Harrow, Temporary Footpath Closure & Traffic Restrictions Due To Scaffolding Removal

What is happening?

SECTION 14(1 )(a) ROAD TRAFFIC REGULATION ACT 1984 AS AMENDED BY THE ROAD TRAFFIC

(TEMPORARY RESTRICTIONS) ACT 1991 TEMPORARY FOOTPATH CLOSURE AND TRAFFIC RESTRICTIONS -URBAN FOOTPATH 72 AND HERGA ROAD

THE COUNCIL OF THE LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they intend to make a Temporary Traffic Management order under the provisions of Section 14 (1) (a) of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991. The urban footpath closure and traffic restrictions will be in place to facilitate safety measures for pedestrians whilst scaffolding is to be removed for the new development.

1. The order may be cited as The Harrow (UF72 and Herga Road) Temporary Traffic Order 2024 and would be operational on 14th November 2024 and would remain in effect for a maximum legal duration of 18 months or until the completion of the works, whichever is the sooner.

Normal traffic and temporary restrictions will be lifted once the scaffolding has been removed with all safety measures in place.

2. The provisions of the order shall temporarily close Urban Footpath 72 between George Gange Way, opposite The Bridge to No.10 Herga Road.

3. Vehicles will be prohibited from waiting or loading as and when signs are in place on Herga Road, between a point opposite Nos.1 & 2 Herga Mansions, Herga Road and a point opposite No.5 & 6 Herga Mansions, Herga Road.

4. Vehicles will be prohibited from waiting and loading as when signs are in place on the single yellow line restrictions on Herga Road opposite Nos. 12 and 22 Herga Road, between the hours of 07.30 to 18.30, Monday to Friday to safely load and unload materials in conjunction with the development.

5. Nothing in paragraph 2 & 3 would apply to:-

(a) any vehicle being used for ambulance, fire brigade or police purposes;

(b) anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;

(c) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;

(d) any vehicles used in connection with the scaffolding installation/ removal and vehicles in conjunction with the development of the site;

(e) any vehicles needing to gain access to properties in the closed extents as far as is practicably possible.

6. Pedestrian diversion via; The Bridge, Masons Avenue, Herga Road and vice versa.
