D1166 Rockshaw Road and D1166 Ashcombe Road, Merstham Temporary Prohibition of Traffic Order 2024

On 11 December 2024 Surrey County Council made the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of :- 

1. D1166 Rockshaw Road, Redhill. 

2. D1166 Ashcombe Road, Redhill. This Traffic Order is required to enable Southern Gas Networks to carry out gas mains replacement and/or connection and/or maintenance works. These works are anticipated to be carried out in sections under a “rolling closure” between the hours of 7am and 6pm within 3 months of the 12 month period of operation of this Temporary Order that commences on 02 January 2025. 

Advanced warning signs will be displayed and the temporary closure which is anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. 

Access for pedestrians and, dismounted cyclists and equestrians will be maintained at all times via a designated walkway.

Access for emergency services and to affected residents and businesses
on Rockshaw Road and Ashcombe Road will be maintained at all times
via the alternative route :-

Rockshaw Road, A23 London Road North, A23 High Street, A23 London Road South, A23 London Road, A23 Princess Way, Marketfield Way, A25 Redstone Hill, A25 Nutfield Road, A25 High Street, A25 Bletchingley Road, Big Common Lane, Pendell Road, Bletchingley Road, Warwick Wold Road and Rockshaw Road.


D1111 The Avenue, Tadworth
Temporary Prohibition of Traffic Order 2024

On 11 December 2024 Surrey County Council made the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of D1111 The Avenue, Tadworth that extends from its junction with D1110 Downs Way, to its junction with B290 Station Approach. 

This Traffic Order is required to enable Forefront Utilities to carry out gas mains replacement and/or connection and/or maintenance works between “Nos. 21 and 31 The Avenue”.

These works are anticipated to be carried out between the hours of 8am and 5pm within 1 month of the 12 month period of operation of this Temporary Order that commences on 02 January 2025. 

Advanced warning signs will be displayed and the temporary closure which is anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed.

Access for pedestrians and, dismounted cyclists and equestrians will be maintained at all times.

Access for emergency services and to affected residents and businesses will be maintained at all times via the alternative route:- The Avenue, Station Approach and The Avenue.


C64 Victoria Road, Horley
Temporary Prohibition of Waiting Order 2024

On 11 December 2024 Surrey County Council made the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from waiting, loading, and unloading at any time on both sides of the length of C64 Victoria Road, Horley that extends from its junction with D566 Victoria Close, to the western side of its junction with the access for “Victoria Road Pay and Display Carpark”.

This Traffic Order is required by Highway Safety Management to enable surveying works. These works are anticipated to be carried out between the hours of 8pm and 5am within 1 week of the 12 month period of operation of this Temporary Order that commences on 06 January 2025. 

Advanced warning signs will be displayed and the temporary waiting restrictions which are anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. 

Exemptions for any vehicle being used for ambulance, fire brigade or police purposes in an emergency, any vehicle being used in connection with the works vehicles, any vehicle when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control, and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer, will apply when the temporary waiting restrictions are in force.

(N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction).


D1252 Holmesdale Road, Reigate
Temporary Prohibition of Waiting Order 2024

On 11 December 2024 Surrey County Council made the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from waiting, loading, and unloading at any time on both sides of the length of D1252 Holmesdale Road, Reigate that extends from its junction with A242 Croydon Road, to the north-eastern property boundary of “Sherwood House”. 

Note:- The parking bays in the length of D1252 Holmesdale Road, Reigate described above will be suspended. This Traffic Order is required by Surrey County Council to enable Neilcott Construction Limited to carry out civil engineering works, providing temporary access for construction vehicles in association with Reigate fire station redevelopment works and/or highway improvements and/or resurfacing and/or maintenance works. 

These works are anticipated to be carried out between the hours of 7am and 6pm within 3 weeks of the 12 month period of operation of this Temporary Order that commences on 02 January 2025.

Advanced warning signs will be displayed and the temporary waiting restrictions which are anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed.

B2209 Old London Road, Mickleham
Temporary Prohibition of Traffic Order 2024

On 11 December 2024 Surrey County Council made the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of B2209 Old London Road, Mickleham that extends from its junction with A24 Mickleham By-Pass and its northern junction with A24 London Road, to its junction with the eastern side of the circulatory carriageway comprised in the roundabout (known as the “Burford Bridge Roundabout”). 

This Traffic Order is required to enable Surrey County Council to carry out installation of speed limit signs and roundels and/or maintenance and/or highway works.

These works are anticipated to be carried out between the hours of 1am and 5am, within 1 week of the 18 month period of operation of this Temporary Order that commences on 16 December 2024.

Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. 

Access for pedestrians and, dismounted cyclists and equestrians will be maintained at all times. Access for emergency services, residents and businesses will be maintained at all times via the alternative route:- A24 Mickleham By-Pass and A24 London Road (the “Burford Bridge Roundabout”). 

Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner.


Dowlands Lane (D369) Smallfield
Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Dowlands Lane (D369) Smallfield which extends from points 75 metres northwest and 75 metres south of the centreline of the junction with Dowlands Farm. 

Alternative Route – Downlands Lane (D369), Effingham Road (B2037), Redehall Road (C67) and Cross Lane (D368) or the same route in reverse.

The Order is required to allow Sunbelt Rentals to conduct pole testing and all associated works which is anticipated to be completed within 1 day, between 9:30am and 3:30pm, during the 12-month period of operation of this Order which will commence on 13 January 2024.

Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times.


Whyteleafe Hill (C227) Whyteleafe
Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Whyteleafe Hill (C227) Whyteleafe which extends from points 20 metres southwest and 20 metres northeast of the centreline of the level crossing south of Whyteleafe railway station.

Alternative Route – Godstone Road (A22), Burntwood Road (D1402), Whyteleafe Road (C227) and Whyteleafe Hill (C227) or the same route in reverse.

The Order is required to allow Network Rail and Centurion Traffic Management in connection with level crossing maintenance and all associated works which is anticipated to be completed within 1 night, between 10:30pm and 6:00am, during the 12-month period of operation of this Order which will commence on 17 January 2024.

Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. 

Access for emergency vehicles, pedestrians and dismounted cyclists will be maintained at all times.


Salisbury Road (D1068) and Lambert Road (D1067) Banstead Temporary Prohibition of Traffic Order 2024 

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of (a) Salisbury Road (D1068) Banstead as extends from its junction with Lambert Road to outside number 26 Salisbury Road; and (b)Lambert Road (D1067) Banstead as extends from points 10 metres either side of its junction with Salisbury Road.

Alternative Route – Winkworth Road (A2022) and Wilmott Way (D1066) or High Street (B2217), Sutton Lane (B2217) and Winkworth Road (A2022), as required.

The Order is required to allow SGN to carry out gas main replacement and all associated works which is anticipated to be completed within 1 month, between 8:00am and 4:00pm, during the 12-month period of operation of this Order which will commence on 13 January 2025.

Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. 

Access for pedestrians and dismounted cyclists will be maintained at all times. Access for emergency vehicles and residents will be maintained either side of the closure.


Station Road (D349) Horley
Temporary Prohibition of Traffic Order 2024

On 11 December 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Station Road (D349) Horley as extends from its junction with (D349) St Georges Close and for a distance of 70 metres in a north easterly direction.

Alternative Route: (B2036) Balcombe Road, Victoria Road, and Station Approach, or this route in reverse. 

This Order is required to facilitate crane operation works for, or on behalf of Network Rail. These works are anticipated to be carried out over 4 nights, between the hours of 11pm and 6am during the 18-month period of operation of this Order which will commence on 23 December 2024.

Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. 

Access for emergency service vehicles will be maintained at all times, as will access for pedestrians and dismounted cyclists. 

Due to the nature of the works, it will not be possible to maintain vehicular access through the closure for residents and businesses, and they will be required to use the signed diversion route. 

No sole access will be affected by this closure.


T10079 Townpath – Shipfield Close, Tatsfield
Temporary Prohibition of Traffic Order 2024

On 11 December 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit pedestrians and/or other traffic proceeding on foot or by any means from entering or proceeding in that length of T10079 Townpath – Shipfield Close, Tatsfield which extends from the northern property boundary of No.5 and the southern property boundary line of No.5. 

This Order is required to enable Surrey County Council to facilitate patching works which is anticipated to be completed as soon as possible within the 6 month period of operation of this Order which will commence on 17 December 2024. 

Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. No sole means of access to any premises will be affected. 

There is no diversion available for this closure.


C54 Brockham Lane, Brockham
Temporary Prohibition of Traffic Order 2024

On 11 December 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of C54 Brockham Lane, Brockham which extends from its junction with A25 Reigate Road to its junction with X54 Access to 12 – 20 Brockham Lane. 

This Order is required to enable SES Water to facilitate water connection works, which is anticipated to be completed within 5 days, between 7.30am and 5pm, during the 12 month period of operation of this Order which will commence on 16 December 2024. 

Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. 

Access to premises within the affected length of road including access by emergency vehicles to these properties will be maintained and if necessary via the diversion route.

Alternative Route 1 – Middle Street, Brockhamhurst Road, Red Lane, Blackbrook Road, Chart Lane South A24 Deepdene Avenue and A25 Reigate Road. 

Alternative Route 2 – A25 Reigate Road, A24 Deepdene Avenue, Chart Lane South, Blackbrook Road, Red Lane and Brockhamhurst Road. 

Rectory Lane (B278) Woodmansterne
Temporary Prohibition of Traffic Order (No. 2) 2024

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Rectory Lane (B278) Woodmansterne which extends from its junction with Outwood Lane (B2032) to its junction with Pine Walk (D1076) and; (b) suspend “The Surrey County Council Rectory Lane (B278) Woodmansterne Temporary Prohibition of Traffic Order 2024” in its entirety. 

