1. Southwark Council hereby GIVES NOTICE that it proposes to make the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. 

2. The effects of the (Charged-for parking places) Order, would be to:- 
(a) revoke The London Borough of Southwark (e-scooter and cycle hire parking places) (No. 2) Experimental Traffic Order 2024, The London Borough of Southwark (Charged-for parking places) (e-scooter & cycle hire parking) (No. 2) Experimental Traffic Order 2024, and The London Borough of Southwark (Free parking places and Waiting restrictions) (e-scooter & cycle hire parking) (No. 2) Experimental Traffic Order 2024, which in effect removes the trialled e-scooter & cycle hire parking and reverts the associated trialled changes to parking or waiting or loading restrictions to their previous state, in:-  
ALBANY ROAD, ALEXIS STREET, ALSCOT ROAD, ASPINDEN ROAD, BAGSHOT STREET, BALFOUR STREET, BERMONDSEY STREET, BIRD IN BUSH ROAD, BOUNDARY LANE, BRAMCOTE GROVE, BURTON GROVE, COMFORT STREET, DEVERELL STREET, DRACO STREET, ENID STREET, EXON STREET, GLENGALL ROAD, GREAT GUILDFORD STREET, GROSVENOR PARK, HAMPTON STREET, HAWKSTONE ROAD, HILLINGDON STREET, ILDERTON ROAD, KING AND QUEEN STREET, KINGLAKE STREET, LEATHERMARKET STREET, LEROY STREET, LYNTON ROAD, MALTBY STREET, MANCIPLE STREET, NECKINGER, PARDONER STREET, PARK STREET, PENTON PLACE, PURBROOK STREET, RENNIE STREET, ROLLS ROAD, STURGEON ROAD, SUMNER ROAD, TABARD STREET, THURLOW STREET, TOWNSEND STREET, WAITE STREET, WANSEY STREET, WARHAM STREET, WEBB STREET, WESTON STREET, and YALDING ROAD.
Please note that, unless otherwise stated, the trialled e-scooter & cycle hire parking places have been replaced with the proposals for permanent e-scooter & cycle hire parking places as detailed in item 2(b) below; 
(b)provides permanent parking places on the carriageway for the use of e-scooter & cycle hire providers (who are participating in the pan-London e-scooter & cycle hire trails) only, 2 metres (‘m’) in width and 6.6m in length (unless otherwise stated) and aligned parallel to the kerb in, at the following locations:- 
ALBANY ROAD north-west side, opposite Burgess Park BMX track;
ALEXIS STREET south-west side, south-east of its junction with Linsey Street;
ALSCOT ROAD north-west side, south-west of its junction with Grange Road;
ASPINDEN ROAD south-east side, north-east of its junction with Raymouth Road;
BAGSHOT STREET south-west side, opposite No. 35 Bagshot Street;
BALFOUR STREET south-west side, south of its junction with New Kent Road;
BERMONDSEY STREET north-west side, opposite Nos. 221 and 223-233 Bermondsey Street; 
BIRD IN BUSH ROAD north-east side, south-east of its junction with Peckham Park Road;
BOUNDARY LANE south-east side, side of No. 73 Camberwell Road;
BRAMCOTE GROVE south-east side, north-east of its junction with Varcoe Road (which replaces previously trialled e-scooter & cycle hire parking in Bramcote Grove north-west side, south-west of its junction with Verney Road);

KINGLAKE STREET north-east side, opposite its junction with Upnor Way;

