Hysbysir drwy hyn fod Cyngor Sir Dinas a Sir Caerdydd, wrth arfer ei bwerau dan Ddeddf Rheoleiddio Traffig Ffyrdd 1984 fel y’i diwygiwyd, Rhan 6 Deddf Rheoli Traffig 2004 fel y’i diwygiwyd, Rheoliadau Gorfodi Sifil ar Dramgwyddau Traffig Ffyrdd (Darpariaethau Cyffredinol) (Cymru) 2013 a Gorchymyn Dynodi Gorfodi Sifil ar Dramgwyddau Parcio (Dinas a Sir Caerdydd) 2010, a’r holl bwerau galluogi eraill, yn bwriadu gosod cyfyngiadau traffig ar y darnau o ffordd a nodir yn yr Atodlen isod. 

Disgrifir natur y cyfyngiadau a theitlau’r gorchmynion arfaethedig yn yr Atodlen honno hefyd.

gorchmynion yn ysgrifenedig ar neu cyn 3 Rhagfyr 2024 neu drwy e-bost
i gwrthwynebiadaugorchymyntraffigffyrdd@caerdydd.gov.uk a rhaid nodi
eich rhesymau dros wrthwynebu. Gellir datgelu gohebiaeth fel sy'n
ofynnol o dan Ddeddf Rhyddid Gwybodaeth 2000.

Mae’r Cyngor yn croesawu gohebiaeth yn Gymraeg ac yn Saesneg a
byddwn yn sicrhau ein bod yn cyfathrebu â chi yn yr iaith o’ch dewis,
boed hynny’n Gymraeg, yn Saesneg neu’n ddwyieithog, cyhyd â’ch bod
yn dweud wrthym pa un sydd orau gennych. Ni fydd gohebu yn
Gymraeg yn arwain at unrhyw oedi.

Atodlen
1. Mae Gorchymyn Cyngor Sir Dinas a Sir Caerdydd (Cyfyngiad Pwysau Cyffredinol) (Diwygio a Dirymu) 2024) yn cynnig diwygio'r cyfyngiadau cyfredol i wahardd cerbydau nwyddau sy'n fwy nag uchafswm pwysau gros o 7.5 tunnell (ac eithrio deiliaid trwyddedau) rhag mynd ar hyd y darnau o ffordd yn : 

a. Beresford Road, Adamsdown: o’r gyffordd â Spring Gardens Terrace i’r gyffordd â Moorland Road

b. Moorland Road, Y Sblot: o’r gyffordd â Beresford Road am 65 metr i’r de-ddwyrain

c. Heol Tŷ Nant, Pentre-poeth: o'r gyffordd â Ffordd Treforgan am 91 metr i'r gogledd-ddwyrain (i gwrbyn linell ddeheuol y ffordd fynediad i Ganolfan Arddio Pugh’s)

d. Heol Beulah, Rhiwbeina o’r gyffordd â Heol Pant-bach i’r gyffordd â Heol-y-Felin.

2. Mae Gorchymyn Cyngor Sir Dinas a Sir Caerdydd (Cyfyngiad Pwysau Cyffredinol) (Diwygio a Dirymu) 2024 yn cynnig diwygio'r cyfyngiadau cyfredol i wahardd cerbydau nwyddau sy'n fwy nag uchafswm pwysau gros o 7.5 tunnell (ac eithrio llwytho i eiddo na ellir cael mynediad iddynt ond o’r ffyrdd hyn) rhag mynd ar hyd y darnau o ffordd yn :
a. Heol–y-Bont;
b. Heol Caerhys;
c. Glas Efail;
d. Heol-yr-Efail;
e. Lôn y Nant;
f. Pen-y-Groes Road;
g. Waun-y-Groes Avenue;
h. Waun-y-Groes Road.

3 Mae Gorchymyn Cyngor Sir Dinas a Sir Caerdydd (Cyfyngiad Pwysau Cyffredinol) (Cydgrynhoi) 2015 (Diwygio) 2024 yn cynnig diwygio holl Orchmynion Cyfyngiad Pwysau'r Amgylchedd fel eu bod yn gymwys i Gerbydau Nwyddau yn unig.

