Controlled Parking Zone In The Borough Of Guildford
NOTICE IS HEREBY GIVEN that on Thursday 12 December 2024 Surrey County Council (“the Council”) have made an Order under Sections 1(1), 2(1) to 3 and 4, 32, 35, 36, 45, 46, 49, 51 and 53 and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984 (‘the 1984 Act’) the effect of which will be to further amend “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions and Street Parking Places and Revocation) Order 2009”.
The Order, to be known as “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions Street Parking Places and Revocation) Amendment Order (No. 4) 2024”, which has the effect of making the changes as described below.
The general purpose and effect of the Order will be to :
(a) amend and revoke some of the existing parking controls,
(b) increase the maximum stay from 2 hours to 3 hours in the existing pay and display only parking place in Millmead, (all the existing time limits (except as provided above), charges and conditions of use will remain without change),
(c) introduce No Waiting At Any Time Restrictions (double yellow lines),
(d) convert some existing shared use parking spaces to permit only parking spaces,
(e) convert existing No Waiting At Any Time Restrictions to Permit Holders Only parking spaces,
(f) introduce various formalised Blue Badge Holders (Disabled Persons) Only Parking Places
(g) in respect to paragraphs (d) to (f) above, disabled persons Blue Badge holders may wait in those parking places free of charge and without time limit.
(h) in respect to paragraphs (d) to (f) above, any vehicle may wait in those parking places for the purposes of boarding and alighting (for a period not exceeding two minutes), or for the purposes of loading/unloading goods (for a period not exceeding twenty minutes)
(i) in respect of the proposed No Waiting At Any Time Restrictions referred to above, provide that the usual exemptions in respect of loading and unloading vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining the affected lengths of roads, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the “Blue Badge” Scheme will apply;
(j) Make certain drafting amendments to The Surrey County Council Various Roads in the Borough of Guilford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions and Street Parking Places and Revocation) Order 2009 (“the Order of 2009”) (as amended) which will not affect any of the measures introduced by that Order, except for those provided above in this Notice.

ALLOW FOR THE INTRODUCTION OF NEW ON STREET PEDAL CYCLE PARKING PLACES

A copy of the Made Order, which will come into operation on Monday 23 December 2024, together with eleven plans showing the precise details of the controls to be introduced, a Statement of the Council’s Reasons for Making the Order and the Order of 2009 (and the Orders which have previously amended that Order) (and the plans which accompany all of those sealed Orders), may be inspected, free of charge for a period of six weeks from Friday 13 December 2024 -
(a) at Guildford Library, 77 North Street, Guildford, Surrey, GU1 4AL on Mondays, Wednesdays and Fridays between 9.30 a.m. and 5.30 p.m., on Tuesdays and Thursdays between 9.30 a.m. and 7 p.m. and on Saturdays between 9.30 a.m. and 5 p.m.; or
(b) at the Main Reception, Guildford Borough Council Offices, Millmead House, Millmead, Guildford, Surrey, GU2 4BB during normal office hours on Mondays to Fridays inclusive; or
(c) by prior arrangement and appointment only at Guildford Borough Council’s Parking Office situated at Bedford Road Multi-storey Car Park (Level 2), Laundry Road, Guildford, Surrey, GU1 4PX (Telephone No. (01483) 505050 or Email: Parking@guildford.gov.uk) during normal office hours on Mondays to Fridays inclusive; or
(d) by prior arrangement by telephoning or emailing the County Council’s Merrow Complex, situated at Merrow Lane, Merrow, Guildford, Surrey, GU4 7BQ (Telephone No. 0300 200 1003 or Email: highways@surreycc.gov.uk) between 9 a.m. and 5 p.m. on Mondays to Thursdays inclusive and 9 a.m. and 4.30 p.m. on Fridays.
(NOTE – The above-mentioned Order of 2009 and all the previously amending Orders and accompanying plans can only be inspected by following the arrangements described in sub-paragraph (d) above). If you wish to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the 1984 Act, or on the grounds that any requirement of the 1984 Act or of any Instrument made under it has not been complied with in relation to the Order, you may, within six weeks from Thursday 12 December 2024, apply to the High Court for this purpose.
