Road.

    b) Shamrock Road will be closed eastbound between the vehicular entrance to Thornton Road Industrial Estate and its junction with Thornton Road.

    c) Parking on the south (odd-numbered) side of Marden Crescent will be suspended between its junctions with Marden Road and Thornton Road.

  • Whilst the closures remain in force, the alternative routes for diverted traffic will be via Aurelia Road, Mitcham Road, and Thornton Road (for the eastbound closure of Shamrock Road) and via Marden Road, Boston Road, and Thornton Road (for the westbound closure of Marden Crescent)

  • The Order will come into operation on 10 February 2025, and it is anticipated that the works will be completed on 12 February 2025. However, the Order will remain in force for 18 months to be reintroduced should further work be required. The prohibitions will only apply during such times and to such extent as shall from time to time be indicated by traffic signs.

  • The restrictions shall not apply in respect of:

    (a) Any vehicle being used for fire brigade, ambulance, or police purposes.

    (b) Any vehicle being used to carry out the said works.

    (c) Anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.
