(EDINBURGH’S HOGMANAY) (TEMPORARY ROAD
RESTRICTION AND TRAFFIC REGULATION) ORDER 2024 – TEMP/24/215

The Council, with the consent of Scottish Ministers, has made an order under the Road Traffic Regulation Act 1984, as amended, the effect of which will be that for a temporary period, to facilitate the holding of the Edinburgh’s Hogmanay event, no person shall: (a) drive or cause or permit to be driven any vehicle on the sections of roads specified in Sch 1, where closures apply to roads in their entirety unless otherwise stated; (b) drive or cause or permit to be driven any motor vehicle on the sections of roads specified in column 1 of Sch 2, otherwise than in the direction specified in column 2 of Sch 2, where restrictions apply to roads in their entirety unless otherwise stated; (c) except with the permission of a Parking Attendant, cause or permit any vehicle to wait or load onto or unload from any vehicle on the sections of roads described in Sch 3, where prohibitions apply to both sides of the roads in their entirety unless otherwise stated; & (d) on foot, except upon the direction or with the permission of a police constable in uniform, enter or proceed along or use in any other manner whatsoever any of the lengths of road specified in Sch 4, where prohibitions apply to the footways in their entirety unless otherwise stated. Existing restrictions will be suspended on the affected sections of roads described in Sch 3. The Greenways Order 1997 will be suspended from 17:00hrs on 31/12/24 to 04:00hrs on 1/1/25 in so far as the no stopping restrictions and loading bays on Lothian Rd are affected by this Order. The following restrictions shall be suspended: (1) prohibition of entry on Ramsay La from 16:00hrs on 31/12/24 to 07:00hrs on 1/1/25, to allow access/egress from Ramsay Lane to Castlehill; (2) buses, taxis & cycles only lane on Johnston Ter from 16:00hrs on 31/12/24 to 07:00hrs on 1/1/25, to allow general travel from Castle Ter to Lawnmarket; (3) one-way restriction on Rutland Sq (at Canning St) & Rutland St (at Rutland Sq) from 18:30hrs on 31/12/24 to 03:00hrs on 1/1/25, to permit access; & (4) prohibited right turn from 23:30hrs on 31/12/24 to 02:00hrs on 1/1/25: (i) from Calton Rd on to Leith St; & (ii) from Sth Bridge on to High St, to allow access. ‘The City of Edinburgh Council (Edinburgh’s Christmas) (Temporary Road Restriction and Traffic Regulation) Order 2024’ will be suspended as follows: (1) from 06:00hrs on 27/12/24 to 18:00hrs on 2/1/25 on Castle St; (2) from 00:01hrs on 30/12/24 to 10:00hrs on 1/1/25 on Waverley Bridge; (3) from 19:00hrs on 30/12/24 to 10:00hrs on 1/1/25 on Market St; (4) from 15:00hrs on 31/12/24 to 10:00hrs on 1/1/25 on Nth Castle St; & (5) from 18:00hrs on 31/12/2024 to 03:00hrs on 1/1/25 on Mound Precinct, in so far as the affected sections of roads are affected by the restrictions imposed in this order. ‘The City of Edinburgh Council (South St David Street Area) (Temporary Road Restriction and Traffic Regulation) Order 2024’ will be suspended from 00:01hrs on 30/12/24 to 10:00hrs on 1/1/25 on Waverley Bridge, to facilitate the event. The alternative routes for vehicular traffic are via: (1) Nth Charlotte St, Charlotte Sq, Hope St, Queensferry St, Melville St, Manor Pl, Atholl Pl, Torphichen St, Torphichen Pl, Morrison St, Morrison Link, West Approach Rd, Lothian Rd, Earl Grey St, Lauriston Pl, Forrest Rd, George IV Bridge, Chambers St, Sth Bridge, High St, Canongate, Watergate, Abbeyhill, Abbey Mount, Easter Rd, London Rd, Leith Walk, York Pl & Queen St; or (2) Queen St, York Pl, Leith Walk, London Rd, Easter Rd, Abbey Mount, Abbeyhill, Canongate, Watergate, High St, Sth Bridge, Chambers St, George IV Bridge, Forrest Rd, Bristo Pl, Teviot Pl, Lauriston Pl, Earl Grey St, Lothian Rd, West Approach Rd, Morrison Link, Morrison St, West Maitland St, Atholl Pl, Manor Pl, Melville St, Queensferry St, Hope St, Charlotte Sq & Nth Charlotte St. The order shall have effect during the hours and on the dates specified in the Schedules.
