Babergh - Changes to Parking Regulations and Charges
What is happening?
BABERGH DISTRICT COUNCIL
(OFF-STREET PARKING PLACES) ORDER 2024
Notice is hereby given that Babergh District Council has made the above Order under sections 32, 35 and 35A and Schedule 9 (Part IV) of the Road Traffic Regulation Act 1984, the Local Authority Traffic Orders (Procedure) (England and Wales) Regulations 1996 and all other enabling powers. The general nature and effect of this Order will be to:
- Revoke the Babergh District Council (Off-Street Parking Places) Consolidation Order 2020 and the Babergh District Council (Off-Street Parking Places Order) 2022.
- Amend the charging hours and parking charges in the Council’s short and long stay parking places as shown below.
- Introduce new charges and charging hours in the parking places shown in the table below.
- Introduce a coach tariff in The Cock Inn Car Park, Lavenham.
- Introduce a Season Ticket for the car parks in Lavenham.
- Introduce an Overnight Season Ticket for the car parks in Hadleigh and Sudbury.
- Expand the number of parking places at which the ‘electric vehicle’ class of vehicle applies.
- To add Toppesfield Gardens, Duke Street Garages, Tenter Piece, Cavendish Way, Elizabeth Court, Belle Vue Park and Hadleigh Pool & Leisure Car Park to the order.
- Introduce a maximum permitted stay of 3 hours at Railway Walk North Car Park.
- To publish the charges for parking waivers and parking suspensions in the Order.
- To introduce a convenience fee where payment of the parking charge is made electronically utilising any electronic programme as the Council make available for the purpose.
The parking places within the Order, together with the class of vehicle permitted, the maximum stay, the charging hours and the scale of charges are as follows:

If any person wishes to question the validity of the Order or any of its provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the Order was made apply for the purpose to the High Court.
