THE MERTON (PARKING PLACES) (CAR CLUB BAY PERMIT CHARGES) ORDER 2025

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 8 January 2025, made the above-mentioned Order under sections 45, 46 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be to vary the charge for car club bay permits from £65pa to £75pa.

3. A copy the Order, which will come into force on 20 January 2025 and other documents giving more detailed particulars of the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden SM4 5DX. Further information can also be viewed on the Council's website at www.merton.gov.uk/parkingconsultation2024.

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON (WEST BARNES LANE. KT3) (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 1) ORDER 2025

1. The London Borough of Merton Council hereby give notice that to facilitate railway sleeper works from the Motspur Park Level Crossing on West Barnes Lane, KT3, they have made an Order, the effect of which will be to temporarily prohibit vehicular traffic in the said road.

2. Whilst the works take place no person will:-

(a) cause or permit any vehicle to enter or proceed in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

(c) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. An alternative route for diverted vehicular traffic will be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane, or vice versa.

5. Pedestrians affected by the road closure should proceed using Station Road, the Motspur Park pedestrian bridge (public right of way No. 130) and Claremont Avenue.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.

7. Nothing in the Order will apply: -

(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

(d) so as to prevent vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above, insofar as access is reasonably practicable without interference with the works; or

(e) so as to prevent pedestrian access to premises in or adjacent to the length of road specified in paragraph 2 above.

8. The Order will come into operation at 11 pm on Monday 20th January 2025 and remain in force until 5am on Friday 24th January 2025 inclusive. During that time, the works will be carried at night from 11pm until 5am the next day.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) LONDON BOROUGH OF MERTON (HIGH STREET. WIMBLEDON) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

1. The Council of the London Borough of Merton hereby give notice that to facilitate telecommunication works in High Street, Wimbledon, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person will cause or permit any vehicle (including any pedal cycle), to enter or proceed in the cycle lane / cycle track located in High Street, Wimbledon, the southeast side of the stub arm, from a point 3 metres south-west of the south-western boundary of No. 41 High Street, Wimbledon, north-eastward for a distance of 15 metres.

3. The restriction will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Cyclists affected by the cycle lane closure should proceed using the main carriageway.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.

6. The Order will come into operation on Thursday 16th January 2025 and it is anticipated that the works will be completed the same day. However, the Order will remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON (WILLOW VIEW. SW19) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

1. The Council of the London Borough of Merton hereby give notice that to facilitate telecommunication works in Willow View, SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular and pedestrian traffic in the said road.

2. During the works, no person will:-

(a) cause or permit any vehicle to enter or proceed in Willow View, from the north-eastern kerb-line of Sutherland Drive northeastward for a distance of 30 metres; or

(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in the road or length of road specified in paragraph (a) above; or

(c) proceed in the south-eastern footway of Church Road, from a point 5 metres north-east of the north-eastern kerb-line of Sutherland Drive north-eastward for a distance of 20 metres.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular traffic affected by the road closure should proceed via Sutherland Drive, Stubbs Way, Ruskin Way, Brangwyn Crescent and Liberty Avenue or vice versa.

5. Pedestrian traffic affected by the footway closure should proceed using the temporary walkway provided.

6. Nothing in the Order will apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

(d) so as to prevent vehicular access to premises in or adjacent to the length of road specified in paragraph 2(a) above.

7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation on Monday 20th January 2025 and it is anticipated that the works will be carried out from 26th February 2025 to 28th February 2025 inclusive. However, the Order will remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON (EASTFIELDS ROAD AND GROVE ROAD. CR4) (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 1) ORDER 2025

1. The London Borough of Merton Council hereby give notice that to facilitate annual maintenance works at the Eastfields Road level crossing, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in Eastfields Road and Grove Road.

2. Whilst the works take place no person will:-

(a) cause or permit any vehicle to enter, proceed or wait, including for the purpose of loading or unloading any vehicle, in:

(i) Eastfields Road, between its junction with Grove Road and a point 25 metres north-west of the level crossing in Eastfields Road; and

(ii) Grove Road, from its junction with Eastfields Road southeastward for a distance of 13 metres; or

(b) enter or proceed on foot in the lengths of road specified in subparagraph 2(a) above.

3. The prohibition will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular access to properties adjacent to the prohibited lengths of road will be maintained insofar as access is reasonably practicable without interference with the said works.

5. Pedestrian access to properties adjacent to the prohibited lengths of road will be maintained at all times.

6. Alternative routes for diverted traffic will be as follows:

(a) for vehicles from Grove Road, via Tamworth Lane, Cedars Avenue, Commonside East, Upper Green East, London Road, Raleigh Gardens, Holborn Way, London Road, Lock's Lane and Eastfields Road;

(b) for vehicles from Eastfields Road, via Lock's Lane, London Road, Upper Green West, Upper Green East, Commonside East, Cedars Avenue, Tamworth Lane and Grove Road;

(c) for pedestrians, via the adjacent footbridge.

7. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.

8. Nothing in sub-paragraph 2(b) above will apply to persons connected with the execution of the works.

9. The Order will apply from 11 pm on Saturday 18th January 2025 until 6.30am on Sunday 19th January 2025.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON (AMITY GROVE. SW20) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

1. The Council of the London Borough of Merton hereby give notice that to facilitate tower crane removal works in Amity Grove, SW20, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.

2. During the works no person will:-

(a) cause or permit any vehicle to enter or proceed in Amity Grove, from its junction with Coombe Lane to the common boundary of Nos. 2 and 2a Amity Grove; or

(b) cause or permit any vehicle to wait in the street or length of street specified in paragraph 2(a) above;

(c) enter or proceed on the eastern footway of Amity Grove, from its junction with Coombe Lane northward for a distance of 46 metres.

3. Any designated parking place situated in the length of Amity Grove specified in paragraph 2(a) above will be suspended for the duration of the works.

4. The "no-entry" restriction prohibiting vehicles from entering Amity Grove from Coombe Lane will be suspended during the works.

5. The restrictions and suspensions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

6. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to the properties adjacent the road or lengths of road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works;

(e) any person requiring access to properties adjacent to the footway specified in paragraph 2(c) above.

7. Vehicular traffic affected by the road closure should proceed using Coombe Lane and Durham Road.

8. Pedestrians affected by the footway closure should proceed using the footway opposite.

9. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

10. The Order will come into operation on Friday 17th January 2025 and will remain in force for 3 months. It is currently anticipated that Amity Grove will be closed to vehicular traffic on the following dates:- 17th, 18th, 24th, 25th and 31st January 2025 and 1st February 2025.
