Amendments to Waiting and Loading Restrictions And On-Street Parking Places in the Borough of Woking

Surrey County Council propose to make “The Surrey County Council (Various Roads in Woking) (Amendment of Waiting, Loading and Unloading Prohibition and On-Street Parking Places Orders) (Amendment No.8) Order 202-“, pursuant to Sections 1, 2, 4, 32, 35, 36 and 45 to 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984: The purpose and effect of which is to amend the following Orders:-

(1) The Surrey County Council (Various Roads in Woking) (Revocation and Consolidation of Waiting Loading and Unloading Prohibition and Restriction) Order 2019;

(2) The Surrey County Council Woking Controlled Parking Zone (Revocation and Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2019;

(3) The Surrey County Council West Byfleet Controlled Parking Zone in the Borough of Woking (Revocation and Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2019;

(4) The Surrey County Council Brookwood Controlled Parking Zone in the Borough of Woking (Revocation and Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2019;

(5) The Surrey County Council (Various Roads in Woking) (Consolidation of Free Street Parking Places and Revocation) Order 2019;

(6) The Surrey County Council (Various Roads in Woking) (Consolidation of Loading bays and Revocation) Order 2019;

(7) The Surrey County Council Various Roads in the Borough of Woking (Residents’ On-Street Parking Places) Order 2019;

(8) The Surrey County Council (Various Roads in Woking) (Consolidation and Revocation of Free Street Parking Places) (Disabled Persons) Order 2019;

(9) The Surrey County Council Various Roads in the Borough of Woking (On-Street Car Club Parking Places) Order 2019; so as to:-

  1. Prohibit waiting by vehicles in certain lengths of the roads specified in the First Schedule to this Notice, on the days and at the times indicated in the said Schedule;
  2. Exemptions for loading on and unloading from vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining the lengths of roads referred to in the First Schedule, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the Blue Badge Scheme, will apply to the afore-mentioned restrictions;
  3. Provide such residents’ parking places in certain lengths of roads specified in the Second Schedule to this Notice, for use by valid permit holders within the appropriate zone, operational on the days and at the times specified therein;
  4. Provide such dual use voucher/permit/pay & display on-street parking places in certain lengths of the roads as are specified in the Third Schedule to this Notice; for use at the times and on the days specified in the said Schedule, for use by such vehicles as specified in sub-paragraph (e) below, for which the appropriate charge is paid or valid permit holders for appropriate area within the Woking Controlled Parking Zone (CPZ);
  5. Specify that the vehicles which may be left in such on-street parking places shall be passenger vehicles (8 seats or less), motor cycles, invalid carriages and goods vehicles;
  6. Provide that vehicles left by specified disabled persons may wait in the on-street parking places referred to above, at all times without time limit;
  7. Provide loading only bays in certain lengths of roads specified in the Fourth Schedule to this Notice;
  8. Provide disabled persons’ parking places in certain lengths of the roads specified in the Fifth Schedule to this Notice to operate at the times and with such limitations as specified therein; ;
  9. Provide that certain other vehicles may wait in the on-street parking places described above in certain circumstances e.g., to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.;
  10. Provide that in the case of any of the on-street parking places specified above, outside the hours of operation indicated in the said Schedules, any vehicle may be left in any of those on-street parking places for any period without time limit;
  11. Extend Area 5 of the Woking Controlled Parking Zone to include D3618 The Triangle and D3618 Birch Close. The following addresses will become eligible to buy resident and visitor permits under the Terms and Conditions of Area 5 of the Woking Controlled Parking Zone:- (i) 1, 2, 3, 4, 5, 6, Tilehurst Cottages, Triggs Lane GU21 7PL (ii) 3, 4, 5, 6, 7, 8, 9, 10, Birch Close GU21 7PR

(iii) 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, The Triangle GU21 7PP (iv) Penryhn, Holly View, The Triangle GU21 7PP (v) 188, 190 St Johns Road, GU21 7PE;

(l) Residents of “Flat Nos. 1 - 32 Phoenix House – D3744 Pyrford Road, West Byfleet” to be eligible to buy permits for the Outer Zone (Area WB/LP) of the West Byfleet Controlled Parking Zone in quantities determined by the terms and conditions of this zone.

