THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. 283) ORDER 2024
THE MERTON (PARKING PLACES) (CW) (AMENDMENT NO. 5) ORDER 2024
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 27 November 2024, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49, and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.
The general effect of the 'Free Parking Places' Order will be to:
(a) designate a parking place on the carriageway, 6.6 metres in length, at each of the general locations listed in the Schedule to this Notice, in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking places will operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g., to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.
The general effect of the Parking Places Order will be to shorten in length an existing permit-only parking place to facilitate the introduction of disabled persons parking places in West Gardens.
A copy of each of the Orders, which will come into force on 6 December 2024, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Orders were made, at Merton Link, Merton Civic Centre, London Road, Morden.
Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

The general effect of the 'Electric Vehicle Charging Points' Order would be to:
(a) designate a parking place for electric vehicle charging in Bushey Court, SW20, the south side, from a point 1 metre east of the common boundary of flats Nos. 14–25 and 26–27 Bushey Court, eastward for a distance of 6 metres (replacing an existing disabled persons parking place which would be relocated to a location in Bushey Court specified in the Schedule to this notice);
(b) provide that the parking place would operate at all times, unless otherwise stated;
(c) specify that the parking place referred to in paragraph (a) above would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed.
The general effect of the 'Parking Places Amendment' Orders would be to shorten in length existing permit parking places to facilitate the introduction of disabled persons parking places.
A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which show the exact lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.
Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/DPPP68, no later than 20 December 2024.

ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 14(1), 14(7) AND 15(2)

(CHARLES ROAD AND RUTLISH ROAD, WIMBLEDON)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2024
The Council of the London Borough of Merton hereby give notice that to facilitate redevelopment works adjacent to Rutlish Road, they have made an Order under sections 14(1), 14(7) and 15(2) of the Road Traffic Regulation Act 1984, the effect of which will be to temporarily restrict vehicular traffic in Rutlish Road and Charles Road.
During the works, no person will cause or permit any vehicle to:
(a) Enter or proceed in Rutlish Road, between its junction Kingston Road and its junction with Charles Road;
(b) Wait, including for the purpose of loading or unloading any vehicle, in:
(i) Rutlish Road:
- The north-east side, from the south-eastern kerb-line of Kingston Road south-eastward for a distance of 20 metres;
- The south-west side, from the south-eastern kerb-line of Kingston Road south-eastward to the common boundary of Nos. 27 and 28 Rutlish Road;
(ii) Charles Road, from the north-eastern kerb-line of Rutlish Road north-eastward for a distance of 18 metres.
Any designated parking place situated in the roads or lengths of road specified in sub-paragraphs 2(b)(i) and (ii) above will be suspended.
The restrictions and suspensions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Vehicular traffic affected by the road closure should proceed using Charles Road, Shelton Road, and Kirkley Road or vice-versa.
Nothing in the Order will apply:
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade, or ambulance purposes, subject to site conditions; or
(d) so as to prevent vehicular access to premises in or adjacent to the length of road specified in sub-paragraph 2(a) above insofar as such access is reasonably practicable without interference with the said works.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
The Order will come into operation on Monday 2nd December 2024 and will remain in force until such time as all the relevant works are completed, whereupon it will then be revoked by a further Order made by the Council.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
LONDON BOROUGH OF MERTON
(ELMHURST AVENUE, MITCHAM)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2024
The Council of the London Borough of Merton hereby give notice that to facilitate water connection and associated works in Streatham Road and Elmhurst Avenue, Mitcham, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in Elmhurst Avenue.
During the works, no person will:
(a) Cause or permit any vehicle to enter or proceed in Elmhurst Avenue, from its junction with Streatham Road south-eastward to the common boundary of Nos. 16 and 18 Elmhurst Avenue; or
(b) Cause or permit any vehicle to wait, including for the purpose of loading or unloading a vehicle, in the road or length of road specified in sub-paragraph (a) above;
(c) Enter or proceed on the north-eastern footway of Elmhurst Avenue, from its junction with Streatham Road south-eastward to the common boundary of Nos. 16 and 18 Elmhurst Avenue.
The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Any designated parking place situated in the road or length of road specified in sub-paragraph 2(a) above will be suspended for the duration of the works.
Vehicular traffic affected by the road closure should proceed using alternative routes via Elmhurst Avenue and Hill Road or vice-versa.
Nothing in the Order will apply to:
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade, or ambulance purposes, subject to site conditions; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road specified in sub-paragraph 2(a) above insofar as access is reasonably practicable without interference;
(e) any person requiring pedestrian access to any property adjacent to the prohibited footway specified in sub-paragraph 2(c) above.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
The Order will come into operation on Monday 9th December 2024 and it is anticipated that the works will be completed on Wednesday 11th December 2024. However, the Order will remain in force for a maximum period of 12 months should further works be required.
