Notice of Making of an Order
Highways Act 1980
Public Path Extinguishment Order 2024
Footpath 26 High Laver
The above order made on 11 December 2024 under section 118 of the Highways Act 1980, as shown on the order maps will extinguish a part length of Footpath 26 High Laver of unknown width shown by a bold continuous line on the order map commencing from the point where it connects to Footpath 25 High Laver running in a northerly direction through a garden for 135 metres to a ditch crossing at the boundary of a garden then continuing in a north westerly direction across a field for a final distance of 98 metres to where it connects to Footpath 27 High Laver and continues unaffected.
Copies of the order and order map can be requested to be posted or viewed by emailing publicpathorders@essexhighways.org to arrange a suitable time to inspect the documents quoting the Order title. Documents can be made available for inspection 8.30am–4.30pm Mon–Fri at Essex County Council, County Hall, E block main reception, Market Road, Chelmsford if so required following the current social distancing restrictions. Copies of the order and order map are available on Essex Highways website at:
https://www.essexhighways.org/public-path-notices and have also been sent to Epping Forest District Council and Moreton, Bobbingworth and the Lavers Parish Council.
Any representations about or objections to the order may be sent in writing to Public Path Orders, Definitive Map Service, Essex County Council, Seax House, 2nd Floor, Victoria Road South, Chelmsford CM1 1QH not later than 13 February 2025. Please state the grounds on which they are made.
If no such representations or objections are duly made, or if any so made are withdrawn, Essex County Council may confirm the Order as an unopposed order. If the Order is sent to the Secretary of State for the Environment for confirmation any representations or objections which have not been withdrawn will be sent together with the Order. Any such representation or objections will be taken into account by the Council with the result that they may be made available to the public under the Local Government (Access to Information) Act 1985.
(Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment 44) Order 2025
Notice is hereby given that Essex County Council has made the above Order under Sections 1(1), 2(1) to (4), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984.
Effect of the Order:
To revoke the existing ‘No Waiting Mon-Sat 8am-6pm’ Restrictions
Road: The Fairway, Harlow
Description:
- SOUTH WEST SIDE: From a point approximately 45 metres from its junction with Tilegate Road in a southerly direction for approximately 11.5 metres.
To introduce ‘No Waiting Mon-Sat 8am-6pm’ restrictions
Road: The Fairway, Harlow
Description:
- WEST SIDE: From a point approximately 45 metres from its junction with Tilegate Road (joining the existing No Waiting Mon-Sat 8am-6pm Restrictions) in a south westerly direction for approximately 5.5 metres (into the curved bellmouth).
- SOUTH WEST SIDE: From a point approximately 56 metres from its junction with Tilegate Road (joining the existing No Waiting Mon-Sat 8am-6pm Restrictions) in a north westerly direction for approximately 5.5 metres (into the curved bellmouth).
This Order will be incorporated into ‘The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019’ by substituting map tile: TL460 085 Revision 2 to Revision 3.

