What is happening?

(Civil Enforcement Area) (Amendment No.35) Order 202*

NOTICE IS HEREBY GIVEN that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 30 June 2022 proposes to make the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984 and of all other enabling powers.

Effect of the Order:

To propose or revoke parking restrictions on the following lengths of road in the Borough of Basildon as specified below:

  1. To revoke ‘No Stopping Mon-Fri 8.30-9.30am & 2.30-3.30pm On Entrance Markings’ and introduce ‘No Stopping Mon-Fri 8-9.30am & 2.30-4pm On Entrance Markings’ on the following length of road in the Borough of Basildon:

    Mount Road, Wickford

    West side – from a point 38 metres south of its junction with Mount Way southwards for 31.56 metres. Map tile – TQ750 935

  • To revoke ‘Limited Waiting Mon-Sat 8am-6pm 1 hour No return within 3 hours’ and introduce ‘Loading Only Mon-Sat 9am-6pm’ on the following length of road in the Borough of Basildon:

    High Street, Billericay

    Northwest side – from a point 5 metres southwest of its junction with the access road to Billericay High Street Car Park south-westwards for 15 metres. Map tile – TQ670 945

  • To introduce ‘No Waiting at Any Time’ on the following lengths of roads in the Borough of Basildon:St Cleres Crescent, Wickford

      • Northwest side – from its northwestern junction with Beauchamps Drive south-westwards for 10 metres.

      • West side – from the boundary of No. 32 & 34 St Cleres Crescent in a generally northwards direction to the south-western property boundary of No. 20 St Cleres Crescent.

      • Southeast, North & West sides – from its northwestern junction with Beauchamps Drive south-westwards, eastwards, then northwards to a point 52 metres south of its south-eastern junction with Beauchamps Drive.

      • East & South sides – from the boundary of No. 32 & 34 St Cleres Crescent in a northwards and then eastwards direction for 35 metres.

      • West side – from its south-eastern junction with Beauchamps Drive southwards for 10 metres.

      • West side – from a point 26 metres south of its south-eastern junction with Beauchamps Drive southwards for 6 metres.

    • East side – from its south-eastern junction with Beauchamps Drive southwards for 61 metres.

      • Southwest side – from a point 32 metres southeast of its junction with Hill Avenue south-eastwards for 11 metres.

      • Southwest side – from a point 66 metres southeast of its junction with Hill Avenue south-eastwards to a point 10 metres east of the south-eastern junction with St Cleres Crescent.

      • Northeast side – from the boundary of Nos. 7 & 9 Beauchamps Drive south-eastwards for 26 metres.

    • North side – from a point 1 metre east of the boundary of Nos. 41 & 43 Beauchamps Drive eastwards for 26 metres.

  • Both sides – from a point 5 metres northeast of its junction with Highcliffe Way north-eastwards to a point 10 metres northeast of its junction with Beauchamps Drive.

4. To introduce ‘No Stopping Mon-Fri 8-9.30am & 2.30-4pm On Entrance Markings’ on the following lengths of road in the Borough of Basildon:

Beauchamps Drive, Wickford

    • Both sides – from the boundary of Nos. 7 & 9 Beauchamps Drive south-eastwards for 25.56 metres.

  • North side – from a point 1 metre east of the boundary of Nos. 41 & 43 Beauchamps Drive eastwards for 25.56 metres.

  • To introduce ‘No Waiting at Any Time’ on the following lengths of roads in the Borough of Basildon:

    Fernbank, Billericay

    • Both sides – from its junction with Mountnessing Road eastwards for 15 metres.

  • To show on the plans ‘Pedestrian Crossings’ on the following lengths of road in the Borough of Basildon:

    Beauchamps Drive, Wickford

    • Both sides – from its junction with Hill Avenue eastwards for 32 metres.

  • To show on the plans ‘No Stopping at Any Time except Buses’ on the following lengths of road in the Borough of Basildon:

    Beauchamps Drive, Wickford

    • Southwest side – from a point 43 metres southeast of its junction with Hill Avenue south-eastwards for 23 metres.

  • This order will also formally amend restrictions on the following lengths of road. This is a paper exercise to ensure the map records are up to date and/or match the restrictions historically implemented:

    All access roads leading off Witchards, Basildon

    • To remove from the records Permit Parking Area Zone A Mon-Sat 9am-5pm

      Both sides – access road between Nos. 13-15 Witchards

      Both sides – access road between Nos. 79-81 Witchards

      Both sides – access road between Nos. 64-66 Witchards

      Both sides – access road between Nos. 124-126 Witchards

      Both sides – access road between Nos. 141-143 Witchards

      Both sides – access road between Nos. 147-223 Witchards

      Both sides – access road between Nos. 269-271 Witchards

This Proposed Order would be incorporated into The Essex County Council (Basildon Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting the tile numbers TQ665 942 Rev 0 to Rev 1, TQ665 945 Rev 0 to Rev 2, TQ670 945 Rev 0 to Rev 1, TQ685 927 Rev 0 to Rev 1, TQ755 880 Rev 3 to Rev 4, TQ705 882 Rev 0 to Rev 4, TQ705 950 Rev 0 to Rev 1, TQ755 932 Rev 1 to Rev 2, TQ755 935 Rev 0 to Rev 1 and TQ760 932 Rev 0 to Rev 1.

A copy of the draft Order, the plans of the proposed restrictions, and of the Order to be amended together with a copy of this Notice and a Statement of Reasons for proposing the Order are available in the Civic Reception, Civic Centre, Chelmsford CM1 1JE and Basildon Borough Council, The Basildon Centre, St Martin’s Square, Basildon SS14 1DL where they may be inspected during normal office hours, or online at www.chelmsford.gov.uk.

If you wish to object to the proposed Order in whole or in part, or support it, you should either send an e-mail to trafficreg@chelmsford.gov.uk or write to the undersigned stating the reasons for your objection or support by 17th December 2024. Any such representation will be taken into account by the Council when deciding whether to proceed with the proposal.

The order has been drafted to ensure that it may be made available to the public under Sections 100K & Schedule 12 of the Local Government Act 1972 if it is required to be made to the South Essex Parking Partnership Sub Committee.
