What is happening?

LONDON BOROUGH OF WALTHAM FOREST

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

THE WALTHAM FOREST (TEMPORARY RESTRICTIONS) (LEYTON STATION IMPROVEMENT WORKS) (E11 ROADS) (NO. 1) ORDER 2024

The Council of the London Borough of Waltham Forest HEREBY GIVES NOTICE that on 21st November 2024 it made an Order to facilitate the improvement works of Leyton Station located on High Road Leyton E10.

The general effect of the Order will be only at such times and to such extent as regulatory signs are displayed to prohibit vehicles from entering, proceeding, waiting or loading for any purpose, at any time, in:

i. Goodall Road E11 – between its junctions with Webster Road and Elmore Road;

ii. Elmore Road E11 – between its junction with Goodall Road and the common boundary of Nos. 12/13.

Whilst the restrictions referred to in paragraph 2 above remain in force and only at such times and to such extent as regulatory signs are displayed, waiting or loading by vehicles will be prohibited in:

i. Langthorne Road E11 – both sides of the section between Frith Road and Elmore Road:

(a) the easternmost parking bays;

(b) between its junction with Elmore Road and the common boundary of Nos. 210/212.

ii. Elmore Road E11 – section north of Langthorne Road:

(a) east-side: the entire length of the said section;

(b) west-side: outside Nos. 1 to 3 and Nos. 4 to 6.

Whilst the road closures mentioned in paragraph 2 are in force (only in a manner such that only a partial section of either road is closed to vehicles), the one-way working in Goodall Road E11 and in Elmore Road E11 shall be suspended.

The Order will come into force on 21st November 2024 and will be valid for a maximum period of 18 months, or until the works associated with the improvement of Leyton Station are completed, whichever is the sooner.

The road closures and waiting and loading prohibitions mentioned in this notice shall only apply at such times and to such extent as indicated by the placing or covering of the appropriate traffic signs.

THE WALTHAM FOREST (CADENT GAS MAINS REPLACEMENT) (ARKLEY ROAD E17) (TEMPORARY MEASURES) (NO. 1) ORDER 2024

The Council of the London Borough of Waltham Forest HEREBY GIVES NOTICE that it intends on making an Order to allow for the replacement of gas mains to be carried out in a safe and efficient manner by Cadent Gas in Arkley Road E17.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed, to restrict vehicles from waiting or loading for any purpose, at any time, in the roads or sections of roads mentioned in the Schedule to this notice.

The general effect of the Order would also be, only at such times and to such extent as regulatory signs are displayed, to prohibit pedestrians from entering or proceeding, for any purpose at any time, into the footpath between Ringwood Road E17 and Camden Road E17.

The Order would come into operation on 9th December 2024 and would be valid for a maximum period of 6 months or until the works are completed, whichever is the sooner.

NOTE: The works are expected to be completed within 21 weeks, but additional time is required for contingencies.

SCHEDULE

(E17 roads)

i) Ringwood Road – between its junction with Markhouse Road and the common boundary of Nos. 43a/43c;

ii) Camden Road

i) outside Nos. 32 to 58, and

ii) outside Nos. 13 to 19;

iii) Arkley Crescent (AKC) – its entire length;

iv) Arkley Road – adjacent to No. 14 AKC;

v) Brighton Avenue – its entire length;

vi) Hove Avenue – between its junction with Gosport Road and the common boundary of Nos. 101/105;

THE WALTHAM FOREST (HATHERLEY MEWS E17) (ROAD CLOSURE) (NO. 1) ORDER 2024 (TT69(24))

The Council of the London Borough of Waltham Forest (the Council) HEREBY GIVES NOTICE that it intends on making an Order to allow for highway construction works, to be carried out in a safe and efficient manner.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed, to prohibit vehicles (except works vehicles) from entering, proceeding, waiting, or loading for any purpose, at any time, in Hatherley Mews E17.

Vehicular access to properties affected by these works will be maintained whenever possible subject to the extent and operation of the closure.

Whilst the prohibitions referred to in paragraph 2 above remain in force, entry and exit to Hatherley Mews via the prohibited area will be given when required to allow road users to access private property within a 15-minute period.

The Order would come into operation on 28th November 2024 and would be valid for a maximum period of 18 months or until the works are completed, whichever is the sooner.

NOTE: These works would not be carried out simultaneously in the whole length of Hatherley Mews but in a sequence as directed by the Council.

Vehicles waiting, loading, stopping, or parking in disregard of this Order would be removed.

Any designated controlled parking spaces situated in the roads or parts of roads affected by any of the measures set out above will be suspended.

The restrictions mentioned above would not apply in relation to any vehicle being used:

(a) in connection with the said works; or

(b) for ambulance, fire brigade, or police purposes (if the works allow).

Signage will be placed in advance of any works in the roads mentioned in the aforementioned notices, which would give more specific details on the exact dates of the prohibitions, effects of any temporary traffic management, and diversion routes as necessary.
