What is happening?
DARLINGTON BOROUGH COUNCIL
ROAD TRAFFIC RESTRICTIONS (AMENDMENT NO.2) ORDER 2025
Notice is hereby given that Darlington Borough Council proposes to make an Order under Sections 1, 2, 4 and 84 of the Road Traffic Regulation Act 1984 and of the Traffic Management Act 2004. The effect of the Order will be to introduce the following changes to the Darlington Borough Council (Prohibition and Restriction of Waiting and Loading) Consolidation Order
2024 and the Darlington Borough Council (Moving Traffic) Consolidation Order 2024:
1. To amend the No stopping on School Entrance Monday - Friday 8am - 4pm restrictions by deleting all of the lengths of road to which that restriction applies in Cleveland Terrace and replacing them with the same restriction to the following parts of Cleveland Terrace: the north side, from a point 14.5 metres west of the eastern boundary 112 Cleveland Terrace westwards for a distance of 37.56 metres and from a point 52.16 metres to a point 89.72 metres and from a point 89.82 metres to a point 121.38 metres west of the eastern boundary 112 Cleveland Terrace
2. To add the No Waiting at any time and No Loading / Unloading at any time restriction to the following lengths of road:
Abbey Road - the north side, from its junction with Carmel Road North eastwards for a distance of 20 metres; the north side, from a point 9 metres west to a point 25 metres east of its junction with Spruce Grove; and the south side, from its junction with Carmel Road North eastwards for a distance of 14 metres
Spruce Grove - both sides, from its junction with Abbey Road northwards for a distance of 20 metres
3. To remove the No Waiting at any time restriction from the following lengths of road:
Abbey Road - the north side, from a point 10 metres west to a point 10 metres east of its junction with Neville Road; the north side, from a point 9 metres west to a point 7 metres east of its junction with Spruce Grove; the north side, from its junction with Carmel Road North eastwards for a distance of 20 metres; the south side, from its junction with Carmel Road North eastwards for a distance of 8.5 metres; and the south side, from a point 10 metres west to a point 12 metres east of its junction with Neville Road
Cleveland Terrace - the south side, from a point 10 metres west to a point 15 metres east of its junction with Carmel Gardens; and the south side, from a point 26 metres west to a point 2 metres east of its junction with Linden Avenue
Spruce Grove - both sides, from its junction with Abbey Road northwards for a distance of 20 metres
AND to add the No Waiting at any time restriction to the following lengths of road:
Abbey Road - the north side, from a point 8 metres west to a point 10 metres east of its junction with Neville Road; and the south side, from a point 6 metres west to a point 12 metres east of its junction with Neville Road
Carmel Road North - the east side, from a point 153 metres south of its junction with Abbey Road southwards for a distance of 41 metres Cleveland Terrace - the south side, from a point 7 metres west to a point 15 metres east of its junction with Carmel Gardens; and the south side, from its junction with Linden Avenue eastwards for a distance of 2 metres
4. To introduce a 20mph speed limit to the entire lengths of the following roads - Carmel Gardens; Earl Carlson Grove; Earl Close; Kingsway; Lancaster Close; Ripon Drive
AND to the following parts of roads:
Abbey Road - from its junction with Carmel Road North eastwards for a distance of 188 metres
Cleveland Terrace - from its junction with Carmel Road North eastwards for a distance of 228 metres
Thompson Street East - from a point 4 metres west of its junction with Wylam Avenue westwards for a distance of 182 metres

PROPOSED INSTALLATION OF SPEED TABLES - ABBEY ROAD, DARLINGTON
Notice is hereby given in accordance with Sections 90A and 90C of the Highways Act 1990 that Darlington Borough Council proposes to install two speed tables in Abbey Road, Darlington
Dimensions - 2 No at 100mm high (maximum), overall length 9.0 metres, width covers the extents of the carriageway on Abbey Road. On/off ramp gradient 1 in 15
Arrangement of Speed Table - 2 No Crossing features extend 4.5m in either direction along the carriageway perpendicular to the centreline of the road. Locations in Abbey Road - 1 No at a location 9.2m East of its junction with Spruce Grove; and 1 No at a location 10.4m West of its junction with Neville Road.

Notice is hereby given in accordance with Sections 90A and 90C of the Highways Act 1990 that Darlington Borough Council proposes to install two speed tables in Cleveland Terrace, Darlington
Dimensions - 2 No at 100mm high (maximum), overall length 9.0 metres, width covers the extents of the carriageway on Cleveland Terrace. On/off ramp gradient 1 in 15
Arrangement of Speed Table - 2 No Crossing features extend 4.5m in either direction along the carriageway perpendicular to the centreline of the road. Locations in Cleveland Terrace - 1 No at a location 11.5m West of its junction with Carmel Gardens; and 1 No on Cleveland Terrace at a location 15.0m West of its junction with Linden Avenue. PROPOSED INSTALLATION OF SPEED CUSHIONS -LANCASTER CLOSE AND EARL CARLSON GROVE
Notice is hereby given in accordance with Sections 90A and 90C of the Highways Act 1990 that Darlington Borough Council proposes to install six speed cushions in Lancaster Close and Earl Carlson Grove, Darlington Dimensions - 6 No at 75mm high (maximum), overall length 2.0 metres, overall width 1.65 metres installed in the carriageway on Lancaster Close and Earl Carlson Grove
Arrangement of Speed Cushions - Speed Cushions to be installed 750mm from existing kerb line and 700mm apart from one another.
Location - 2 No. Set of Speed Cushions on Earl Carlson Grove at a location 71 metres south of the North end of Earl Carlson Grove.
2 No. Set of Speed Cushions on Lancaster Close at a location 96 metres north of its junction with Allington Way.
2 No. Set of Speed Cushions on Lancaster Close at a location 169 metres north of its junction with Allington Way.

Notice is hereby given in accordance with Sections 90A and 90C of the Highways Act 1990 that Darlington Borough Council proposes to install three speed tables in Thompson Street East and Kingsway, Darlington Locations, Dimensions and Arrangement
1. 1 No on Thompson Street East at a location 145.3m West of its junction with Wylam Avenue. 100mm high (maximum), overall length 9.0 metres, width covers the extents of the carriageway on Thompson Street East. On/off ramp gradient 1 in 15. 1 No Crossing features extend 4.5m in either direction along the carriageway perpendicular to the centreline of the road.
2. 1 No on Kingsway at a location 22.3m West of its junction with the Eastern access road of Kingsway. 50mm high, overall length 7.5 metres, width covers the extents of the carriageway on Kingsway. On/off ramp gradient 1 in 15.1 No Crossing features extend 3.75m in either direction along the carriageway perpendicular to the centreline of the road.
3. 1 No on Thompson Street East at a location 56.0m West of its junction with Wylam Avenue. 100mm high (maximum), overall length 13.0 metres, width covers the extents of the carriageway on Thompson Street East. On/off ramp gradient 1 in 15. 1 No Crossing features extend 6.5m in either direction along the carriageway perpendicular to the centreline of the road.
