Precision and Sunflower House Car Park, Wood Street, Walthamstow, Introduction of Disabled Staff Permit Parking and Other Provisions

HOUSING ESTATE CAR PARK – PRECISION AND SUNFLOWER HOUSE E17 – INTRODUCTION OF DISABLED STAFF PERMIT PARKING AND OTHER PROVISIONS (T77(24))
The Waltham Forest (Housing Estates Car Parks) (No. 1) (Amendment No. 56) Order 2025
NOTICE IS HEREBY GIVEN that the Council of the LBWF on 23rd January 2025 made the above-mentioned Order under section 35 and 124 of Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (RTRA), as amended.
The general effect of the Order will be to introduce permit parking in the off-street car park of Precision and Sunflower House E17 located just off Wood Street. The off-street car park will provide:
- (a) 1 disabled staff permit parking bay (available to disabled staff permit holders, see paragraph 3 below) at the north-eastern end of the car park opposite Sunflower House operating “at any time” Mondays to Fridays only for DIS H-SH permit holders only;
(b) 3 off-street disabled resident permit holder parking bays (available to disabled resident permit holders, see paragraph 5 below) adjacent to the vehicle access gate to Precision and Sunflower House operating “at any time” for DIS H-PH permit holders only;
(c) “at any time” waiting and loading restrictions applying to all other areas of the car park places referred to in sub-paragraphs 2(a) and 2(b) above.
Permits for the use of the parking bays referred to in paragraph 2(a) of this Notice will be available to disabled staff as provided in paragraph 3 below, and issued by the Council (Note: a total of 1 permit would be allocated for the use of the disabled resident permit holder parking bays referred to in paragraph 2(b) of this Notice and will be available to eligible disabled residents within the aforementioned properties, as per existing planning agreements).
The permit parking places referred to in paragraph 2(b) of this notice, when active, will be marked with a valid permit displaying the letters “DIS H-PH” may use the “permit holders only” parking bay displaying this permit identifier.
Note: Where an agreement has been made with the tenant or owner of a property mentioned in this Notice under sections 106 of the Town and Country Planning Act 1990, or section 16 of the Greater London Council (General Powers) Act 1974, or both; or in any other Council planning agreement, restricting the parking of any motor vehicle from Sunflower House estate E17 (1 Wood Street); no permits will be granted, or as the case may be, only a limited number of permits would be granted to the tenant or owner of that property subject to the planning agreement.

The above measures are necessary to ensure that parking and waiting facilities are maintained for the use of eligible residents of the estate, their visitors, and other permit holders agreed by the Council. These measures will also prevent parking, waiting, and loading where it could cause an obstruction, particularly to emergency services and refuse collection vehicles.
Copies of the Order, which will come into operation from 27th January 2025 and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request either by emailing traffic.scheme@walthamforest.gov.uk or visiting the Highways and Traffic Management Team (by appointment), Low Hall, Argall Avenue, E10 7AS during normal office hours on Mondays to Fridays inclusive, or alternatively documents can be viewed online at: www.walthamforest.gov.uk/content/traffic-schemes-and-consultations.
Any person desiring to question the validity of either of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the RTRA, or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.
