City Of Westminster

Bravington Road, First Avenue, Harrow Road, Portnall Road And Second Avenue 

1. NOTICE IS HEREBY GIVEN that Westminster City Council proposes to make the following Orders under sections 6, 43, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended :
• The City of Westminster (Bus Priority) (No. 1, 1999) (Amendment No. *) Traffic Order 202*;

• The City of Westminster (Loading Bays) (Amendment No. *) Order 202*;

• The City of Westminster (Parking Places) (C Zone) (Amendment No. *) Order 202*;

• The City of Westminster (Prescribed Routes) (No. *) Traffic Order 202*; and

• The City of Westminster (Waiting and Loading Restriction) (Amendment No. *) Order 202*.

2. The general effect of the Orders would be, in connection with the City Council’s Cycling Movement Strategy to retain temporary cycle lanes on Harrow Road on a permanent basis, to : 
(a) on the north-east side of Harrow Road : 
(i) introduce various lengths of double yellow line “at any time” waiting and loading restrictions, replacing single yellow line 7.00 a.m. to 7.00 p.m. Monday to Saturday waiting restrictions and 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00 p.m. Monday to Friday loading restrictions in those lengths of the south-eastbound mandatory / advisory cycle lanes or marked cycle routes that lie :

• between the rear of Nos. 11-20 Oak House, Sycamore Walk and a point opposite No. 461 Harrow Road (183.6 metres);

• opposite Nos. 451 and 449 Harrow Road (10 metres);

• outside Nos. 588 to 582 Harrow Road (20 metres);

• between No. 476 Harrow Road and a point opposite No. 329 Harrow Road (100.6 metres); and

• between Nos. 380-384 and Nos. 374 to 378 Harrow Road (28.3 metres);

(ii) introduce single yellow line 7.00 a.m. to 7.00 p.m. waiting and loading restrictions outside Nos. 494 to 486 Harrow Road, replacing 28.4 metres of single yellow line 7.00 a.m. to 7.00 p.m. Monday to Saturday waiting and loading restrictions;

(iii) introduce “at any time” loading restrictions between No. 486 and Nos. 480 to 482 Harrow Road, replacing 22.7 metres of 7.00 a.m. to 7.00 p.m. Monday to Saturday loading restrictions;

(iv) introduce 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00 p.m. loading restrictions outside Nos. 292 to 284 Harrow Road, replacing 25.7 metres of 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00 p.m. Monday to Friday loading restrictions;

(v) introduce loading bays operating between 7.00 a.m. and 7.00 p.m., with a maximum stay of 30 minutes and no return within 1 hour, replacing single yellow line 7.00 a.m. to 7.00 p.m. Monday to Saturday waiting restrictions and 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00 p.m. Monday to Friday loading restrictions :

• outside Nos. 606 to 588 Harrow Road (58.9 metres); and

• outside Nos. 410 to 386 Harrow Road (75.4 metres);

(b) on the south-west side of Harrow Road : 
(i) introduce various lengths of double yellow line “at any time” waiting and loading restrictions, replacing single yellow line 7.00 a.m. to 7.00 p.m. Monday to Saturday waiting restrictions and 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00 p.m. Monday to Friday loading restrictions in those lengths of the north-westbound mandatory / advisory cycle lanes or marked cycle routes that lie : 

• between No. 525 Harrow Road (formerly the Flora Hotel) and No. 459 Harrow Road (197.3 metres);

• between Nos. 451 and 439 Harrow Road (37 metres);

• between the junction with Second Avenue and the Half Penny Steps Health Centre, Nos. 427-429 Harrow Road (72.7 metres);

• between No. 343 Harrow Road and Our Lady of Lourdes and St. Vincent de Paul Church, No. 337 Harrow Road (35.4 metres); 

• outside Nos. 319 to 313 to Harrow Road (38 metres);

• between Nos. 1-20 Ascot House, Harrow Road and the junction with Elmfield Way (78 metres); and

• adjacent to Nos. 1-8 Swift Lodge, Carlton Gate (3.1 metres);

