Essex County Council

(Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.66) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53, Part III and Part IV to Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).

Effect of the Order:

To Revoke: ‘Resident Permit Parking Area L Mon-Sat 8am-6pm’ and to Implement: ‘No Waiting at Any Time’ Restriction as below:

Road: Hare Street Springs, Harlow

Description:

  • Both Sides – From its junction with Hare Street Springs in a westerly direction for approximately 10 metres.

  • Hare Street Springs, (North/South Length), Harlow

    1. From its junction with Hare Street Springs in a north-easterly direction for approximately 15 metres.

    2. From its junction with Hare Street Springs in a south-easterly direction for approximately 15 metres.

    3. Approximately 15 metres north east from its junction with Hare Street Springs south-west for approximately 35 metres.

This Order will be incorporated into The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting map tiles: TL435 097 Revision 1 – Revision 2.

Date of operation: The Order will come into operation on 12 December 2024.

Application to the high court: Anyone who wishes to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 (as amended) or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.45) Order 202*

Notice is hereby given that the Essex County Council proposes to make the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).

Effect of the Order:

  1. To REVOKE: Two ‘Payment Parking Mon-Sat 10am-5:30pm Max Stay 2hrs No Return Within 2hrs/Resident Permit Holders Only Mon-Sat 10am-5:30pm’ restrictions on Queen’s Road in the parish of Buckhurst Hill.

Road Description:

  • Queens Road, Buckhurst Hill: Approximately 51 metres east from the eastern kerbline of Andrews Close, east for approximately 10 metres.

This Order will be incorporated into ‘The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019’ by substituting map tiles: TQ410 937 Revision 2 to Revision 3.

(Birds Green, Ongar) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

To temporarily close that length of Birds Green, Ongar in the District of Epping, from a point approximately 400m north east then south east then north east of its junction with Dunmow Road for a distance of approximately 160m in north easterly direction.

The closure is scheduled to commence on 27th January 2025 for 12 days, or where stated on a valid permit (EC30049821778 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while overhead line works are undertaken by UK Power Networks.

Alternative route: Available via Dunmow Road, Stortford Road, Chelmsford Road, Ongar Road, Waples Mill Farm Road, Waples Mill Road, Birds Green and vice versa (with access only into Birds Green).

The Order will come into effect on 12th December 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Chalk Lane, Harlow) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

To temporarily close that length of Chalk Lane, Harlow in the District of Harlow, from its junction with Matching Road for a distance of approximately 140m in a south easterly direction.

The closure is scheduled to commence on 6th January 2025 for 1 day, or where stated on a valid permit (BC0080GEA14447069SB – Openreach).

(Church Lane, Harlow) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

To temporarily close that length of Church Lane, Harlow in the District of Epping Forest, from its southerly junction of Collins Cross Road for a distance of approximately 140m in a north easterly direction.

The closure is scheduled to commence on 14th January 2025 for 3 days, or where stated on a valid permit (MX04410251088 – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while hydrant repair/replacement works are undertaken by Affinity Water.

Alternative route: Available via Matching Tye Road, Downhall Road, Matching Road, Sheering Road, Hatfield Heath Road, The Street, Church Lane and vice versa (with access only into Church Lane).

The Order will come into effect on 12th December 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Epping Road, Harlow) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

  1. To temporarily close that length of Epping Road, Harlow in the District of Epping Forest, from its junction with Hansells Mead to its junction with High Street, a distance of approximately 380m.

  2. To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ in the above length of road for the duration of the closure only.

The Essex County Council (Epping Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The closure/restriction is scheduled to commence on 13th January 2025 for 2 nights (19:00–05:00), or where stated on a valid permit (EP201EH2376533 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure/restriction is required for the safety of the public and workforce while CCTV and jetting works are undertaken by Essex County Council.

Alternative route: Available via Harlow Road, Roydon Road, Elizabeth Way, Third Avenue, Katherine’s Way, Southern Way, Water Lane, Epping Road Roundabout, Epping Road and vice versa.

