Portsmouth City Council (Local Carriageway Resurfacing - Phase 2) (Temporary Road Closure) (Temporary Prohibition of Loading and Waiting) (No.1) Order 2025

Notice is hereby given that Portsmouth City Council has made the above Order under Section 14(1)(a) of the Road Traffic Regulation Act 1984, as amended by the Road Traffic (Temporary Restrictions) Act 1991.
The Order comes into operation from 1st January 2025 and the effect will be as follows:
A) TEMPORARY ROAD CLOSURE AND PROHIBITION OF LOADING AND WAITING
GOLDSMITH AVENUE

From its junction with Priory Crescent to Fratton Way Roundabout.
Duration: 1st April 2025 to 15th April 2025
Works will take place between 20:00 - 05:00.
From outside the filling station to eastern side of Fratton Way Roundabout.
Duration: 7th April 2025 to 9th April 2025
Works will take place between 20:00 - 05:00.
FRATTON WAY ROUNDABOUT
In its entirety.
Duration: 7th April 2025 to 9th April 2025
Works will take place between 20:00 - 05:00.
FRATTON WAY
From its junction with Fratton Way Roundabout to its junction with Pompey Centre Roundabout.
Duration: 7th April 2025 to 9th April 2025
Works will take place between 20:00 - 05:00.
From its junction with Fratton Way Roundabout to Rodney Road Roundabout.
Duration: 14th April 2025 to 1st May 2025
Works will take place between 20:00 - 05:00.
LORD MONTGOMERY WAY
From its junction with Winston Churchill Avenue to Hampshire Terrace.
Duration: 1st May 2025 to 9th May 2025
Works will take place between 20:00 - 05:00.
HAMPSHIRE TERRACE
From its junction with Lord Montgomery Way to Wiltshire Street.
Duration: 1st May 2025 to 9th May 2025
Works will take place between 20:00 - 05:00.
WINSTON CHURCHILL AVENUE
From its junction with Winston Churchill Avenue Roundabout to its junction with Lord Montgomery Way

From its junction with Clement Attlee Way and Allaway Avenue.

From its junction with Southampton Road and Gyratory at Northarbour Road.
Duration: 29th May 2025 to 16th June 2025
Works will take place between 20:00 - 05:00.
VELDER AVENUE
From its junction with Moorings Way to Milton Road.
Duration: 12th June 2025 to 20th June 2025
Works will take place between 20:00 - 05:00.
HAVANT ROAD
From its junction with Old London Road to Penrhyn Avenue.
Duration: 12th June 2025 to 9th July 2025
Works will take place between 20:00 - 05:00.
NEW ROAD EAST
From its junction with Copnor Road to New Road.
Duration: 11th July 2025 to 21st July 2025
Works will take place between 08:00 - 16:00.
B) REASON FOR THE ORDER
To facilitate local carriageway resurfacing and traffic signal works.
C) DURATION OF THE ORDER
From 1st January 2025 to 31st July 2025 or completion of the works, whichever is sooner. Notwithstanding the above, dates may vary due to adverse weather conditions or unforeseen circumstances. Works will take place in sections as notified by signage and letters to residents in advance of works taking place.
D) DIVERSION
Goldsmith Avenue (Priory Crescent to Fratton Way Roundabout): Vehicles will be diverted from Fratton Way, Rodney Road Roundabout, Rodney Road, Milton Road, St Marys Road Roundabout, Milton Road, Goldsmith Avenue and Goldsmith Avenue, Milton Road, Rodney Road, Rodney Road Roundabout, Fratton Way.

Havant Road: Vehicles will be diverted from Havant Road, Eastern Road, Eastern Road Roundabout, A27 Farlington Roundabout On Slip West Bound, A27, A27 Portsbridge Roundabout Off Slip, Portsbridge Roundabout, Northern Road, Spur Road Roundabout, Spur Road and Spur Road, Spur Road Roundabout, Northern Road, Portsbridge Roundabout, A27 Portsbridge Roundabout On Slip East Bound, A27, A27 Farlington Roundabout Off Slip East Bound, Farlington Roundabout, Eastern Road, Havant Road.
New Road East: Vehicles will be diverted from Copnor Road, New Road and Copnor Road, Queens Road, Kingston Road, New Road.
Pedestrian access will be maintained around the works.
Cycles to follow vehicle diversion or dismount and follow pedestrian diversion around the works.