Alternative Route – Rectory Lane (B278), Manor Hill (B278), Woodmansterne Street (D1072), Chipstead Way (D1074) and Outwood Lane (B2032) or the same route in reverse.

This Order is required to allow BT Openreach to carry out cleaning underground structure, which is anticipated to be completed within 1 day, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 13 January 2025.

Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. 

Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion.


Picketts Lane (D355) Salfords

Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Picketts Lane (D355) Salfords which extends from its junction with Axes Lane (C65) for 450m in a southwards direction. 

Alternative Route – Picketts Lane (D355), Crossoak Lane (D356), New House Lane (D357) and Axes Lane (C65) or the same route in reverse.

This Order is required to allow BT Openreach to carry out telecom works, which is anticipated to be completed within 1 day, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 09 January 2025.

Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. 

Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. 

All other vehicular traffic will be required to use the signed diversion route.


Ebbisham Lane (D1134) Walton On The Hill
Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Ebbisham Lane (D1134) Walton On The Hill which extends from its junction with Hurst Road (C55) to its junction with Motts Hill Lane (X25173). Alternative Route – No diversion route available. 

This Order is required to allow BT Openreach to carry out telecom works, which is anticipated to be completed within 1 day, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 10 January 2025.

Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. 

Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times.


A217 Reigate Road (Southbound) and D336 Mill Lane, Hookwood Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified in the Schedule to this Notice. 

This Order is required to enable Surrey County Council to facilitate safety improvements works and/or resurfacing works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 6 January 2025. 

Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed.

Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner.

Access for pedestrians and cyclists will be maintained at all times. Whilst the works are taking place, access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained via the signed diversion route.

Alternative Route: D336 Horse Hill to D336 Lee Street, right turn to D334 Vicarage Lane, right turn to A23 Brighton Road, right at Longbridge Roundabout to A217 Reigate Road, right at Hookwood Roundabout to A217 Reigate Road; Mill Lane Anticlockwise 

Alternative Route: Left at Hookwood Rounabout to A217 Reigate Road, Left at Longbridge Roundabout to A217 A23 Brighton Road, Left turn to D334 Vicarage Lane, left turn to D336 Lee Street to D336 Mill Lane; Right turn into Mill Lane from A217: HGVs will be directed to Westvale Park Roundabout to perform a u-turn and follow southbound diversion route. 

Normal traffic to perform a u-turn using Horse Hill entrance/exit.

Schedule
1. that length of the southbound carriageway of A217 Reigate Road, Hookwood which extends from its junction with the access road leading to Hookwood House southwards to the southern edge of the central reservation adjacent to the Hookwood Culvert and where the dual carriageway road becomes single carriageway;

2. that length of D336 Mill Lane, Hookwood which extends from its junction with A217 Reigate Road eastwards for a distance of 45m.


B2430 Kingston Road, Leatherhead and C54 Brockham Lane, Brockham
Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified and described in the Schedule to this Notice.

This Order is required to enable Surrey County Council to facilitate footway slurry works, surface dressing and/or major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 1 January 2025. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed.

In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period.

Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. 

Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route.

A217 Dovers Green Road, Reigate and D1171 Albury Road, Merstham
Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified and described in the Schedule to this Notice. 

This Order is required to enable Surrey County Council to facilitate carriageway surfacing and/or major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 1 January 2025. 

Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. 

In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period.

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified and described in the Schedule to this Notice. 

This Order is required to enable Surrey County Council to facilitate major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 1 January 2025.

Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period.

Public Footpath 546 (Horley) Temporary Prohibition of Traffic Order 2024

On 05 December 2024 Surrey County Council made the above mentioned temporary order, the effect of which is to prohibit all traffic on foot or by any other means from entering or proceeding along that length of Public Footpath 546 (Horley) which extends for about 85 metres in an easterly and then a northerly direction from its junction with High Street (Grid ref: 528623 143124) to its junction with Station Approach (Grid ref: 528674 143165).

The Order is necessary to enable the replacement of the railway bridge deck above the subway.

The closure will be in operation for a period of 6 months from 09 December 2024, or until completion of the works, if earlier. That period can be extended by the Secretary of State for Transport if required.

The temporary closure will only be in operation when appropriate road traffic signs are displayed on site by the County Council or an authorised person acting on its behalf.

Access to properties will not be affected.

The alternative route for traffic from the High Street end of the closure is via pavements and Public Footpath 547 (Horley) (foot bridge).

The alternative route for traffic from Station Approach end of the closure will be the reverse of the above.

“The Surrey County Council Public Footpath 546 (Horley) Temporary Prohibition of Traffic Order 2024” was made by the County Council under Section 14(1) of the Road Traffic Regulation Act 1984.
