PROPOSED INTRODUCTION OF ELECTRIC VEHICLE CHARGING BAYS AND ELECTRIC VEHICLE CHARGING POINTS AT VARIOUS LOCATIONS WITHIN THE LONDON BOROUGH OF NEWHAM

  1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (“the Council”) proposes to make the Orders mentioned below under Sections 6, 45, 46, 49 and 124 of and Part IV (Schedule 9) to the Road Traffic Regulation Act 1984, as amended.

  2. The general effect of the Newham (Free Parking Places) (Electric Vehicles) (No. 1, 2020) (Amendment No. ) Order 202 would be to designate new parking places for the charging of battery electric and plug-in hybrid vehicles at the locations specified in the schedules to this Notice. Two spaces would be provided at each location in Schedule 1 to this Notice and four spaces provided at each location in Schedule 2 and all parking places would be operational between 8 am and 9 pm every day and restricted for use by electrically propelled vehicles, the batteries of which are being actively recharged, for a maximum stay of 4 hours with no return to the same location within 2 hours – NOTE: Although parking in the Electric Vehicle Charging Bays would be free of charge, there would be a charge levied for use of the electrical supply, by the provider.

  3. In relation to the proposed introduction of the new electric vehicle charging bays referred to in paragraph 2 above (the locations of which are specified in the Schedules to this Notice):

    (i) the effect of the Newham (Beckton) (Parking Places) (No. 1, 2017) (Amendment No. ) Order 202 would be to remove four bays having a total width of 9.2 metres of permit holder parking place (90° to the northern kerb-line) in Winsor Terrace, E6, on its north side, outside Nos. 125, 127 and 129 Winsor Terrace;

    (ii) the effect of the Newham (Boleyn) (Shared Use Parking Places) (No. 1, 2017) (Amendment No. ) Order 202 would be to remove 21.5 metres of shared use permit holder / 2 hour cashless payment parking place in Chelsey Gardens, E6, on its west side, lying adjacent to No. 50 Cotswold Gardens;

    (iii) the effect of the Newham (Canning Town) (Parking Places) (No.1, 2017) (Amendment No. ) Order 202 would be to remove 22 metres of permit holder parking place in Plymouth Road, E16, on its west side, opposite Nos. 1 to 31 Plymouth Road;

    (iv) the effect of the Newham (Canning Town North) (Parking Places) (No. 1, 2017) (Amendment No. ) Order 202 would be to remove 22 metres of permit holder parking place in Whitwell Road, E13, on its north-east side, opposite Nos. 37 to 43 Whitwell Road;

    (v) the effect of the Newham (Custom House) (Parking Places) (No. 1, 2017) (Amendment No. ) Order 202 would be to remove 22 metres of permit holder parking place in Mortlake Road, E16, on its south side, outside Nos. 16 to 16A Mortlake Road;

    (vi) the effect of the Newham (East Ham Central) (Shared Use Parking Places) (No. 1, 2017) (Amendment No. ) Order 202 would be to (a) remove 21.5 metres of shared use permit holder / 2 hour cashless payment parking place in Claremont Road, E6, on its south side, outside Nos. 46 Claremont Road and lying adjacent to No. 152 Keppel Road; (b) to remove 22 metres of shared use permit holder / 2 hour cashless payment parking place in Lincoln Road, E7, on its south-east side, lying adjacent to No. 315 Shrewsbury Road; (c) to remove 22 metres of shared use permit holder / 2 hour cashless payment parking place in Milton Avenue, E6, on its north-west side, opposite Nos. 17 to 23 Milton Avenue; and (d) to remove 22.8 metres of shared use permit holder / 2 hour cashless payment parking place in Shrewsbury Road, E7, on its south-west side, opposite Nos. 315 to 319 Shrewsbury Road;

    (vii) the effect of the Newham (East Ham South East) (Parking Places) (No. 1, 2017) (Amendment No. ) Order 202 would be to remove 22 metres of shared use permit holder / 2 hour cashless payment parking place in Gooseley Lane, E6, on its south side opposite Nos. 127 to 131 Gooseley Lane;

