What is happening?

LONDON BOROUGH OF BARNET

THE BARNET (FREE PARKING PLACES, LOADING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO.*) ORDER 20**

THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.*) ORDER 20**

THE BARNET (PRESCRIBED ROUTE) (NO. *) TRAFFIC ORDER 20**

SECTION 90A HIGHWAYS ACT 1980

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 51 to the Road Traffic Regulation Act 1984 and all other enabling powers.

  1. As part of variety of measures in the borough to deter obstructive parking, improve sightlines, traffic flow and road safety, the general effect of the Order would be to introduce new lengths of ‘at any time’ waiting restrictions at the following locations below:

    a) By upgrading lengths of waiting restrictions operating 9am to 5pm Monday to Saturday at the junctions of Gainsborough Road N12 and Lodge Lane and at the junction of Albert Street N12 and Lodge Lane.

    b) By converting a length of waiting restrictions operating 8am to 6.30pm Monday to Saturday between No.58 Lodge Lane and outside Nos.1 to 7 Robert House, Lodge Lane.

    c) By converting lengths of waiting restrictions operating 9am to 5pm Monday to Saturday between No.35 Lodge Lane and the eastern flank wall of the Lodge Lane Post Office on Lodge Lane.

    d) By converting lengths of waiting restrictions which permit only parking bays operating 9am to 6.30pm Monday to Saturday outside Nos.45 to 63 Lodge Lane and outside Nos.65 to 77 Lodge Lane and outside Nos. 3 to 6 and No.8 Robert House, Lodge Lane.

  2. In order to mitigate for the loss of parking provision as a result of the measures being introduced above the general effect of the orders would be to:

    a) Convert a length of no waiting and no loading restrictions operating “At any time” situated at the side of No.813 High Road N12 (at junction on Lodge Lane).

    b) Convert a length of No waiting restrictions operating “At any time” situated outside Lodge House and Lotus House, Lodge Lane N12.

    c) Convert a length of No waiting restrictions operating “At any time” situated outside Lodge House and Lotus House, Lodge Lane N12.

    d) Convert a length of No waiting restrictions operating 8am to 6.30pm Monday to Saturday situated outside Nos.38 to 56 Lodge Lane.

  3. In order to provide loading opportunities for local businesses the general effect of the above-mentioned Orders would be to introduce a loading only parking bay operating between the hours of 8am to 8pm Monday to Saturday (Maximum stay 60 mins) opposite No.23 to No.31 Lodge Lane N12.

  4. In order to reduce the level of cut through traffic using side roads to avoid main roads and junction congestion, to help improve road safety, the general effect of the Prescribed Route Order would be to:

    a) Introduce a point of no entry on Lodge Lane N12, at its junction with Gainsborough Road, which would prohibit motorists from entering Lodge Lane from Gainsborough Road.

The prohibition referred to in section 1 above will not apply in relation to anything:

(i) with the permission or at the direction of a police constable in uniform.

(ii) in accordance with traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;

(iii) by any vehicle being used for ambulance, fire brigade or police purposes.

5. In order to effectively manage traffic flow and improve road safety, the general effect of the Prescribed Route Order would also be to introduce a one-way traffic system as follows:

a) On Lodge Lane N12, so motorists travelling on Lodge Lane will only be permitted to travel in a westerly direction, between its junction with Albert Street and Gainsborough Road.

FURTHER NOTICE is hereby given that the London Borough of Barnet in exercise of powers conferred by Section 90A of the Highways Act 1980 proposes to introduce a raised table as follows:

A copy of the proposed Orders, associated plan of the relevant areas and the Council’s Statement of Reasons for proposing to make the Orders can be obtained, inclusive for a period of 21 days from the date on which this notice is published, by emailing highwayscorrespondence@barnet.gov.uk or by writing to the Design Team, Highways Section, 3rd Floor, 2 Bristol Avenue, Colindale, London NW9 4EW.

Any person wishing to object to or comment on the proposed Orders should send a written statement explaining their objection/comments, and quoting reference number SCR607 (RSE038 Lodge Lane), to the Design Team, London Borough of Barnet, 2 Bristol Avenue, Colindale NW9 4EW, via the Barnet TraffWeb website or via email to highwayscorrespondence@barnet.gov.uk within 21 days of the date of this notice.
