M3 Motorway, Junctions 2 To 14 - Temporary Traffic Restrictions For Works

What is happening?

M3 MOTORWAY (JUNCTIONS 2 TO 14)
TEMPORARY TRAFFIC RESTRICTIONS

Notice is hereby given that National Highways intends to make an Order on the M3 Motorway in the Counties of Surrey and Hampshire, under Sections 14(1)(a), 14(1)(c) and 14(7) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on, or in the vicinity of, the road.

The effect of the Order would be to: -

1. authorise the overnight closure, in phases, of-

(a) both carriageways of the M3 between the centreline of Kitsmead Lane overbridge and Junction 14 (M27 Junction 4), and all slip and link roads leading to and from those carriageways;

(b) the circulatory system at Junction 6 (Spur Road), Junction 9 (A34) and Junction 12 (A335);

(c) the hard shoulder adjacent to the lengths of carriageway and the slip and link roads in 1. (a) above; and

(d) any emergency refuge area adjacent to the lengths of carriageway in 1. (a) above.

2. authorise overnight hard shoulder running adjacent to the lengths of carriageway described in 1. (a) above.

3. permit HGVs in the outside lane of the lengths of carriageway described in 1. (a) above, during inside-lane closures.

These measures would be in the interests of road safety while contractors undertake maintenance and renewal work of a cyclical nature and M3 project works.

The duration and scope of each closure or provision above would vary depending on the nature of the maintenance work being undertaken on each occasion. The programme of works would start on or after 2nd January 2025.

Overnight closures of the M3 and connecting roads between Junctions 2 and 14 would take place between 21:00 and 06:00 (maximum period).

Planned maintenance work would be scheduled to avoid disruption during known peak periods, although essential maintenance may be necessary during these periods to prevent the need for emergency works.

The Order would come into force on 2nd January 2025 and would remain in force until 24th December 2025. Traffic affected by the closures would be diverted via other junctions of the M3, or using the M25, M27, A27, A30, A31, A34, A272, A287, A303, A308, A322, A327, A331, A335, A3090, B3040, B3041, B3049, B3335, B3349, and the B3420.

The diversion in operation would vary according to the closure in force, and the diversion roads listed above are the agreed routes, but these may change depending on local conditions.

The temporary closures, hard shoulder and HGV outside lane running and diversion routes would be clearly indicated by traffic signs when they are in operation during the works period.
