MAE GWEINIDOGION CYMRU yn bwriadu gwneud Gorchymyn o dan adran 14 o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 ymhen dim llai na 7 niwrnod i ddyddiad yr Hysbysiad hwn. Mae angen y Gorchymyn arfaethedig er mwyn gwneud gwaith ar gefnffordd yr A55, neu gerllaw iddi, rhwng Cyffordd 1 (Cylchfan Kingsland), Caergybi, Ynys Môn a Chyffordd 11 (Cyfnewidfa Llys y Gwynt), Bangor, Gwynedd. Mae’r Gorchymyn hefyd yn ofynnol, fel mesur wrth gefn, i ddiogelu defnyddwyr yn ystod cyfnodau o wyntoedd cryfion ar Bont Britannia.

Effaith y Gorchymyn arfaethedig fydd gwneud y canlynol dros dro:

i. gosod terfynau cyflymder o 30 mya, 40 mya a/neu 50 mya ar y darnau o brif gerbytffyrdd tua’r dwyrain a thua’r gorllewin a ffyrdd ymuno ac ymadael yr A55 sy’n ymestyn o’i chyffordd â Chylchfan Kingsland, Caergybi, Ynys Môn hyd at bwynt 800 metr i’r dwyrain o ganolbwynt Cyffordd 11 (Cyfnewidfa Llys y Gwynt), Bangor, Gwynedd;

ii. gwahardd pob cerbyd, ac eithrio’r rhai a ddefnyddir gan y gwasanaethau brys ac ar gyfer y gwaith, rhag mynd ar y darnau o’r A55 a ddisgrifir uchod. Mae’r ddarpariaeth hon wedi ei chynnwys rhag ofn y bydd digwyddiadau nad oedd modd eu rhag-weld. Disgwylir y bydd y cyfnodau hynny pan fydd y ffordd ar gau ond yn para am gyfnodau byr a gosodir arwyddion traffig ymlaen llaw, pan fo’n bosibl. Ni fydd angen unrhyw lwybrau dargyfeiriol.

Fodd bynnag, os bydd angen cau Pont Britannia am resymau diogelwch oherwydd gwyntoedd cryfion, y llwybr arall ar gyfer traffig sy’n teithio tua’r dwyrain fydd ymadael â’r A55 wrth Gyffordd 8 (Cyfnewidfa Pant Lodge) a dilyn yr A5025 tua’r gogledd-ddwyrain, y B5420 tua’r de-ddwyrain, yr A5 tua’r de-ddwyrain a’r A487 tua’r de-orllewin i ailymuno â’r A55 wrth Gyffordd 9 (Cyfnewidfa Treborth): i’r gwrthwyneb ar gyfer cerbydau sy’n teithio tua’r gorllewin.

Daw’r Gorchymyn i rym ar 26 Rhagfyr 2024. Disgwylir y bydd y cyfyngiadau a’r gwaharddiad dros dro yn weithredol, fel sy’n ofynnol a phan godir arwyddion yn eu cylch, o 00:01 o’r gloch ar 26 Rhagfyr 2024 am gyfnod o 18 mis ar y mwyaf.

THE A55 TRUNK ROAD (JUNCTION 1 (KINGSLAND ROUNDABOUT), HOLYHEAD, ANGLESEY TO EAST OF JUNCTION 11 (LLYS Y GWYNT INTERCHANGE), BANGOR, GWYNEDD) (TEMPORARY TRAFFIC RESTRICTIONS & PROHIBITION) ORDER 202-

THE WELSH MINISTERS propose, in not less than 7 days from the date of this Notice, to make an Order under section 14 of the Road Traffic Regulation Act 1984, which is required to undertake works on or near the A55 trunk road between Junction 1 (Kingsland Roundabout), Holyhead, Anglesey and Junction 11 (Llys y Gwynt Interchange), Bangor, Gwynedd. The Order is also required, as a contingency, to safeguard road users during periods of high winds on the Britannia Bridge.

The effect of the proposed Order will be to temporarily:

i. impose 30 mph, 40 mph and/or 50 mph speed limits on the lengths of the main eastbound and westbound carriageways and slip roads of the A55 that extend from its junction with Kingsland Roundabout, Holyhead, Anglesey to a point 800 metres east of the centre-point of Junction 11 (Llys y Gwynt Interchange), Bangor, Gwynedd;

ii. prohibit all vehicles, other than those being used by the emergency services and for the works, from proceeding on the lengths of the A55 described above. This provision is included as a contingency against unforeseen events. Any such closures are only expected to be for short periods of time and, whenever possible, will be indicated by advance traffic signs. No diversionary routes will be necessary.

However, if the Britannia Bridge needs to be closed for safety reasons due to high winds the alternative route for eastbound traffic will be to leave the A55 at Junction 8 (Pant Lodge Interchange) and follow the north-eastbound A5025, south-eastbound B5420, south-eastbound A5 and the south-westbound A487 to rejoin the A55 at Junction 9 (Treborth Interchange): vice versa for westbound vehicles.

The Order will come into force on 26 December 2024. The temporary restrictions and prohibition are expected to operate as required and when indicated by traffic signs from 00:01 hours from 26 December 2024 for a maximum period of 18 months.
