Cockermouth - Multiple Temporary Road Closures and Traffic Restrictions due to Christmas Food Festival

(TASTE CUMBRIA CHRISTMAS FOOD FESTIVAL EVENT)

(TEMPORARY TRAFFIC REGULATION) ORDER 2024

NOTICE IS HEREBY GIVEN that to facilitate the holding of the Taste Cumbria Christmas Food Festival in Cockermouth ("the Event") Cumberland Council has made an Order under Section 16A of the Road Traffic Regulation Act 1984 (the 1984 Act), with the approval of the Secretary of State for Transport under Section 16(B)(6) of the 1984 Act, the effect of which is to impose the following restrictions on the days and during the hours specified below:

  1. To prohibit any vehicle from proceeding along the following lengths of road:

    (a) Station Street, Cockermouth – from its junction with South Street to its junction with Market Place.

    An alternative route for vehicles will be available via the unrestricted sections of Main Street, Sullart Street, Gallowbarrow, Lamplugh Road, A66, B5291 Dubwath, C2064 Embleton and Castlegate Drive, Cockermouth.

    (b) The south-eastbound lane of the unadopted road between U2286 Station Road and Fairfield car park, from its junction with the U2286 Station Road, extending in a northerly direction for approx. 40 metres.

    (c) U2285 Market Place, Cockermouth – between its junctions with Market Street and Kirkgate.

    An alternative route for vehicles will be via the C2064 Castlegate, Castlegate Drive and the U3283 St Helen’s Street.

    A way for pedestrians and dismounted cyclists will be maintained at all times during the restrictions detailed at (a) above.

    Duration – From 0300 hours on Saturday 7 December 2024 to 2100 hours on Sunday 8 December 2024.

  2. To prohibit any vehicle to wait at any time or to load/unload at any time, on any day (including blue badge holders) along the following lengths of road:

    (a) On both sides and the entire length of Station Street, Cockermouth;

    (b) On both sides of the C2064 Main Street, Cockermouth from the junction of Station Street and High Sands Lane (north and south side);

    (c) On the east and west side of Kirkgate, Cockermouth (various lengths);

    (d) On both sides of St Helen’s Street, Cockermouth (various lengths);

    (e) On the north east side of Lorton Street, Cockermouth (single 24m length);

    (f) On the north side of Market Place from its junction with Market Street, extending in an easterly direction for approx. 25m;

    (g) On the south side of Market Place from a point approx. 15m from its junction with Kirkgate, extending in a westerly direction for approx. 25m.

Duration – From 0300 hours on Saturday 7 December 2024 to 2100 hours on Sunday 8 December 2024.

The restriction detailed in 2 above shall not apply to any vehicle making deliveries to business premises provided that waiting time for those deliveries is limited to a maximum of 30 minutes duration.

During the restriction detailed in 1 above on Main Street, vehicular access/egress for residents on Challoner Street and Croft Side will be available via South Street. To facilitate this the one-way restrictions on Challoner Street and South Street will be temporarily suspended for the duration of the Event, with traffic management in place (traffic lights) to regulate the traffic flow.

Nothing in the Order to which this notice relates shall:

(i) Apply to emergency service vehicles, or vehicles being used by statutory undertakers in the performance of their duties;

(ii) Apply to anything done with the permission or at the direction of a police constable in uniform; and

(iii) Have the effect of preventing at any time access for pedestrians to any premises situated on or adjacent to the roads, or to any other premises accessible for pedestrians from, and only from the roads; and

(iv) Apply to vehicles being used in connection with the Event.

The Order will come into operation on 7 December 2024 and may continue in force for a maximum duration of 3 days.

It is anticipated that the restrictions will be required as detailed above and only as and when the appropriate traffic signs are displayed.