(ii) introduce various lengths of double yellow line “at any time” waiting restrictions, replacing single yellow line 7.00 a.m. to 7.00 p.m. Monday to Saturday waiting restrictions (the 7.00 a.m. to 7.00 p.m. Monday to Saturday loading restrictions would remain unchanged) in those lengths of the north-westbound mandatory / advisory cycle lanes or marked cycle routes that lie:

• between the car park accessway serving Russell’s Wharf Flats, No. 424 Harrow Road and the junction with Fermoy Road (88.1 metres); and

• outside Westminster Academy, No. 255 Harrow Road (opposite the junction with Cirencester Street) (24.6 metres);

(iii) introduce “at any time” loading restrictions, replacing 7.00 a.m. to 7.00 p.m. Monday to Saturday loading restrictions in those lengths of the northwestbound mandatory / advisory cycle lanes or marked cycle routes that lie between the junction with Amberley Road and the junction with Alfred Road (128.9 metres);

(iv) introduce single yellow line 7.00 a.m. to 7.00 p.m. waiting restrictions and 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00 p.m. loading restrictions outside No. 329 Harrow Road, replacing 25.1 metres of single yellow line 7.00 a.m. to 7.00 p.m. Monday to Saturday waiting restrictions and 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00 p.m. Monday to Friday loading restrictions;

(v) introduce single yellow line 7.00 a.m. to 7.00 p.m. waiting and loading restrictions, replacing single yellow line 7.00 a.m. to 7.00 p.m. Monday to Saturday waiting and loading restrictions in those lengths of the northwestbound mandatory / advisory cycle lanes or marked cycle routes that lie :

• outside Nos. 379 to 373 Harrow Road (21.6 metres); and

• outside Nos. 365 to 357 Harrow Road (22.7 metres);

(vi) introduce 7.00 a.m. to 7.00 p.m. loading restrictions outside Nos. 313 to 309 Harrow Road and opposite Nos. 414 to 404 Harrow Road, replacing 66.9 metres of 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00 p.m. Monday to Friday loading restrictions;

(vii) extend the pay-by-phone parking place outside No. 527 Harrow Road south-eastward by 11.2 metres (two bays), replacing single yellow line 7.00 a.m. to 7.00 p.m. Monday to Saturday waiting restrictions and 7.00 a.m. to 10.00 a.m. and 4.00 p.m. to 7.00 p.m. Monday to Friday loading restrictions; and 

(c) introduce one-way working, with advisory contra-flow cycling, in the following lengths of roads :

(i) Second Avenue, southbound, between Alperton Street and Harrow Road;

(ii) First Avenue, northbound, between Harrow Road and Alperton Street;

(iii) Bravington Road, southbound, between Bravington Place and Harrow Road; and

(iv) Portnall Road, northbound, between Harrow Road and Coomassie Road.

2. As part of this scheme, it is also proposed to formalise a combination of advisory and mandatory with-flow cycle lanes on both sides of Harrow Road, forming a continuous cycle route between Ladbroke Grove and Paddington Green (in a south / southeastward direction) and between North Wharf Road and Westbourne Terrace (in a north / north-westward direction).

3. FURTHER NOTICE IS HEREBY GIVEN that Westminster City Council, in accordance with the provisions of section 23 of the Road Traffic Regulation Act 1984, intends to amend the following zig-zag markings :

(a) outside Nos. 539 and 541, removing the zig-zag markings nearest the southern kerb to indicate a continuation of the cycle route;

(b) outside and opposite Nos. 431 to 439, removing the zig-zag markings nearest the kerbs to indicate a continuation of the cycle routes and shortening the central zig-zag marking opposite the junction with Second Avenue by 4.2 metres;

(c) outside Nos. 423a to 425b, removing the zig-zag markings nearest the southeastern kerb to indicate a continuation of the cycle route;

(d) outside Nos. 379 to 385, removing the zig-zag markings nearest the southeastern kerb to indicate a continuation of the cycle route; and 

(e) outside and opposite Nos. 325 and 329, removing the zig-zag markings nearest the kerbs to indicate a continuation of the cycle routes.

4. The proposed Orders and other documents giving more detailed particulars of the Orders are available for inspection until six weeks have elapsed from the date on which either the Orders are made or the Council decides not to make the Orders at https://westminstertransportationservices.co.uk/cmsharrowroad and, in person by appointment only, at Westminster City Hall 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays). 6.
