Gorchymyn Cefnffordd Yr A40 (Llanymddyfri, Sir Gaerfyrddin I Drecastell, Powys) (Gwaharddiadau A Chyfyngiadau Traffig Dros Dro) 2024

MAE GWEINIDOGION CYMRU wedi gwneud Gorchymyn o dan adran 14 o Ddeddf Rheoleiddio Traffig Ffyrdd 1984. Mae angen y Gorchymyn er mwyn gwneud gwaith ar gefnffordd yr A40 rhwng Llanymddyfri, Sir Gaerfyrddin a Threcastell, Powys neu gerllaw iddi.

Effaith y Gorchymyn yw gwneud y canlynol dros dro : 

i. Gwahardd pob cerbyd, ac eithrio’r rhai a ddefnyddir gan y gwasanaethau brys ac ar gyfer y gwaith, rhag mynd ar y darn o gefnffordd yr A40 a ddisgrifir yn Atodlen 1 i’r Hysbysiad hwn. Disgrifir y llwybr arall yn yr Atodlen honno hefyd. Bydd y ffordd ar gau yn ysbeidiol rhwng Rhagfyr 2024 ac Ebrill 2025.

ii. Gosod terfyn cyflymder o 40 mya neu 10 mya ar y darn o gefnffordd yr A40 a ddisgrifir yn Atodlen 2 i’r Hysbysiad hwn. Dim ond yn ystod gwaith confoi y bydd y terfyn cyflymder o 10 mya yn gymwys ac ni chaniateir goddiweddyd ar yr adegau hyn.

iii. Gosod terfyn cyflymder o 10 mya a gwahardd goddiweddyd yn ystod gwaith confoi ar y darn o gefnffordd yr A40 a ddisgrifir yn Atodlen 3 i’r Hysbysiad hwn.

Daw’r Gorchymyn i rym ar 6 Rhagfyr 2024. Disgwylir y bydd y gwaharddiadau a’r cyfyngiadau dros dro yn weithredol yn ysbeidiol o 6 Rhagfyr am gyfnod o 18 mis ar y mwyaf. Mae’n debygol y bydd y ffordd ar gau mewn rhannau yn ystod y cyfnod hwn a chodir arwyddion i roi hysbysiad ymlaen llaw am y gwaharddiadau cyn i’r gwaith ddechrau. Sicrheir mynediad i eiddo ar hyd y darn a fydd ar gau.

Gwahardd cerbydau dros dro
Y darn o gefnffordd yr A40 sy’n ymestyn o’i chyffordd â’r A483 yn Llanymddyfri, Sir Gaerfyrddin hyd at bwynt 5 metr i’r gogledd-orllewin o ganolbwynt ei chyffordd â Vicarage Road, Trecastell, Powys.
Llwybr arall
Y llwybr arall ar gyfer traffig trwodd sy’n teithio tua’r dwyrain yw mynd ar yr A483 tua’r gogledd-ddwyrain i Lanfair-ym-Muallt ac ar yr A470 tua’r de-ddwyrain i Aberhonddu i ailymuno â’r A40 wrth Gylchfan Brynich, Aberhonddu: i’r gwrthwyneb i draffig trwodd sy’n mynd tua’r gorllewin.

Terfyn cyflymder 40 mya neu 10 mya dros dro a dim goddiweddyd
Y darn o gefnffordd yr A40 sy’n ymestyn o’r arwydd terfyn cyflymder parhaol o 30 mya wrth ben dwyreiniol Llanymddyfri hyd at bwynt 1.1 cilometr i’r de-ddwyrain o ffin sirol Sir Gaerfyrddin/Powys yn Halfway.

Terfyn cyflymder 10 mya dros dro a dim goddiweddyd
Y darn o gefnffordd yr A40 sy’n ymestyn o’i chyffordd â’r A483 yn Llanymddyfri hyd at yr arwydd terfyn cyflymder parhaol o 30 mya wrth ben dwyreiniol Llanymddyfri.

The A40 Trunk Road (Llandovery, Carmarthenshire To Trecastle, Powys) (Temporary Traffic Prohibitions & Restrictions) Order 2024 

THE WELSH MINISTERS have made an Order under section 14 of the Road Traffic Regulation Act 1984 which is necessary to undertake works on or near the A40 trunk road between Llandovery, Carmarthenshire and Trecastle, Powys. 
The effect of the Order is to temporarily :

i. Prohibit all vehicles, other than those being used by the emergency services and for the works, from proceeding on the length of the A40 trunk road described in Schedule 1 to this Notice. The alternative route is also described therein. Intermittent closures will take place between December 2024 and April 2025.

ii. Impose a 40 mph or 10 mph speed limit on the length of the A40 trunk road described in Schedule 2 to this Notice. The 10 mph speed limit will only apply during convoy working and no overtaking will be permitted at these times.

iii. Impose a 10 mph speed limit and prohibit overtaking during convoy working on the length of the A40 trunk road described in Schedule 3 to this Notice.

The Order comes into force on 6 December 2024. The temporary prohibitions and restrictions are expected to operate intermittently from 6 December 2024 for a maximum duration of 18 months. The road is likely to be closed in sections during this period and notice of the prohibitions will be signed in advance of the works. Access will be maintained to properties along the length of any closure.

SCHEDULE 1
Temporary prohibition of vehicles
The length of the A40 trunk road that extends from its junction with the A483 at Llandovery, Carmarthenshire to a point 5 metres north-west of the centre-point of its junction with Vicarage Road, Trecastle, Powys.
Alternative route
The alternative route for eastbound through traffic is via the north-eastbound A483 to Builth Wells and south-eastbound A470 to Brecon to rejoin the A40 at Brynich Roundabout, Brecon: vice versa for westbound through traffic.

SCHEDULE 2
Temporary 40 mph or 10 mph speed limit and no overtaking
The length of the A40 trunk road that extends from the permanent 30 mph speed limit sign at the eastern end of Llandovery to a point 1.1 kilometres south-east of the Carmarthenshire/Powys County boundary at Halfway.

SCHEDULE 3
Temporary 10 mph speed limit and no overtaking
The length of the A40 trunk road that extends from its junction with the A483 at Llandovery to the permanent 30 mph speed limit sign at the eastern end of Llandovery.