    (viii) the effect of the Newham (East Ham South West) (Parking Places) (No. 1, 2017) (Amendment No. ) Order 202 will be to remove 22 metres of shared use permit holder / 4 hour cashless payment parking place in Brampton Road, E6, on its east side, opposite Nos. 100 to 108 Brampton Road;

    (ix) the effect of the Newham (East Village) (Parking Places) (No. 108, 2015), (Amendment No. ) Order 202 would be to remove 24 metres of shared use permit holder / 2 hour cashless payment parking place in Honour Lea Avenue, E20, on its north-west side, outside Nos. 33 to 61 Nolan Mansions, Honour Lea Avenue;

    (x) the effect of the Newham (Forest Gate North) (Parking Places) (No. 1, 2016) (Amendment No. ) Order 202 the Newham (Parking Places) (Any Controlled Parking Zone Permit) (No. 1, 2016) (Amendment No. ) Order 202** and the Newham (Parking Places) (Car Clubs) (No. 1, 2007) (Amendment No. ) Order 202 would be in Avenue Road, E7, on its east side (a) to remove 11.9 metres of shared use permit holder / 2 hour cashless parking place opposite Nos. 5 to 9 Avenue Road; (b) to remove 9 metres of 20 minute only zone permit holder parking space, opposite No. 3 Avenue Road; and (c) increase the length of car club permit holder parking space by 0.7 metres, opposite No. 1 Avenue Road;

    (xi) the effect of the Newham (Green Street North) (Shared Use Parking Places) (No. 1, 2013) (Amendment No. ) Order 202 would be to remove 22 metres of permit holder / 2 hour limited free parking place in Studley Road, E7, on its north side, opposite Nos. 4 to 12 Studley Road;

    (xii) the effect of the Newham (Little Ilford) (Parking Places) (Special Parking Area) (No. 1, 2002) (Amendment No. ) Order 202 would be (a) to remove 21.2 metres of shared use permit holder / 2 hour cashless parking place in Michigan Avenue, E12, on its north-east side, lying adjacent to No. 849 to 853 Romford Road; (b) to remove 22 metres of permit holder parking place in Inglehurst Gardens, E12, on its west side, lying adjacent to No. 9 Barking Road; and (c) remove 21.5 metres of permit holder parking place in Wolverton Road, E12, on its south side, opposite Nos. 2 to 6 Wolverton Road.

    (xiv) the effect of the Newham (Manor Park) (Shared Use Parking Places) (No. 1, 2014) (Amendment No. ) Order 202 would be to remove 22 metres of shared use permit holder / 2 hour free parking place in Meanley Road, E12, on its south-west side, outside Avenue Primary School and opposite Nos. 37 to 43 Meanley Road;

    (xv) the effect of the Newham (Market Street) (Parking Places) (No. 1, 2012) (Amendment No. ) Order 202 would be to remove 21.5 metres of permit holder parking place in Henry Road, E6, on its south-east side, lying adjacent to No. 47 Barrie Avenue;

    (xvi) the effect of the Newham (Plaistow North) (Parking Places) (No. 2, 2017) (Amendment No. ) Order 202 would be to remove four echelon parking bays, 9.6 metres in width of permit holder parking place in Wattstown Close, E13, on its east side, opposite Nos. 13 to 15 Wattstown Close and lying adjacent to No. 32 Chaucer Green;

    (xvii) the effect of the Newham (Plaistow South) (Parking Places) (No. 1, 2017) (Amendment No. ) Order 202 would be to remove 22 metres of permit holders parking in Tunmarsh Lane, E13, on the south side adjacent to Nos. 1 to 4 Nicholas Court;

    (xviii) the effect of the Newham (Prince Regent) (Parking Places) (No. 1, 2014) (Amendment No. ) Order 202 would be (a) to remove 20 metres of shared use permit holder / 2 hour cashless parking place in Alexandra Street, E16, on its north-east side, outside Nos. 1 to 24 Odeon Court, Alexandra Street; (b) to remove 21.5 metres of permit holder parking place in Barclay Road, E13, on its west side, outside Nos. 4 to 8 Barclay Road; and (c) to remove 21.2 metres of permit holder parking place in Newhaven Lane, E16, on its south-west side, opposite No. 65 Anemones Road;

