NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (‘the Council’) proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
The general effect of the Orders would be to:
(a) change the operational hours of the north-east bound bus lane in Romford Road between Greenhill Grove and Third Avenue so they would operate ‘at any time’ on all days and to include solo-motorcycles in the exemptions for vehicles which are permitted to use the bus lanes;
(b) facilitate the relocation of the west-bound bus stop clearway from outside Nos. 823-827 Romford Road to outside Nos. 819-821 Romford Road;
(c) change the existing free parking place outside Nos. 707-719 Romford Road to paid-for parking (pay by phone) operating Monday to Saturday 8am to 6.30pm;
(d) change the existing free parking place outside No. 793 Romford Road to a loading bay operating Monday to Saturday 7am-7pm with a maximum stay of 30 minutes and no return within 1 hour;
(e) remove the free parking places outside Nos. 785-789 and Nos. 716-726 Romford Road;
(f) in Meanley Road to extend the existing free parking bay on the south-west side outside No. 2a Meanley Road northward by 3.5 metres. The first 10 metres nearest Romford Road would be changed to a loading bay operating Monday to Saturday 7am-7pm with a 30 minute maximum stay and no return within one hour. The remaining length (11.2 metres) would be designated for parking (pay by phone) operating Monday to Saturday 8am-6.30pm, and to extend the existing free parking bay on the north-east side outside No. 3 Meanley Road northward by 3.5 metres;
(g) change the existing free parking bay on the north-west side outside No. 686 Romford Road to a loading bay operating Monday to Saturday 7am-7pm with a 30 minute maximum stay and no return within one hour;
(h) in Second Avenue to change the existing free parking bay on the north-east side to the side of No. 708 Romford Road to paid-for parking (pay by phone) operating Monday to Saturday 8am to 6.30pm, and to change the existing free parking bay on the south-west side to the side of No. 706 Romford Road to a loading bay operating Monday to Saturday 7am-7pm with a 30 minute maximum stay and no return within one hour. The bay would be extended north-west by 2.7 metres;
(i) in Carlyle Road to change the existing paid-for parking (pay by phone) on the south-west side to the side of No. 807 Romford Road operating Monday to Friday 9am-5pm to be operational Monday to Saturday 8am to 6.30pm and to extend this bay south-eastward by 4 metres, and to change 23 metres of permit holder parking on the north-east side to the side of Nos. 809-813 Romford Road to ‘shared parking’ (permit holders M and pay by phone) operational Monday to Saturday 8am to 6.30pm;
(j) in Third Avenue to change the existing free parking bay on the north-east side nearest Romford Road to a loading bay operating Monday to Saturday 7am-7pm with a 30 minute maximum stay and no return within one hour, to change the existing free parking bay on the north-east side to the rear of No. 728 Romford Road to paid-for parking (pay by phone) operating Monday to Saturday 8am to 6.30pm, and to change the existing free parking bay on the south-west side to the side of No. 726 Romford Road to paid-for parking (pay by phone) operating Monday to Saturday 8am to 6.30pm;
(k) introduce new waiting restrictions operating ‘at any time’ (double yellow lines) and new loading restrictions operating ‘at any time’ (double kerb blips) on the north-west side of Romford Road:
(i) from a point 16.1 metres north-east of the boundary of Nos. 713-715 Romford Road, north-eastward to a point 21.1 metres north-east of Nos. 791-793 Romford Road; and
(ii) from the boundary of Nos. 803-805 Romford Road, north-eastward to a point 51.1 metres north-east of the boundary of Nos. 817-819 Romford Road;
(l) introduce new waiting restrictions operating ‘at any time’ (double yellow lines) and new loading restrictions operating ‘at any time’ (double kerb blips) on the south-east side of Romford Road:
(i) from the north-eastern kerb-line of First Avenue north-eastward to the south-western kerb-line of Second Avenue; and
(m) introduce new waiting restrictions operating ‘at any time’ (double yellow lines) and new loading restrictions operating ‘at any time’ (single kerb blips) on the south-east side of Romford Road:
(i) from the north-eastern kerb-line of Meanley Road north-eastward to the south-western kerb-line of Second Avenue;
(ii) from the north-eastern kerb-line of Second Avenue north-eastward to the south-western kerb-line of Carlyle Road.
3. NOTICE IS ALSO HEREBY GIVEN that the Council, in accordance with sections 65 and 66 of the Highways Act 1980 intends to convert/modify or re-create certain lengths of the footway and carriageway space of Romford Road into segregated cycle track for use by cyclists only on both sides from its junction with Station Road E12 and High Street North to its junction with Rabbits Road and Fourth Avenue, a distance of approximately 460 metres. The cycle tracks which will have a width throughout of between 1.8 and 2 metres are proposed to aid cyclists to link with existing and new cycle links and networks along key routes, and to avoid fast moving traffic on the carriageways. Priority is maintained for pedestrians when entering or crossing segregated cycle tracks from the footways.
4. FURTHER NOTICE IS ALSO HEREBY GIVEN that, in pursuance of the Highways Act 1980 (Section 90A-90F), the Council proposes to install:
(a) Copenhagen Style blended crossings in Greenhill Grove, Herbert Road, Meanley Road, First Avenue E12, Carlyle Road, Second Avenue E12, Third Avenue E12 and Rabbit News at their junctions with Romford Road (shared highway and footway space for moving vehicles and pedestrians). These would be continuous sections of footway, between 75 mm and 100 mm higher at their highest points than the surrounding carriageway, or at an equal level with the surrounding footway and extending across the full width of the carriageway. They will have a length of up to 10 metres including the ramps, which will have gradients between 1:10 and 1:15;
(b) raised tables (road humps) in Romford Road, the centrelines of which will be in line with common boundaries of Nos. 755 and 757 Romford Road and Nos. 797 and 799 Romford Road and will be flush with existing kerb-lines; and
(c) road humps in Palmerston Road (located 33.6 metres south-east of the south-eastern kerb-line of Romford Road) and Westbury Road (located 32.5 metres south-east of the south-eastern kerb-line of Romford Road).
The road humps in paragraphs (b) and (c) would be constructed in accordance with the Highways (Road Humps) Regulations 1999 and be no more than 100 mm in height, and the ramps on each side would have a gradient of no more than 1 in 20. The road humps described in paragraphs (b) would replace existing road humps in Palmerston Road and Westbury Road nearer their junctions with Romford Road.
5. FURTHER NOTICE IS ALSO HEREBY GIVEN that the Council, in accordance with Section 23 of the Road Traffic Regulation Act 1984, has approved:
(a) the conversion of existing pedestrian crossings in Romford Road to pedestrian ‘Toucan’ crossings outside Nos. 753-757 Romford Road and outside Nos. 797-799 Romford Road. The crossings would be situated on the raised tables referenced in paragraph 4(b) above; and
(b) the provision of new pedestrian crossings in Romford Road to aid pedestrians across the new cycle tracks:
i) on the north-west side outside Nos. 703-705, 727, 813-815, 833 and 835 Romford Road; and
ii) on the south-east side outside Nos. 618, 642, 742 and 746 Romford Road.
These crossings will not have belisha beacons or zig-zag markings.
