Ar 28 Ionawr 2025 Gwnaeth Cyngor Sir Dinas a Sir Caerdydd wrth arfer ei bwerau o dan Adrannau 1 a 2 Deddf Rheoleiddio Traffig Ffyrdd 1984 a’r holl bwerau galluogi eraill, Orchymyn sy’n rhoi ‘Gorchymyn Arbrofol Cyngor Sir Dinas a Sir Caerdydd (Lawrenny Avenue, Caerdydd) (Stryd Ysgol) (Gwahardd Traffig) 2023’ ar waith yn barhaol, sy’n gwahardd Cerbydau Modur rhag cael mynediad a gyrru ar hyd Lawrenny Avenue. Dim ond “Yn Ystod y Tymor” rhwng 08:15-09:15 a rhwng 14:30-15:45 ar ddyddiau Llun i Gwener (yn gynwysedig) y bydd y gwaharddiad hwn ar waith. At ddibenion yr hysbysiad hwn a’r Gorchymyn cyfatebol, ystyr “Yn Ystod y Tymor” fydd y Flwyddyn Academaidd (rhwng 1 Medi a 31 Gorffennaf) ac er mwyn osgoi unrhyw amheuaeth, ni fydd yn cynnwys gwyliau ysgol. Mae rhagor o wybodaeth ar gael yn Dyddiadau tymhorau ysgol (caerdydd.gov.uk).
Caniateir eithriadau ar gyfer cerbydau sy’n arddangos trwydded ddilys gyda’r cyfeirnod trwyddedau SZ9 (nodwch fod unrhyw safle busnes, crefyddol neu gymunedol nad oes modd cael mynediad iddo ond drwy Lawrenny Avenue yn gymwys i wneud cais am drwyddedau o’r fath). Daw’r Gorchymyn i rym ar 3 Chwefror 2024.

Mae’r Cyngor yn croesawu gohebiaeth yn Gymraeg ac yn Saesneg a byddwn yn sicrhau ein bod yn cyfathrebu â chi yn yr iaith o’ch dewis, boed hynny’n Gymraeg, yn Saesneg neu’n ddwyieithog, cyhyd â’ch bod yn dweud wrthym pa un sydd orau gennych. Ni fydd gohebu yn Gymraeg yn arwain at unrhyw oedi.
Os ydych am gwestiynu darpariaethau neu ddilysrwydd y Gorchymyn ar y sail nad yw o fewn y pwerau a roddwyd gan Ddeddf Rheoleiddio Traffig Ffyrdd 1984, neu ar y sail na chydymffurfiwyd ag unrhyw un o ofynion y Ddeddf, neu unrhyw offeryn a wnaed dan y Ddeddf, ynghlwm â’r Gorchymyn*, fe allwch, o fewn chwe wythnos i 28 Ionawr 2025 wneud cais i’r Uchel Lys at y diben hwn.

The County Council of the City and County of Cardiff (Lawrenny Avenue, Cardiff) (School Street) (Prohibition of Traffic) Order 2025
On the 28 January 2025 the County Council of the City and County of Cardiff in exercise of its powers under Sections 1 and 2 of the Road Traffic Regulation Act 1984 and of all other enabling powers, made an Order the general effect of which gives permanent effect to ‘The County Council of the City and County of Cardiff (Lawrenny Avenue, Cardiff) (School Street) (Prohibition of Traffic) Experimental Order 2023’ the general effect of which is to prohibit Motor Vehicles from entering and proceeding along Lawrenny Avenue. This prohibition shall only apply during “Term Time” between the hours of 08:15-09:15 and 14:30-15:45 Monday to Friday (inclusive). “Term Time” for the purposes of this notice and corresponding Order shall mean the Academic Year (between 1st September and 31st July) Term Time” for the purposes of this notice and corresponding Order shall mean the Academic Year (between 1st September and 31st July) and for the avoidance of any doubt shall exclude school holidays, further information is available at School term dates (cardiff.gov.uk).
Exemptions shall be permitted for vehicles displaying a valid permit with permit reference SZ9 (please note that any business, religious or community premises only accessible from Lawrenny Avenue are eligible to apply for such permits).
The Order will come into operation on the 3 February 2024.

Corresponding in Welsh will not lead to any delay. This document is available in Welsh/Mae’r ddogfen hon ar gael yn Gymraeg. If you wish to question the Orders provisions or validity on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the ground that any requirement of, or any instrument made under the Act, has not been complied with in relation to the Orders, you may, within six weeks from the 28 January 2025 apply to the High Court for this purpose.
