McGRATH ROAD, KEOGH ROAD AND EARLHAM GROVE - HIGHWAY IMPROVEMENTS INTRODUCTION OF PROHIBITION OF MOTOR VEHICLES, CHANGES TO PARKING PLACES AND WAITING RESTRICTIONS, CHANGES TO CARRIAGEWAY AND FOOTWAY LENGTHS AND CONVERSION OF PART OF A FOOTWAY INTO A SEGREGATED CYCLE TRACK

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham ('the Council') proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders would be:-
(a) to prohibit motor vehicles from entering into or proceeding in a new shared cycle and pedestrian facility located in McGrath Road between Earlham Grove and Forest Lane;
(b) the removal of three permit holder parking bays (approximately 9 parking spaces) on McGrath Road between Earlham Grove and Forest Lane;
(c) the conversion of waiting restrictions operating Monday to Friday 8am to 6.30pm to waiting restrictions operating at any time in;
(i) Earlham Grove, the north-west side, from the north-eastern kerb-line of McGrath Road northeastward for a distance of 8.4 metres;
(ii) Earlham Grove, the south-east side, from the north-eastern kerb-line of McGrath Road northeastward for a distance of 8.7 metres;
(iii) Keogh Road, the north-west side, from the south-western kerb-line of McGrath Road westward for a distance of 10.8 metres;
(iv) Keogh Road, the south-east side, from the south-western kerb-line of McGrath Road south-westward for a distance of 17.4 metres; and
(v) McGrath Road, from the north-western kerb-line of Keogh Road, south-eastward to a point 19.4 metres south-east of the south-eastern kerb-line of Keogh Road.
3. NOTICE IS ALSO HEREBY GIVEN that the Council, in accordance with sections 65 and 66 of the Highways Act 1980 intends to convert a length of footway between Earlham Grove and Forest Lane into a segregated cycle track for use by cyclists on the north-eastern side of McGrath Road. This will be a segregated two-way cycle track, comprising a 3.6 metre-wide corridor.
4. Documents giving more detailed particulars of the proposed Orders and shared cycle facility can be made available during normal office hours on Monday to Friday by telephoning 020 3373 6415, by emailing traffic.orders@newham.gov.uk, or inspected (by prior appointment - please telephone the above number) at Newham Dockside, 1000 Dockside Road E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate. The office will be closed from 24 December 2024 to 2 January 2025.

6. All objections and other representations relating to the proposed Orders and cycle track must be made in writing and received by 15 January 2025. All objections must specify the grounds on which they are made. They should be sent to the Director of Highways, Parking & Transportation, London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London, E16 2QU or by email to traffic.orders@newham.gov.uk.
7. Under the requirements of current access to information legislation, any letter or e-mail sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
