WIGAN COUNCIL

(Green Lane Billinge) (Temporary Closure) Order 2025 Notice of Making

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Green Lane Billinge) (Temporary Closure) Order 2025.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Green Lane Billinge during the period of three days commencing on 03/03/2025 to 05/03/2025.

The alternative route for traffic is: Cross Lane, Upholland Road and Moss Road. The Order is necessary to allow a new electric connection.

(Hamilton Street Atherton) (Temporary Closure) Order 2025 Notice of Making

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Hamilton Street Atherton) (Temporary Closure) Order 2025.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Hamilton Street Atherton during the hours of 19:00 and 22:00 on 02/04/2025.

The alternative route for traffic is: Leigh Road, Wigan Road, Mealhouse Lane, Church Street and Tyldesley Road.

The Order is necessary to allow a frame and cover replacement.

(Darnhall Street Ince) (Temporary Closure) Order 2025 Notice of Making

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Darnhall Street Ince) (Temporary Closure) Order 2025.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Darnhall Street Ince commencing on 31/03/2025 to 11/04/2025.

The alternative route for traffic is: Warrington Road, Repton Avenue and Derby Street.

The Order is necessary to allow gas mains replacement works.

(Repton Avenue Ince) (Temporary Closure) Order 2025 Notice of Making

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Repton Avenue Ince) (Temporary Closure) Order 2025.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Repton Avenue Ince commencing on 31/03/2025 to 11/04/2025.

The alternative route for traffic is: Darnhall Street and Derby Street. The Order is necessary to allow gas mains replacement works.

Wigan Road, Bryn with Ashton-In-Makerfield North – Proposed Puffin CrossingNotice of Intent

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 23(1) of the Road Traffic Regulation Act 1984 and all other enabling powers, has resolved to introduce a Puffin Crossing on the following street:

•  A49 Wigan Road, Bryn with Ashton-In-Makerfield North – 55m southeast of its junction with Nicol Road.

A copy of the map showing the respective position of the proposed Puffin Crossing will be available to view at https://www.wigan.gov.uk/Resident/Parking-RoadsTravel/Roads/Traffic-regs-orders.aspx or will be available upon request by emailing d.birchall@wigan.gov.uk.

Any objections to the proposal must be made in writing and specify the grounds thereof and must be made to the Assistant Director – Legal, Governance and Elections, Town Hall, Library Street, Wigan, WN1 1YN or by emailing the above email address quoting reference RD/LS/DZB/968213 not later than 4th March 2025.

Notice of Proposals

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council, proposes to make the Wigan Borough (Ashton No.1 (Part), 2, 3, 4, 5 and No.6 (Part)) (Temporary Closure) Order 2025.

The effect of the Order will be to prohibit any person, except upon direction or with the permission of a police constable in uniform, from using:

•  Public footpath Ashton No. 1 from Point A as shown on the Order Map at grid reference 355538 401885 at its junction with Wigan Path 84A, to Point B as shown on the Order Map at grid reference 355796 401830 at its junction with public footpath Ashton No. 2 for a distance of approximately 307 metres in a generally easterly direction.

•  Public footpath Ashton No. 2 from Point C as shown on the Order Map at grid reference 355802 401735 at its junction with public footpath Ashton No. 3, to Point D as shown on the Order Map at grid reference 356820 402132 at its junction with Warrington Road for a distance of approximately 1,395 metres in a northerly then easterly direction.

•  Public footpath Ashton No. 3 from Point C as shown on the Order Map at grid reference 355802 401735 at its junction with public footpath Ashton No. 2, to Point E as shown on the Order Map at grid reference 356278 402189 at its junction with public footpath Ashton No. 2 and 5 for a distance of approximately 695 metres in a generally north easterly direction.

•  Public footpath Ashton No. 4 from Point F as shown on the Order Map at grid reference 356081 402155 at its junction with public footpath Ashton No. 2, to Point G as shown on the Order Map at grid reference 356055 402305 at its junction with Wigan Path 84A for a distance of approximately 161 metres in a generally northerly direction.

•  Public footpath Ashton No. 5 from Point E as shown on the Order Map at grid reference 356278 402189 at its junction with public footpath Ashton No. 2 and 3, to Point H as shown on the Order Map at grid reference 356306 402350 at its junction with Wigan Path 84A for a distance of approximately 166 metres in a generally northerly direction.

•  Public footpath Ashton No. 6 from Point J as shown on the Order Map at grid reference 355820 401666 at its junction with Brocstedes Road, to Point K as shown on the Order Map at grid reference 355528 401430 at its junction with public footpath Ashton No. 8 for a distance of approximately 420 metres in a

generally south westerly direction.

An alternative route to Ashton No. 6 J – K is available via public footpath Ashton No. 8 to Brocstedes Road.

For a period of six months commencing on 17th February 2025.

The Order is necessary to enable development to take place.

(Prohibition of Driving) (Experimental) Order 2025

Notice of Making

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 9 of the Road Traffic Regulation Act 1984, Traffic Management Act 2004, of all other enabling powers and after consultation with the Chief Officer of

Police in accordance with Part III of Schedule 9 to the Act, has made the Wigan Borough (Freckleton Street Wigan) (Prohibition of Driving) (Experimental) Order 2025 which will come into operation on 12/02/2025.

The effect of the Order is to revoke prohibited waiting on the following roads at any time:

•  Freckleton Street Wigan – north side from its junction with Wigan Lane to a point 8 metres west of its junction with Wigan Lane.

•  Freckleton Street Wigan – south side from a point 15 metres west of its junction with Wigan Lane to its junction with Wigan Lane.

The effect of the Order is to introduce prohibited waiting on the following roads at any time:

•  Freckleton Street Wigan – both sides from its junction with Wigan Lane to a point 35 metres west of its junction with Wigan Lane.

Any person who desires to question the validity of the Order or any provision contained therein on the ground -

(a) that is not within the powers of Section 1 of the Road Traffic Regulation Act 1984, or

(b) that any requirement of the said Section 1, or Part III of Schedule 9 to the said Act, or of any regulations made under the said Part III of Schedule 9, has not been complied with, may within six weeks of 29/01/2025 make application for the purpose to the High Court.

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 9 of the Road Traffic Regulation Act 1984, Traffic Management Act 2004, of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, has made the Wigan Borough (Freckleton Street Wigan) (One Way Working) (Experimental) Order 2025 which will come into operation on 12/02/2025.
