THE CITY OF WESTMINSTER (D ZONE) (NO. 4) EXPERIMENTAL ORDER 2024

1. NOTICE IS HEREBY GIVEN that Westminster City Council on 18th November 2024 made the above Orders under section 9 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be, in connection with the introduction of informal side road pedestrian crossings, on an experimental basis, to:

(a) replace 11.5 metres of residents’ parking on the north side of Great Peter Street, outside No. 2, with double yellow line “at any time” waiting restrictions;

(b) introduce a combined total of 18.2 metres of “at any time” loading restrictions on both sides of Great Peter Street, at its junction with Millbank; and

(c) introduce 5.8 metres of double yellow line “at any time” waiting and loading restrictions on the north side of Pimlico Road, outside No. 44b.

3. The Orders, which will come into force on 27th November 2024, and other documents giving more detailed particulars of the Orders are available for inspection until such time as the Orders cease to have effect, at https://westminstertransportationservices. co.uk/notices and, in person by appointment only, at Westminster City Hall, 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays inclusive (except bank/public holidays). 4. The Orders shall provide that, subject to the provisions of section 10(2) of the Road Traffic Regulations Act 1984, the Council’s Head of Parking for the time being, or some person authorised in that behalf by him, may, if it appears to him or that person essential:

(a) in the interest of expeditious, convenient and safe movement of traffic;

(b) in the interest of providing suitable and adequate parking facilities on the highway; or

(c) for preserving or improving the amenities of the area through which any road affected by the Orders runs, modify or suspend the Orders or the provisions contained therein.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

6. The Council will consider in due course whether the provisions of the Experimental Orders should be continued in force indefinitely by means of Orders made under sections 6, 45, 46, 49, 63 and 124 of the Road Traffic Regulation Act 1984. Any person may object to the making of the Orders for the purpose of such indefinite continuation within a period of six months, beginning from the date on which the Experimental Orders came into force or, if the Experimental Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the date on which the variation or modification or the latest variation or modification comes into force. Any objection must be in writing, stating the grounds on which it is made, and sent to the Council’s agents, WSP Traffic Order Team, 3 rd Floor, WSP House, 70Chancery Lane, London, WC2A 1AF, or by email to tmo.westminster@wsp.com quoting reference 8101/LH.
