What is happening?

D3292 Commercial Road, Staines upon Thames (Prohibition of Entry) Experimental Traffic Order 2024

On 28 November 2024 Surrey County Council made the above named Experimental Traffic Order under Sections 9 and 10 of the Road Traffic Regulation Act 1984 (“the Act”). The effect of the Order, whilst it remains in force, will be to prohibit all vehicles, except pedal cycles, proceeding in B376 Laleham Road, Staines upon Thames from entering D3292 Commercial Road, Staines upon Thames, at the junction of the said roads. The prohibition will not apply in relation to:- (a) Any vehicle being used for ambulance fire brigade or police purposes in an emergency; (b) Anything done upon the direction or with the permission of a police constable in uniform; (c) Any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or 67 of the Act.

A copy of a plan showing the length of road to which the Order relates, a Statement of the Council’s reasons for making the Experimental Traffic Order and a Statement of the Council’s guidelines on the acceptance of objections to Traffic Regulation Orders may be viewed on-line at:- www.surreycc.gov.uk/roads-and-transport/policies-plans-consultations/roads-and-transport-consultations. These documents may also be viewed free of charge, together with a copy of the Experimental Traffic Order which will come into operation on 16 December 2024, for a maximum period of eighteen months, at:- (i) Reception, Surrey County Council, Hazel House, Merrow Lane, Guildford, Surrey, GU4 7BQ, from 10am to 4pm Monday to Friday; (ii) Staines Library, Friends Walk, Staines upon Thames, Middlesex, TW18 4PG, from 9:30am to 5:30pm on Monday, Wednesday, Thursday and Friday, from 9:30 to 7pm on Tuesday, and from 9:30 to 5pm on Saturday. If you wish question the validity of the Experimental Traffic Order, or any provision contained in it, on the grounds that it is not within the powers conferred by the Act, or on the grounds that any requirement of the Act or any instrument made under it has not been complied with in relation to the Experimental Traffic Order, you may, within six weeks of the date of the making of the Order, apply to the High Court for this purpose.

If the provisions of the Experimental Traffic Order continue for a period of not less than six months, or if the Order is subsequently varied by another Order under Section 10 of the Act, or modified pursuant to Sub-section (2) of Section 10 of the Act, for a period of not less than six months from the coming into operation of that variation or modification (whatever is the latest), the Council will consider in due course whether the provisions of the Experimental Traffic Order should be reproduced and continued in force indefinitely by means of an Order Under Section 1 of the Act. Any person desiring to object or make other representations relating to the making of the Order under Section 1 of the Act for the purpose of such reproduction and continuation in force may, within the aforementioned period of six months, send a statement in writing of their objection or representations (including any in support) and the grounds thereof by either:- a) using the online form via the webpage quoted above; or b) in writing to the undersigned at Traffic Regulation Orders Team, Hazel House, Merrow Lane, Guildford, Surrey, GU4 7BQ.