    (xix) the effect of the Newham (Royal Docks West) (Parking Places) (No. 1, 2017) (Amendment No. ) Order 202 would be (a) to remove 22 metres of permit holder parking place in Fort Street, E16, on its east side, adjacent to No. 18 Pirie Street; and (b) to remove 23.2 metres of permit holder parking place in Mill Road, E16, on its west side, adjacent to No. 1 Pirie Street;

    (xx) the effect of the Newham (Stratford) (Parking Places) (No. 1, 2014) (Amendment No. ) Order 202 would be to remove four echelon parking bays, 12 metres in width of permit holder / 2 hour cashless parking place in Carpenters Road, E15, on its south-west side, outside Nos. 1 to 168 Lund Point, Carpenters Road;

    (xxi) the effect of the Newham (Stratford North West) (Parking Places) (No. 1, 2010) (Amendment No. ) Order 202 would be to remove 21 metres of permit holder parking place in Brydges Road, E15, on its west side, lying adjacent to No. 65 Chandos Road;

    (xxii) the effect of the Newham (Stratford South East) (Free Parking Places) (No. 1, 2010) (Amendment No. ) Order 202 would be to remove 22 metres of four free parking place in Abbey Road, E15, on its north-west side, outside Nos. 2 to 28 Abbey Road;

    (xxiii) the effect of the Newham (Stratford South West) (Parking Places) (No. 1, 2010) (Amendment No. ) Order 202 would be to remove 22 metres of permit holder parking place in Bisson Road, E15, on its north-east side, opposite Nos. 70 to 84 Bisson Road;

    (xxiv) the effect of the Newham (Upton Park) (Parking Places) (Special Parking Area) (No. 1, 2002) (Amendment No. ) Order 202 would be to remove 11 metres of permit holder parking place in Lawrence Road, E13, on its north-west side, lying adjacent to No. 44 Gwendoline Avenue;

    (xxv) the effect of the Newham (Upton Park) (Shared Use Parking Places) (No. 1, 2015) (Amendment No. ) Order 202 would be to remove 22 metres of shared use permit holder / 30 minute free parking place in Boleyn Road, E7, on its north side, opposite Nos. 40 to 50 Boleyn Road;

    (xxvi) the effect of the Newham (Wakefield) (Parking Places) (No. 1, 2014) (Amendment No. ) Order 202 would be (a) to remove 11 metres of permit holder parking place in Oakfield Road, E6, on its south-east side, opposite Nos. 54 to 58 Oakfield Road; and (b) remove 22 metres of permit holder parking place in Parr Road, E6, on its north-east side, opposite Nos. 34 to 48 Parr Road.

  4. NOTICE IS FURTHER GIVEN that the Council of the London Borough of Newham proposes to provide and operate charging apparatus for electrically powered motor vehicles under Sections 16 and 17 of the London Local Authorities and Transport for London Act 2013, as amended. In accordance with these powers it is intended to install one ‘double-headed’ electric vehicle charging point at each of the parking place locations described in Schedule 1 to this Notice, or as near as possible to the middle of each of the twin bays. It is also intended to install two ‘double-headed’ electric vehicle charging points at each of the parking place locations described in Schedule 2 to this Notice.

For the Electric Vehicle Charging Bays specified in the Schedules to this Notice, the proposed electric vehicle charging points would replace and convert existing bays for permit holders / 2 hour pay and display, or free parking bays.

  • Documents and plans giving more detailed particulars of the proposed Orders and the locations of the charging point apparatus can be made available during normal office hours on Monday to Friday by telephoning 020 3373 6415, by emailing traffic.orders@newham.gov.uk, or inspected (by prior appointment – please telephone the above number) at Newham Dockside, 1000 Dockside Road E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate. The office will be closed from 24 December 2024 to 2 January 2025.

  • All objections and other representations relating to the proposed Orders and/or to the introduction of the electric vehicle charging points must be made in writing and received by 15 January 2025. All objections must specify the grounds on which they are made.
