Torchlight Procession, Edinburgh - Temporary Road Restrictions

What is happening?

THE CITY OF EDINBURGH COUNCIL

(TORCHLIGHT PROCESSION) (TEMPORARY ROAD RESTRICTION AND TRAFFIC REGULATION) ORDER 2024 – TEMP/24/214

The Council, with the consent of Scottish Ministers, has made an order under the Road Traffic Regulation Act 1984, as amended, the effect of which will be that for a temporary period, to facilitate the holding of the Torchlight Procession event, no person shall:

(a) drive or cause or permit to be driven any vehicle on the sections of roads specified in Sch 1, where closures apply to roads in their entirety unless otherwise stated;

(b) except with the permission of a Parking Attendant, cause or permit any vehicle to wait on the section of road described in Sch 2;

(c) except with the permission of a Parking Attendant, cause or permit any vehicle to wait or load onto or unload from any vehicle on the sections of the roads specified in Sch 3, where prohibitions apply to both sides of the roads in their entirety unless otherwise stated; & (d) walk or cause or permit any person to walk on the footways described in Sch 4, where prohibitions apply to footways in their entirety unless otherwise specified. Existing restrictions will be suspended on the affected sections of roads described Schedules 2 & 3.

The following restrictions shall be suspended:

(1) prohibition of entry from 18:00hrs to 23:30hrs on Ramsay La, to allow traffic access/egress from Ramsay La to Castlehill; &

(2) bus, taxi & cycle lanes from 18:00hrs to 23:30hrs on Candlemaker Row, to allow two-way traffic from Cowgatehead to Merchant St. The Greenways Order 1997 will be suspended from 19:30hrs to 23:00hrs in so far as the loading bays and no stopping restrictions on Lothian Rd are affected by this order. ’The City of Edinburgh Council (Lawnmarket Area) (No. 2) (Temporary Road Restriction and Traffic Regulation) Order 2024’ will be suspended:

(A) from 14:00hrs to 23:59hrs on Lawnmarket & Johnston Ter;

(B) from 16:00hrs to 23:59hrs on Upper Bow; &

(C) from 18:00hrs to 23:30hrs on Castlehill, to facilitate the event.

The alternative route for vehicular traffic is via Nth Charlotte St, Charlotte Sq (east leg), Sth Charlotte St, Princes St, Lothian Rd, Earl Grey St, Brougham St, Brougham Pl, Melville Drv, Hope Park Ter, Sth Clerk St, Clerk St, St Patrick Sq (east leg), Saint Patrick St, Nicolson St, Sth Bridge, Nth Bridge, Princes St, Leith St, Leith Walk (and/or Picardy Pl), York Pl & Queen St. The order shall have effect on 29/12/24, during the hours specified in the Schedules.

SCHEDULE 1 ROAD CLOSURES:

(A) from 18:00hrs to 22:00hrs on: (i) Forrest Rd; (ii) Lauriston Pl, from its jnct with Forrest Rd, westwards to the vehicular entrance to George Heriot’s school; (iii) Teviot Pl; (iv) Bristo Pl; (v) Lothian St; (vi) Brighton St; & (vii) Potterrow, from Bristo Pl to Marshall St; &

(B) (i) Chambers St, from its jnct with George IV Bridge, eastwards for 90m; (ii) Candlemaker Row, from Merchant St to George IV Bridge; (iii) George IV Bridge; (iv) Lawnmarket; (v) Bank St; (vi) Castlehill, from Ramsay La to Lawnmarket; (vii) Johnston Ter; (viii) Castle Ter; (ix) Cornwall St; (x) Cambridge St; & (xi) Grindlay St.

SCHEDULE 2 RESTRICTION OF WAITING: from 16:00hrs to 23:59hrs on St Giles’ St, all permit parking holder bays, Car Club bays & disabled persons parking places only.

SCHEDULE 3 PROHIBITION OF WAITING, LOADING & UNLOADING:

(A) from 12:00hrs to 23:59hrs on: (i) George IV Bridge; & (ii) Castle Ter, from Lady Lawson St to Lothian Rd;

(B) from 14:00hrs to 23:59hrs on: (i) Forrest Rd; (ii) Teviot Pl; (iii) Bristo Port; (iv) Bristo Pl; (v) Lawnmarket; & (vi) Johnston Ter;

(C) from 15:00hrs to 23:59hrs on: George Sq La, west side, from the south building line of No. 29, southwards for 50m;

(D) from 16:00hrs to 23:59hrs on: (i) Forrest Hill; (ii) Melville Drv, sth side, in its entirety; (iii) Lauriston Pl, both sides, from its jnct with Forrest Rd, westwards to the vehicular entrance to George Heriot’s school; (iv) Lothian St; (v) Potterrow, both sides, from Bristo Pl to Marshall St; (vi) Chambers St, both sides, from its jnct with George IV Bridge, eastwards for 90m; (vii) Candlemaker Row; (viii) Victoria St; (ix) West Bow; (x) Bank St; (xi) Upper Bow; (xii) Castlehill; (xiii) Cornwall St; (xiv) Cambridge St; (xv) Grindlay St; & (xvi) St Giles’ St, all remaining extents on both sides of the east-west leg & northsouth leg respectively in their entirety (out-with permit parking holder bays, Car Club bays & disabled persons parking places); &

(E) from 19:30hrs to 23:00hrs on: Lothian Rd, east side, from its jnct with Princes St, southwards to the north building line of No. 71.

SCHEDULE 4 PROHIBITION OF PEDESTRIANS:

(A) from 15:00hrs to 22:00hrs on: Middle Meadow Walk, between Simpson Ln & Nth Meadow Walk; &

(B) between 17:00hrs to 22:00hrs on: (i) Middle Meadow Walk: (1) between Simpson Ln & Teviot Pl/Lauriston Pl; & (2) between Melville Drv & Jawbone Walk/Boy’s Brigade Walk; (ii) Jawbone Walk; & (iii) Boy’s Brigade Walk.