(c) to provide e-scooter & cycle hire parking places on the footway at the following locations: (i) in DEAL PORTER SQUARE south-easternmost part of the square, one e-scooter & cycle hire parking place (8 in length and 2m in width) aligned parallel to the north-eastern wall of the cycle and pedestrian ramp leading to Canada Water Walkway and one e-scooter & cycle hire parking place (11 in length and 2m in width) aligned parallel to the south-western wall of that cycle and pedestrian ramp, and (ii) in SURREY QUAYS ROAD north-west side o/s Vancouver House, aligned parallel to the south-eastern edge of the footway area (6 in length and 2m in width).
NOTES: (1) The measures in 2(d)-(r) and in 3 below are proposed to accommodate the provision of the new permanent e-scooter & cycle hire parking places and in those locations in the carriageway as detailed in item 2(b) above. (2) ‘permit’ refers to parking places for holders’ of valid parking permits within the Controlled Parking Zone (CPZ) listed, ‘shared-use’ refers to parking places in which holders of a valid permit for the CPZ listed or ‘pay’ paid ticket holders are permitted to park within the permitted hours. ‘DYLs’ refer to waiting restrictions which operate 'at any time' - all hours on every day of the week, and ‘SYLs’ refer to ‘timed’ waiting restrictions. (3) All measurements are in metres ‘m’ and are approximate. (4) Parking charges are listed on www.southwark.gov.uk/parking 
(d) in CPZ 'C1' reduce existing 'permit' by 6.6m in GREAT GUILDFORD STREET (86.5m remain), by 5.5m in PARK STREET (5m remain), and remove 6m existing 'permit' in RENNIE STREET;
(e) in CPZ 'C2' (i) reduce existing 'permit' by 6.6m in BERMONDSEY STREET (5m remain), MANCIPLE STREET (7m remain), and PARDONER STREET (24.5m remain), and (ii) reduce existing 'shared-use' by 6.6m in DEVERELL STREET (9.5m remain);
(f) in CPZ 'E' (i) reduce existing 'permit' by 6.6m in PENTON PLACE (87m remain), (ii) reduce existing 'shared-use' by 6.6m in HAMPTON STREET (43m remain);
(g) in CPZ 'F' (i) reduce existing 'permit' by 6.6m in WESTON STREET (10.5m remain), and (ii) in LEATHERMARKET STREET reduce existing 'shared-use' by 7.6m (13m remain);
(h) in CPZ 'GR’ reduce existing 'shared-use' by 6.6m in ALSCOT ROAD (4.5m remain), ENID STREET (41m remain), LEROY STREET (25m remain), MALTBY STREET (7.5m remain), PURBROOK STREET (49m remain), and WEBB STREET (16m remain);
(i) in CPZ 'J' reduce existing 'permit' by 6.6m in DRACO STREET (13m remain) and HILLINGDON STREET (65.5m remain);
(j) in CPZ 'M1' (i) remove 8m existing 'permit' in TOWNSEND STREET, (ii) reduce existing 'permit' by 6.6m in BALFOUR STREET (17.5m remain), EXON STREET (45.5m remain), KINGLAKE STREET (16m remain), and WANSEY STREET (10.5m remain), (iii) reduce existing 'shared-use' by 6.6m in BAGSHOT STREET (4.5m remain) and (iv) to amend the Traffic Management Order map-based schedule to relocate existing cycle hangar in KINGLAKE STREET to a location opposite Nos. 37/43 Kinglake Street (note: that this is an administrative exercise to match the records more closely, and that there will be no physical changes at this location);
(k) in CPZ 'M2' existing 'shared-use' by 6.6m in ALBANY ROAD (10.5m remain), BOUNDARY LANE (57m remain), BURTON GROVE (59m remain), KING AND QUEEN STREET (26m remain), and THURLOW STREET (12m remain);
(l) in CPZ 'N' reduce existing ‘permit' by 6.6m in ASPINDEN ROAD (13.5m remain);
(m) in CPZ 'NC' reduce existing 'permit' by 6.6m in GROSVENOR PARK (135.5m remain);
(n) in CPZ 'OKR' (i) reduce existing 'shared-use' by 6.6m in BRAMCOTE GROVE (21m remain), and (ii) remove 2 existing 'shared-use' bays in ILDERTON ROAD standing at 45° to the kerb (total width 5.5m and length 6m);
(o) in CPZ 'R' remove 8.5m existing ‘permit’ by 6.6m in COMFORT STREET (6.5m remain) and SUMNER ROAD (45.5m remain);
(p) in CPZ 'SB' reduce existing 'shared-use' by 6.6m in ROLLS ROAD (40m remain);
(q) in CPZ 'T' reduce existing 'shared-use' by 6.6m in BIRD IN BUSH ROAD (74.5m remain), GLENGALL ROAD (45m remain), and WAITE STREET (43m remain); and
(r) in CPZ ‘TS’ reduce existing 'permit' (i) by 6.6m in ALEXIS STREET (27.5m remain) and in LYNTON ROAD (161m remain), and (ii) remove 9m existing 'permit' in YALDING ROAD. 

3. The effects of the (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) Order, would be to:- 
(a) remove 10m existing free 'short stay' parking in WARHAM STREET; 
(b) add 1m new 'at any time' waiting restrictions (double yellow lines) in LEATHERMARKET STREET; and
(c) to amend the Traffic Management Order map-based schedule to (i) in HAMPTON STREET add 11m existing ‘timed’ waiting restrictions (single yellow lines) on the south-east and north-east side o/s No. 35 Hampton Street, and add 21m existing ‘DYLs’ at its junction with Steedman Street, and (ii) in ROLLS ROAD add 22.5m existing ‘DYLs’ across build-out opposite its junction with Oxley Close (note: that these are an administrative exercise to match the records more closely, and that there will be no physical changes at these locations).
