NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6, 45, 46, 49, and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.
The general effect of the ‘Waiting and Loading Restriction’ Order would be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that:
(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 1 to this Notice, except for motorcycles in the motorcycle parking areas specified in Schedule 4 to this notice;
(b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited in the times and in the lengths of streets specified in Schedule 2 to this Notice;
(c) waiting by vehicles (for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of street specified in Schedule 3 to this Notice;
(d) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 40 minutes in the same place would be prohibited at the times and in the lengths of streets specified in Schedules 1 and 2 to this Notice;
(e) the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays) in the lengths of streets specified in Schedules 1 to 3 inclusive to this Notice, unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
(f) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited in the lengths of streets specified in Schedules 1 to 3 inclusive to this Notice;
(g) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costumes wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedules 1 to 3 inclusive to this Notice would be revoked.
(h) minor drafting amendments are made to the existing restrictions in Egerton Road to conform with the current on-site layout.
The prohibitions referred to in sub-paragraphs 2(a) to (d) inclusive above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue Badge” would apply.
The general effect of the ‘Goods Vehicles Free Loading Places’ Orders would be to:-
(a) designate a free loading place in the length of Wembley Park Drive specified in Schedule 5 to this Notice to operate between 8.00 a.m. and 8.00 p.m., Mondays to Saturdays inclusive, and on between 8.00 a.m. and midnight on Wembley Event Days; and
(b) specify that goods carrying vehicles constructed or adapted for use for the carriage of goods or burden of any description and is not drawing a trailer, may use the parking place so specified in Schedule 5, subject to the provisions of the Order, for the purpose of continuous loading and unloading during the permitted hours.
The general effect of the ‘Parking Places’ Orders would be to:-
(a) designate payment parking places in certain lengths of roads specified in Schedule 6 to this Notice; and
(b) specify that:-
(i) the parking place may be used, subject to the provisions of the Orders, for the leaving during the permitted hours of such vehicles as are passenger vehicles or goods carrying vehicles for which payment has been made using the “pay by phone” system. Motor cycles park free;
(ii) the maximum parking period for which a vehicle may be left during the permitted hours in the parking place would be 2 hours;
(iii) the charge for short term parking in the parking place by the payment by phone method of payment would be 20 pence for every 6 minutes (short stay up to 15 minutes would be charged at 20 pence only), £1.00 for 30 minutes, £2.00 for 1 hour and £4.00 for 2 hours; and
(iv) the interval before a vehicle may again be left in a parking place after the expiration of the period for which a parking charge was incurred would be 2 hours.
Copies of the proposed Orders, of the relevant Orders of 1979, 2012 and 2019 (and of the Orders which have amended those Orders), of the Council’s statement of reasons for proposing to make the Orders and of maps which indicate each length of road to which the Orders relate can be inspected during normal office hours on Mondays to Saturdays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.

Elmside Road
(a) the west side, between 6.8 metres south of the south-eastern kerb-line of Kingswood Road and 12.5 metres south of that kerb-line;
(b) the west side, between the south-eastern kerb-line of Kingswood Road and 11.3 metres north of that kerb-line.
Vincent Gardens
(a) the northern arm
(i) the north-east side, between 10 metres north-west of Vincent Gardens, the south-eastern arm and 10 metres south-east of Vincent Gardens, the south-eastern arm;
(ii) the north-east and east sides, between Vincent Gardens, the southern arm and 5.3 metres north of the south-eastern building wall of No. 31 Vincent Gardens;
(b) the southern arm
(i) the north side, between Vincent Gardens, the northern arm and the north-eastern building wall of No. 33 Vincent Gardens;
(ii) the north side, between Vincent Gardens, the eastern arm and 3 metres east of Nos. 33 and 35 Vincent Gardens;
(c) the eastern arm
(i) the south-west side, between Vincent Gardens, the southern arm and the south-eastern building wall of No. 35 Vincent Gardens;

(c) the west side, between Wembley Park Drive and 10 metres north of Wembley Park Drive;
(d) the west side, between 6.8 metres south of the south-eastern kerb-line of Kingswood Road and 12.5 metres south of that kerb-line.