The Order will come into effect on 12th December 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Gravel Lane, Chigwell) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

To temporarily close that length of Gravel Lane, Chigwell in the District of Epping Forest, from its junction with Abridge Road for a distance of approximately 580m in a south westerly direction.

The closure is scheduled to commence on 20th January 2025 for 4 days, or where stated on a valid permit (EP201EH2373749 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.

Alternative route: Available via Gravel Lane, Millers Lane, Lambourne Road, Manor Road, Bournebridge Lane, Stapleford Road, Passingford Bridge Roundabout, Ongar Road, Market Place, London Road, Abridge Road, Abridge Road and vice versa.

The Order will come into effect on 12th December 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Lindsey Street, Epping) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

To temporarily close that length of Lindsey Street, Epping in the District of Epping Forest, from its junction with Shaftesbury Road for a distance of approximately 60m in a south easterly direction.

The closure is scheduled to commence on 13th January 2025 for 5 days, or where stated on a valid permit (VQ012P2324157-LS – Esp Electricity Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new utility installation works are undertaken by Esp Electricity Limited.

Alternative route: Available via Lindsey Street, Bury Lane, High Road, High Street, Palmers Hill and vice versa.

The Order will come into effect on 12th December 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Long Street, Waltham Abbey) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

To temporarily close that length of Long Street, Waltham Abbey in the District of Epping Forest, from its junction with Copped Hall to its junction with Fernhall Lane, a distance of approximately 1000m.

The closure is scheduled to commence on 23rd January 2025 for 1 day, or where stated on a valid permit (BC008WFQWV18LSB – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.

Alternative route: Available via Long Street, Fernhall Lane and vice versa.

The Order will come into effect on 12th December 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Matching Green, Harlow) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

To temporarily close that length of Matching Green, Harlow in the District of Epping Forest, from its junction with Watery Lane for a distance of approximately 35m in a north westerly direction.

The closure is scheduled to commence on 9th January 2025 for 5 days, or where stated on a valid permit (MX04410250668 – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while Fit Stop Tap/Boundary Box works are undertaken by Affinity Water.

Alternative route: Available via Watery Lane, Matching Green and vice versa.

The Order will come into effect on 12th December 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Roding Lane, Chigwell) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

To temporarily close that length of Roding Lane, Chigwell in the District of Epping Forest, from a point approximately 510m north west of its junction with High Road for a distance of approximately 270m in a north westerly direction.

The closure is scheduled to commence on 24th January 2025 for 1 day, or where stated on a valid permit (BC008WFQT293SSB – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.

Alternative route: Available via Roding Lane, High Road, Chigwell Rise and vice versa.

The Order will come into effect on 12th December 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Sunnyside Road, Epping) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

To temporarily close that length of Sunnyside Road, Epping in the District of Epping Forest, from its junction with Centre Drive for a distance of approximately 45m in a south easterly direction.

The closure is scheduled to commence on 13th January 2025 for 1 day, or where stated on a valid permit (BC008WFGW2T9MSB – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while tree cutting works are undertaken by Openreach.

Alternative route: Available via Sunnyside Road, Bridge Hill, Centre Drive and vice versa.

The Order will come into effect on 12th December 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(The Chase, Chigwell) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

To temporarily close that length of The Chase, Chigwell in the District of Epping Forest, from its junction with Hainault Road for a distance of approximately 20m in a north easterly direction.

The closure is scheduled to commence on 17th January 2025 for 1 day, or where stated on a valid permit (AZ115EPS8163860187 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while gas cap replacement works are undertaken by Cadent.

Alternative route: Available via Hainault Road, Manor Road, Stanwyck Drive, Lechmere Avenue, The Chase and vice versa.

The Order will come into effect on 12th December 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, District of Harlow) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.19) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

  1. To temporarily close those various lengths of roads in the District of Harlow as specified in the schedule to this Order.

  2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on the above lengths of roads for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

“The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 12th December 2024, exact dates will be specified on one.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.
