What is happening?

EXPERIMENTAL (TRAFFIC REGULATION)
(NO. 01) ORDER 2024
CORPORATION STREET, DEWSBURY
The Council of the Borough of Kirklees propose to make the above Order under their powers in the Road Traffic Regulation Act 1984 the effect of which, as it affects lengths of road in the Dewsbury area of the Kirklees district, will be to:
• Introduce a no left turn restriction from Corporation Street, Dewsbury to Northgate, Dewsbury
REASON: The Dewsbury Movement and Accessibility Framework (“the MAF”) aims to define a future transport network to 2038 that supports growth of the town centre economy, is safe, attractive, clean, inclusive and convenient, and promotes a range of transport modes to ensure the private car is not the first choice.
This experimental traffic regulation order (“ETRO”) will be used to trial a priority scheme from the MAF. The ETRO will run for up to 18 months, during which time the impacts of the trial will be monitored and assessed before it is decided whether to make the scheme permanent.
The trial involves introducing a banned left turn out of Corporation Street onto Northgate to prevent ‘rat-running’ through the town centre, and switching off the traffic lights at the junction of Corporation Street, Northgate and Bond Street to form a priority give way junction.
If the ETRO is made permanent at a later date, the traffic lights will be removed to de-clutter the junction, the footways will be widened around the junction and a zebra crossing installed on Northgate to create better crossing opportunities and provide improved connectivity for pedestrians between the train station and the town centre following footway improvement work on Bond Street.
The Order will be implemented initially on an experimental basis for eighteen months, during time it will be reviewed.
The Council may then make the Order permanent or abandon it.
The Council may vary or modify the Order if it so desires, although no variation or modification may be made after 12 months.
This Order was made on 14 January 2025 and will take effect on 30 January 2025.

If you wish to object to the Order on the basis that it may become a permanent Order, you should send the grounds for your objection to:

Objections must be sent no later than 30 July 2025 and please ensure you quote reference DEV/HG/D116-2401
If the Order is varied or modified in any way, objections may be received within six months of the variation or modification taking effect.
Any person wishing to challenge the Order on the grounds that it is not within the powers of the Road Traffic Regulation Act 1984 or that any requirements of that, or of any instrument made under it, have not been complied with may apply to the High Court within six weeks following 23 January 2025.
