Havering, Multiple Traffic Notices, Introduction of Electric Vehicle Charing Bays and Parking Modifications
What is happening?
LONDON BOROUGH OF HAVERING
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Havering proposes to make amendments to the following Orders as follows under the Road Traffic Regulation Act 1984 as amended
THE LONDON BOROUGH OF HAVERING (PARKING PLACES) (MAP BASED) (AMENDMENT No.) ORDER 202

- The general effect of the Orders will be to:–
- Introduce electric vehicle charging parking places for the purpose of charging electric vehicles in On Street Parking Places in the locations detailed below. Where necessary, existing parking places will be reduced or removed to accommodate the new charging bays whilst some parking places will become dual use.
a) Introduce Electric Vehicle charging bays operational at any time on:
i) Ongar Way, to the side of no.14 (2 bays)
ii) Lower Mardyke Avenue, at the northern end of the layby, opposite flats nos. 1 to 14 Discovery Court, Broadis Way (2 bays)
iii) Abbs Cross Gardens, outside flats nos. 1 to 23 Victor Walk (2 bays)
iv) Bader Way, opposite nos. 79 and 81
v) Collier Row Lane, outside flats nos. 70 to 80 (2 bays)
vi) Roseberry Gardens, outside no.1 Clayfield Close and nos. 82 and 84 (2 bays)
vii) Saddleworth Road, to the rear of nos. 8 and 10 Pontypool Walk (2 bays)
viii) Trowbridge Road, outside nos. 1 to 12 Eccles House (3 bays)
b) Introduce Free parking bays with Electric Vehicle charging points on:
i) Ongar Way, fronting flats nos. 1 to 17 Abberton Walk (2 bays)
ii) Lower Mardyke Avenue, at the northern end of the layby fronting Snowdrop Court (2 bays)
iii) Abbs Cross Gardens, outside flats nos. 1 to 23 Victor Walk (2 bays)
iv) Bader Way, opposite nos. 83 and 85 (2 bays)
v) Collier Row Lane, outside flats nos. 70 to 80 and nos. 82 to 92 (2 bays)
vi) Roseberry Gardens, outside no.1 Clayfield Close (2 bays)
vii) Saddleworth Road, to the rear of nos. 4 and 16 Pontypool Walk (2 bays)
viii) Trowbridge Road, outside nos. 1 to 12 Eccles House and nos.1 to 12 Tregaron House (3 bays)
c) Change the existing Pay & Display parking bays, operational Monday to Saturday 8:30am to 6:30pm to Electric Vehicle bays, operational at any time on:
i) Upminster Road South, outside nos. 49 to 53 (2 bays)
ii) The Broadway, to the side of Tadworth Parade (3 bays)
d) Change the existing Pay & Display parking bays, operational Monday to Saturday 8:30am to 6:30pm, to Pay and Display and Electric Vehicle bays, operational Monday to Saturday 8:30am to 6:30pm on:
i) Upminster Road South, outside nos. 45 to 47 (2 bays)
ii) The Broadway, to the side of Tadworth Parade (3 bays)
e) Change the existing Pay & Display parking bays operational Monday to Saturday 9:30am to 6:30pm to Electric Vehicle bays, operational at any time on Corbets Tey Road, opposite nos. 61 to 69 (3 bays)
f) Change the existing Pay & Display parking bays, operational Monday to Saturday 8:30am to 6:30pm, to Pay and Display and Electric Vehicle bays, operational Monday to Saturday 9:30am to 6:30pm
g) Remove a section of RO7 Permit Parking Area, operational Monday to Saturday 8:00am to 6:30pm and introduce Electric Vehicle bays, operational at any time on Birkbeck Road, to the side of no. 66 Dagenham Road (2 bays)
h) Remove a section of RO7 Permit Parking Area, operational Monday to Saturday 8:00am to 6:30pm and introduce Residents and Electric Vehicle bays, operational Monday to Saturday 8:00am to 6:30pm on Birkbeck Road, to the side of no. 66 Dagenham Road
i) Remove a section of GP5 Permit Parking Area, operational Monday to Friday 8:00am to 6:30pm and introduce Electric Vehicle bays, operational at any time on Margaret Road, to the side of no. 82 Heath Park Road (3 bays)
j) Remove a section of GP5 Permit Parking Area, operational Monday to Friday 8:00am to 6:30pm and introduce Residents and Electric Vehicle bays, operational Monday to Friday 8:00am to 6:30pm on Margaret Road, to the side of no. 82 Heath Park Road (3 bays)
k) Change the use of part of the existing RO5 Permit bay, operational Monday to Saturday 8:00am to 8:00pm, to Electric Vehicle bays, operational at any time, on Kensington Road, to the side of no.175 London Road (2 bays)
l) Change the use of part of the existing RO5 Permit bay, operational Monday to Saturday 8:00am to 8:00pm to an RO5 permit and Electric Vehicle bays, operational Monday to Saturday 8:00am to 8:00pm, on Kensington Road, to the side of no.175 London Road (2 bays)
m) Change the use of part of the existing RO2B Residents permit bay, operational Monday to Friday 8:30am to 6:30pm to an RO2B Residents permit and Electric Vehicle bays, operational Monday to Friday 8:30am to 6:30pm, on Pretoria Road, to the side of no. 35 Oak Street (2 bays)
n) Change the use of part of the existing Voucher parking bay, operational Monday to Saturday 8:00am to 8:00pm, to an Electric Vehicle bay, operational at any time in Marks Road, to the side of flats nos. 1 to 29 Willow Lodge (3 bays)
o) Change the use of part of the existing Voucher parking bay, operational Monday to Saturday 8:00am to 8:00pm, to an ROW Residents permit and Electric Vehicle bay, operational Monday to Saturday 8:00am to 8:00pm, in Marks Road, to the side of flats nos. 1 to 29 Willow Lodge (3 bays)
3. A maximum stay of 6 hours during which an Electric Vehicle is required to be receiving a charge from the Electric Vehicle charging point in order to park legally. A no return within 2 hours restriction applies.
Disabled badge holders displaying a blue badge in an Electric Vehicle are still required to use the badge in conjunction with an Electric Vehicle charging parking place whilst connected to a charging point.
During the restricted period Electric Vehicle charging parking places will not be exempt from parking tariffs and motorists will need to pay for the power used.
Outside the restricted period Electric Vehicle charging parking places will be exempt from parking tariffs but motorists will need to pay for the power used.

Any objections or other representations about any of the proposed Orders should be sent in writing to the Highways Traffic and Parking Group Manager, Havering Town Hall, Main Road, Romford RM1 3BB until the expiration of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