Application to the High Court:
Anyone who wishes to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 (as amended) or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.
(Birds Green, Willingale) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
To temporarily close that length of Birds Green, Willingale in the District of Epping Forest, from a point approximately 240m north east of its junction with Millers Green Road for a distance of approximately 50m in a north easterly direction.
The closure is scheduled to commence on 10th February 2025 for 3 days, or where stated on a valid permit (MX04410247192 - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while installation works are undertaken by Essex County Council.
An alternative route is available via Birds Green, Millers Green Road, Dunmow Road, Queen Street, Willingale Road, Cannons Lane, Fyfield Road, The Street, Beech Road, Dukes Lane, Waples Mill Road and vice versa.
The Order will come into effect on 23rd January 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(ECN05005 Cycle Lane, Harlow) (Temporary Closure of Cycle Lane) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
To temporarily close that length of ECN05005 Cycle Lane, Harlow, in the District of Harlow, from its junction with Pynest Road for a distance of approximately 60m in a north westerly direction.
The closure is scheduled to commence on 10th February 2025 for 102 days, or where stated on a valid permit (EP20153080853 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while cycle lane improvement works are undertaken by Essex County Council.
An alternative route is available via Pynest Road, Woodwards and vice versa.
(ECN05039 Cycle Lane, Harlow) (Temporary Closure of Cycle Lane) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
To temporarily close that length of ECN05039 Cycle Lane, Harlow, in the District of Harlow, from junction with Pynest Road for a distance of approximately 65m in a south easterly direction.
The closure is scheduled to commence on 10th February 2025 for 12 days, or where stated on a valid permit (EP20153080853 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while cycle lane improvement works are undertaken by Essex County Council.
An alternative route is available via Pynest Road, Hollyfield and vice versa.
The Order came into effect on 23rd January 2025 and may continue in force for 6 months or until the works have been completed, whichever is the earlier.
(Green Hill Road, Abbess Beauchamp and Berners Roding) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
To temporarily close that length of Green Hill Road, Abbess Beauchamp and Berners Roding in the District of Epping Forest, from a point approximately 125m north east of its junction with School Lane for a distance of approximately 125m in a north easterly direction.
The closure is scheduled to commence on 10th February 2025 for 12 days, or where stated on a valid permit (BC411SA001WG1F0J5V – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while new connection works are undertaken by Openreach.
An alternative route is available via Green Hill Road, School Lane, Dunmow Road, Berwick Lane and vice versa.
The Order will come into effect on 23rd January 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(New Road, Epping) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
To temporarily close that length of New Road, Epping in the District of Epping Forest, from a point approximately 100m north west of its junction with Manor Road for a distance of approximately 240m in a north westerly direction.
The closure is scheduled to commence on 17th February 2025 for 1 day, or where stated on a valid permit (BC008WFQT291PSB – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.
An alternative route is available via New Road, Manor Road, Hoe Lane and vice versa.
The Order will come into effect on 23rd January 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Old House Lane, Roydon) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
To temporarily close that length of Old House Lane, Roydon in the District of Epping Forest, from a point approximately 420m east of its junction with Epping Road for a distance of approximately 30m in an easterly direction.
The closure is scheduled to commence on 13th February 2025 for 5 days, or where stated on a valid permit (MX04410256825 – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while stop tap/boundary box fitting works are undertaken by Affinity Water.
No alternative route is available.
The Order will come into effect on 23rd January 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Pynest Road, Harlow) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
- To temporarily close that length of Pynest Road, Harlow in the District of Harlow, from its junction with Woodwards to its junction with Jerounds, a distance of approximately 190m.
- To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ in the above length of road for the duration of the closure only.
“The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The closure/restriction is scheduled to commence on 10th February 2025 for 12 days, or where stated on a valid permit (EP201EH2374872 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure/restriction is required for the safety of the public and workforce while cycle route improvement works are undertaken by Essex County Council.
An alternative route is available via Kingsmoor Road, Three Horseshoes Road, Third Avenue, Abercrombie Way and vice versa (with access only into Pynest Road).
The Order will come into effect on 23rd January 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Stag Lane, Buckhurst Hill) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order (Stag Lane, Buckhurst Hill):
To temporarily close that length of Stag Lane, Buckhurst Hill in the District of Epping Forest, from its junction with High Road for a distance of approximately 20m in a north westerly direction.
The closure is scheduled to commence on 10th February 2025 for 12 days, or where stated on a valid permit (MU093TML-NL-00002473R – Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while excavation works are undertaken by Thames Water.
An alternative route is available via High Road, Church Road, Epping New Road, Stag Lane and vice versa.
The Order will come into effect on 23rd January 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Canes Lane, Epping) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
- To temporarily close that length of road in the District of Epping Forest as specified in the schedule to this Order.
- A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on the above length of road to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.
“The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The works being undertaken will take place within an 18-month period from 9th January 2025, exact dates will be specified on One.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services.
A diversion route will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the roads.

- To temporarily close that length of road in the District of Epping Forest as specified in the schedule to this Order.

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
- To temporarily close those lengths of roads in the District of Epping Forest as specified in the schedule to this Order.
- A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on the above lengths of roads to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.
