What is happening?

OXFORDSHIRE COUNTY COUNCIL

1. (OXFORD, LOWER WOLVERCOTE) (CONTROLLED PARKING ZONE AND WAITING RESTRICTIONS) ORDER 20

2. (OXFORD AREA – VARIOUS STREETS) (PROHIBITION AND RESTRICTION OF WAITING AND LOADING AND PERMITTED PARKING) (VARIATION NO.*) ORDER 20

NOTICE is given that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984. The effect of the proposal is to introduce a Controlled Parking Zone in the Lower Wolvercote area of Oxford, on the following roads: Clifford Place, Elmthorpe Road, Godstow Road, Home Close, Meadow Prospect, Rosamund Road, Rowland Close, and Webbs Close.

1. Waiting Restrictions:

a) Prohibition of waiting at any time (Double Yellow Lines) will see some additions in Clifford Place, Elmthorpe Road, Godstow Road, Meadow Prospect, Rowland Close, and Webbs Close. All other Double Yellow Lines will remain as currently marked.

2. Parking Places:

a) The following roads will include parking places for permit holders only from 8am to 8pm all days (except in specified signed bays) – Clifford Place, Elmthorpe Road, Godstow Road, Home Close, Meadow Prospect, Rosamund Road, Rowland Close, and Webbs Close. Motor cycles are exempt from the time limit or the need for permits.

b) Shared use parking bays, Permit holders or general 3 hours waiting with no return within 2 hours, all days 8am–8pm will be introduced on:

  • Godstow Road – south side: a) opposite Nos. 46–52, for 16 metres, b) at the eastern end of the play area/green area, for 9 metres.
  • Rosamund Road – east side: adjacent to No. 82 Godstow Road, for 9 metres.
  • Rowland Close – west side: adjacent to No. 99 Godstow Road, for 19 metres.
  • Meadow Prospect – west side: adjacent to No. 107 Godstow Road, for 22 metres.
  • Home Close – west side: adjacent to No. 104 Godstow Road, for 17 metres.

c) Time-limited general parking, 3 hours – no return within 2 hours, all days 8am–8pm will be introduced on:

  • Godstow Road – south side: east of Elmthorpe Road, for 52 metres, opposite the lake.

d) Any Disabled Persons Parking Places (DPPPs) currently marked/signed in the area will remain unaffected by these proposals.

3. Eligible Properties:

Subject to any existing or pending planning conditions that may prevent otherwise, residents of the following roads will be able to apply for annual parking permits and the eligible properties are known as Zone Addresses with a local identifier of WL: Clifford Place, Elmthorpe Road, Godstow Road (Even Nos. 46–166 & Odd Nos. 43–191), Home Close, Meadow Prospect, Rosamund Road, Rowland Close, and Webbs Close.

4. Residents Permits:

Will be limited to one per resident with a maximum of two permits per property. A resident may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road. A person who is temporarily resident at a Zone Address for work purposes will be eligible for a residents permit. A resident who is temporarily resident for study purposes does not qualify.

5. Visitors Permits:

Will be available for residents at the Zone Addresses, usually a maximum of 50 days’ worth of permits will be issued per year and provided in blocks of 25. A temporary resident will be entitled to 25 visitors permits.

6. Charges:

a) For residents permits will be £80 per annum. Visitors permits for residents aged 70 or over will be free of charge. For other residents, the first block of 25 visitors permits will be free and the second block will be £31.50.

b) Business permits will be available where it is essential for business purposes. Permits will be limited to a maximum of two permits per business and will be vehicle specific. The charge for each will be £190 per annum or £50.50 for 3 months or £95 for 6 months or £145 for 9 months. The fee for a change of vehicle for business permits is £25.

c) Contractors may apply for a permit to use a parking place at a charge of £31.50 for any period not exceeding a week.

7. Other Matters:

a) All permits will be Zone specific (WL). A permit may be withdrawn if the permit has not been used in accordance with the provisions of the Order or where it has been abused. This may result in suspension of eligibility for further permits.

b) Parking places may only be used by vehicles which do not exceed 2.25 tonnes in weight, 2 metres in height (exclusive of any attachments), 5 metres in length, and 2 metres in width. Motorcycles may freely use designated parking places.

c) Exemptions to the waiting restrictions and the restrictions on use of parking places will be subject to the following exemptions: For disabled badge holders (maximum of three hours where there is No Waiting), loading and unloading, people boarding or alighting vehicles, emergency services, universal service providers, refuse collections and vehicles being used in connection with road works and works to the utility services and official funeral vehicles.

d) The Oxfordshire County Council (Oxford Area – Various Streets) (Prohibition And Restriction of Waiting and Loading and Permitted Parking) Order 2022 will be further amended so that roads and waiting restrictions are moved from that order into this proposed Zone order.

Objections to the proposals, specifying the grounds on which they are made, and any other representations should be sent in writing to the address below no later than 20 December 2024. The County Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public.