  1. Residents of “Flat Nos. 1 - 12 Parkside House, C130 Camphill Road, West Byfleet” to be eligible to buy visitor permits only for the Outer Zone (Area WB/LP) of the West Byfleet Controlled Parking Zone in quantities determined by the terms and conditions of this zone.
  2. Residents of “Property Nos. 1 to 16 D3690 Langley Walk, Woking to be eligible to buy resident and visitor permits as per the terms and conditions of Area 5 of the Controlled Parking Zone (this does not include Wootton Grange).
  3. The terms and conditions for the allocation and use of such permits referred to in sub-paragraph (k), (l) and (n) shall be:- (i) the vehicles which may be left in the parking place during the hours of operation shall be vehicles either displaying a valid residents parking or having a valid virtual residents parking permit bearing the appropriate identifying letter issued by the Council or its agents, or a vehicle either displaying a valid residents’ visitor’s parking permit, a valid carer’s parking permit or a valid operational parking permit or having a valid virtual version thereof; (ii) provide residents’ parking permits for residents of the said properties, which will allow them to park in the said on-street permit holders’ only parking place during the hours of operation. Such permits will cost £84 for the first permit, £104 for a second permit and £134 for any subsequent permit (as applicable) and will be valid for a period of twelve months. These charges will increase by £4 on the 1st of January on each of 2026, and 2028. The charge for a duplicate permit or a change of permit due to the change of vehicle will be £15; (iii) provide that such residents shall be allocated using the following calculation: the sum of the number of vehicles registered to the place of abode minus the number of off-street parking places for such place of abode; (iv) provide for: residents to purchase permits for use by their visitors at a cost of £2 each, which will be valid for one day, subject to a limit of 150 pa, or £1 which will be valid for 2 hours limited to 250 pa; operational permits or use by doctors and nurses, community care personnel and Carers Permits, for carers and who are required to make visits to housebound residents, which will be free of charge; and child care permits for persons employed to visit a resident for the purpose of childcare, pursuant to a contract of employment, will incur the same cost as a resident’s permit, dependant on how many permits the resident has already been issued; Business permits issued on the same criteria as residents’ permits will be available for the scheme referred to in paragraph (k) and (n) herein, at a cost of £150; 
    1. The terms and conditions for the allocation and use of such visitor permits referred to in sub-paragraph (m) shall be: any resident may purchase permits for use by their visitors at a cost of £2 each, which will be valid for one day, subject to a limit of 150 pa, or £1 which will be valid for 2 hours limited to 250 pa;
    2. Revoke without replacement disabled persons’ parking place and restrictions on waiting in certain lengths of the roads specified in the Sixth Schedule to this Notice;
    3. Make certain drafting amendments to the following existing Orders which impose waiting, loading and unloading and parking prohibitions and restrictions in the Borough of Woking, which will not affect the operation of those prohibitions and restrictions:- (1) The Surrey County Council (Borough of Woking) Free On-Street Parking Places (Police Vehicles) Order 2019; (2) The Surrey County Council (Borough of Woking) (Bus Parking Places and Revocation) Order 2019;

    (3) The Surrey County Council (Various Roads in the Borough of Woking) (Prohibition of Stopping Outside Schools) Order 2019; (4) The Surrey County Council (Various Roads in Woking) Electric Vehicle Parking Places Order 2021. A copy of the plans detailing these proposals may be viewed on-line on our website at:- www.surreycc.gov.uk/wokingparking (look for Woking 2024 parking review), these plans showing the lengths of roads to which the Orders relate and a Statement of the Council’s reasons for proposing the Orders may be inspected, free of charge during normal opening hours, at:- (a) Surrey County Council, Merrow Complex, Merrow Lane, Merrow, Guildford, GU4 7BQ; (b) Woking Library, Gloucester Walk, Woking, GU21 6EP; (c) West Byfleet Library, The Old Sorting Office, Rosemount Avenue, Surrey, KT14 6LB; and (d) Knaphill Library, 4 Anchor Crescent, Knaphill, GU21 2PD. Copies of the previous Orders may be viewed at the Surrey County Council office specified above by appointment. If you wish to object to, or make representations relating to the proposed Order, you must send the grounds for your objection or representation (including any in support), by (1) using the online form via the webpage quoted above; or (2) in writing to Mr D Curl at Hazel House, Merrow Lane, Guildford, Surrey GU4 7BQ; by 16 January 2025.

    Where a restriction is proposed herein any existing restriction on the same length of road will be revoked, unless otherwise indicated. Any reference to a road in the Schedules is a reference to part of the road only.