4. Mae Gorchymyn Cyngor Sir Dinas a Sir Caerdydd (Cyfyngiad Pwysau Cyffredinol) (Diwygio) 2024 yn cynnig gwahardd cerbydau nwyddau sy'n fwy nag uchafswm pwysau gros o 7.5 tunnell rhag mynd rhwng 22:00 a 06:00 (dros nos) ar hyd y darn o ffordd yn Stryd Robert, Caerau drwy gydol ei hyd a Riverside Terrace o'r gyffordd â Dyfrig Road i'r gyffordd â Robert Street ac o'r gyffordd â Robert Street trwy weddill ei hyd at ei ben caeëdig.

New Traffic Proposals
For The City And County Of Cardiff

Notice is hereby given that The County Council of the City and County of Cardiff in exercise of its powers under the Road Traffic Regulation Act 1984 as amended, Part 6 of the Traffic Management Act 2004 as amended, The Civil Enforcement of Road Traffic Contraventions (General Provisions) (Wales) Regulations 2013 and The Civil Enforcement of Parking Contraventions (City and County of Cardiff) Designation Order 2010 and of all other enabling powers intends to impose traffic restrictions on the lengths of road referred to in the Schedule below. 

The nature of the restrictions and the titles of the proposed orders are also described in the said Schedule.

Details of the proposals and plans showing the location and extent of the proposed restrictions are available at www.cardiff.gov.uk/trafficorders. In addition you can obtain copies of the same by sending an email request to roadtrafficorderobjections@cardiff.gov.uk or by making a written request to the address below.

Any objections and other representations relating to the orders must be submitted in writing on or before 3 December 2024 or by email to roadtrafficorderobjections@cardiff.gov.uk and must contain the grounds on which you object. Correspondence may be disclosed as required by the Freedom of Information Act 2000.

The Council welcomes correspondence in English and W elsh and we will
ensure that we communicate with you in the language of your choice,
whether that’s English, Welsh or bilingual as long as you let us know
which you prefer. Corresponding in Welsh will not lead to any delay.

Schedule
1. The County Council of the City and County of Cardiff, Cardiff (General Weight Restriction) (Amendment and Revocation) Order 2024 proposes to amend the existing restrictions to prohibit goods vehicles exceeding 7.5 tonnes maximum gross weight (except for permit holders) from proceeding along the lengths of road in:

a. Beresford Road, Adamsdown: from its junction with Spring Gardens Terrace to its junction with Moorland Road

b. Moorland Road, Splott: from its junction with Beresford Road for a distance of 65 metres southeast

c. Ty Nant Road, Morganstown: from its junction with Ffordd Treforgan for a distance of 91 metres north-east (to the southern kerb line of the access road to Pugh’s Garden Centre)

d. Beulah Road, Rhiwbina from its junction with Pant-bach Road to its junction with Heol-Y-Felin.

2. The County Council of the City and County of Cardiff, Cardiff (General Weight Restriction) (Amendment and Revocation) Order 2024 proposes to amend the existing restrictions to prohibit goods vehicles exceeding 7.5 tonnes maximum gross weight (except for loading to properties only accessible from those Roads) from proceeding along the lengths of road in : a. Heol-Y-Bont;
b. Heol Caerhys;
c. Glas Efail;
d. Heol-Yr-Efail;
e. Lon Y Nant;
f. Pen-Y-Groes Road;
g. Waun-Y-Groes Avenue;
h. Waun-Y-Groes Road.

3. The County Council of the City and County of Cardiff, Cardiff (General Weight Restriction) (Consolidation) Order 2015 (Amendment) Order 2024 proposes to amend all Environment Weight Restriction Orders so that they apply to Goods Vehicles only.

4. The County Council of the City and County of Cardiff, Cardiff (General Weight Restriction) (Amendment) Order 2024 proposes to prohibit goods vehicles exceeding 7.5 tonnes maximum gross weight from proceeding between the hours of 22:00pm – 06:00am (overnight) along the lengths of road in Robert Street, Caerau throughout its length and Riverside Terrace from its junction with Dyfrig Road to its junction with Robert Street and from its junction with Robert Street throughout the remainder of its length to its closed end.
