What is happening?
PUBLIC NOTICE FOR PROPOSED PARKING CHANGES
The Council proposes to make changes to the following Orders under the Road Traffic Regulation Act 1984 (as amended):
THE TOWER HAMLETS (WAITING, LOADING AND STOPPING RESTRICTIONS) (MAP BASED) ORDER 2019, THE TOWER HAMLETS (PARKING PLACES) (MAP BASED) ORDER 2019, AND THE TOWER HAMLETS (TRAFFIC MOVEMENT AND SPEED LIMIT REGULATIONS) (MAP BASED) ORDER 2021.
1. The general effect of these proposals are as follows:
PTO 2221 – Cavell Street/Maples Place:
(a) Introduce a one-way working on Cavell Street in a northerly direction between:
- (i) the north kerb of Stepney Way & south kerb of Raven Row, and
- (ii) north kerb of Raven Row & south kerb of Whitechapel Road.
(b) Introduce a banned right turn on Cavell Street into Whitechapel Road.
(c) Introduce a one-way working on Maples Place in a southerly direction from Whitechapel Road to Raven Row.
(d) To convert all existing single yellow lines into double yellow lines on:
- (i) Cavell Street between Stepney Way and Whitechapel Road, and
- (ii) Maples Place.
(e) Cavell Street – east kerb side outside no.114 to 112, by removing the single yellow line extended southwards, and replacing with the existing Business & Pay by Phone parking bay.
(f) Cavell Street – west kerb (between Raven Row and Whitechapel Road):
- (i) Extend northwards the existing Pay by Phone Bay by 8m, by replacing the single yellow line, and
- (ii) The same parking bay in (f)(i), split this bay into two separate parking bays of 20m and 30m respectively by inserting a 5m buildout with double yellow lines.
(g) Maples Place –
- (i) By inserting a 3m buildout with double yellow lines, to split the existing Pay by Phone parking bay into two separate parking bays of 5m and 23m respectively, the latter also being extended southwards by 3m, and
- (ii) To introduce no loading at any time to accompany the double yellow lines on both sides of the road at the junction of Raven Row for approx. 19m.
PTO 2222 – Minor amendments:
(a) Globe Road (west kerb, between Roman Road and Digby Street):
- To convert the existing single yellow lines into double yellow lines.
(b) Alpha Grove (west kerb, outside the flank wall of no.62 Mellish Street):
- (i) To convert the existing single yellow lines into double yellow lines, and
- (ii) Introduce a 11m Permit holder parking bay.
(c) To convert the single yellow lines into double yellow lines on:
- (i) Wallwood Street on both sides between Lovat Close and Thomas Road, and
- (ii) Thomas Road, at both corner junctions with Wallwood Street and Burdett Road.
(d) Locksley Street:
- (i) To convert all the existing single yellow lines into double yellow lines, and
- (ii) On the east side near the junction of St. Pauls Way, to introduce no loading “at any time” restrictions for approx. 21m.
(e) Clemence Street –
- (i) To convert all the existing single yellow lines into double yellow lines to protect off-street access areas.
- (ii) At the junction of Rhodeswell Road (with changes to the yellow lines), extend both Resident parking bays westwards by 5m on the north kerb and 10m on the south kerb respectively.
(f) Walter Terrace opposite no.44 – To replace 10m of double yellow line by extending the existing Permit holder parking bay westwards.
(g) Fairfoot Road (only between no. 98 to 110) –
- (i) Outside no’s 100 & 102 to remove 11.5m of Resident parking bay and replace with double yellow lines to minimize obstructions for waste collection vehicles, and
- (ii) Convert the existing single yellow lines into double yellow lines.
(h) Whitethorn Street – By removing double yellow lines, introduce/extend the following Resident parking spaces/bays:
- (i) Opposite no.68b – Extend the bay 5m westwards.
- (ii) East of Lime Tree Court entrance – In an easterly direction, reposition the existing bay by 1.5m and extend by 4.5m.
- (iii) Outside and opposite no.114–132 – Introduce two bays of 5m each.
- (iv) Outside no.134 to 146 – Extend northwards the existing bay by 10m.
(i) Fern Street (south kerb outside no.73) – By replacing 5m of double yellow line introduce a Resident parking bay.
(j) Spanby Road (west kerb) – Opposite no.17:
- Replace 5m of single yellow line (outside the redundant crossover) by extending the adjacent Resident Bay southwards, and
- Convert the single yellow lines into double yellow lines on the corner junction of Knapp Road.
(k) Knapp Road – South kerb side (east of no.88), by replacing 10m of the single yellow line, introduce a Resident parking bay.
(l) Swaton Road –
- (i) To convert the existing single yellow lines into double yellow lines between no’s 38–80 and northeast of no.167.
- (ii) Outside no.80 by replacing 4m of single yellow line, extend north eastwards the existing Resident parking bay, and
- (iii) Outside no.81–91 (redundant crossover) to replace 6.6m of single yellow line into a Resident parking space.
(m) Bewley Street at its junction with Loowood Street – To convert both sides of single yellow lines into double yellow lines.
(n) Loowood Street – To convert the single yellow lines into double yellow lines on the:
- (i) North side, west of Bewley Street for 3.5m.
- (ii) East of Bewley Street for 4m, and
- (iii) South side, opposite Bewley Street for 11m.
(o) Extend both Resident bays immediate east of Bewley Street in a westerly direction, by 3m on the north side and 4m on the south side by replacing the single yellow line.
(p) St. Peter’s Close (outside George Vale House) –
- (i) North side, to convert the existing single yellow line into double yellow line, and
- (ii) South side, with changes to the yellow lines on both sides, reposition the existing Permit holder parking bay in a westerly direction by 2.5m.
The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 1 above.
A copy of each of the proposed Orders and all relevant documents can be obtained by emailing Parking.TMO@towerhamlets.gov.uk until the expiration of a period of 21 days from the date on which this notice is published.
Any objections or other representations about the proposed Orders should be sent by email to the above email address in paragraph 3 or in writing to Parking & Mobility Services, 585–593 Commercial Road, London E1 0HJ within 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
