THE YORK PARKING. STOPPING AND WAITING (AMENDMENT) (NO 14/631 TRAFFIC ORDER 2024 - NOTICE OF PROPOSAL Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:

1. Introducing 'No Waiting at any time' restrictions in Heslington Road, York, on its south side:

(i) between points 23 metres and 28 metres west from the projected western kerbline of Apollo Street,

(ii) between a point 21 metres east from the projected eastern kerbline of Belle Vue Terrace (terminal point of the existing 'No Waiting at any time' restrictions) and a point 14 metres west from the projected western property boundary line of St Lawrence's Primary School (terminal point of the existing 'No Waiting at any time' restrictions).

2. Introducing a Residents' Priority Parking Zone (Zone) for all classes of Residents' Priority Permit Holders comprising of Alne Terrace, Apollo Court, Apollo Street, Belle Vue Street, Belle Vue Terrace, Fitzroy Terrace, Gordon Street, Wellington Street, Willis Street, Wolsley Street and Heslington Road between its junction with Barbican Road and a point 14 metres west from the projected western property boundary line of St Lawrence's Primary School, York the said Zone to be identified as Zone 66, that Zone to include all properties adjacent to and having direct private access to the said road.

3. Designating the existing unrestricted lengths of Alne Terrace, Apollo Court, Apollo Street, Belle Vue Street, Belle Vue Terrace, Fitzroy Terrace, Gordon Street, Wellington Street, Willis Street, and Wolsley Street, York within the proposed Zone described in paragraph 1 as a Residents' Priority Parking Zone for use only by Zone R66C 'Permit Holders' thereby providing unlimited parking for Permit Holders, the said lengths being identifiable by the placement of upright traffic signs at the Area 'entry' and 'exit' points (as opposed to the placement of Residents' Parking signs and road markings adjacent to the kerb).

4. Introducing a 24-hour Monday-Sunday Residents Parking Places, providing unlimited parking for all classes of R66C permit holder and a limited parking period for none permit holders of 10 minutes with 60 minutes 'No Return' period, on Heslington Road, on its:

(i) north side, between the projected eastern property boundary line of No. 40 Heslington Road (terminal point of existing 'No Waiting at any time' restrictions) and a point 4 metres east from the projected eastern property boundary line of No. 56 Heslington Road (terminal point of existing 'No Waiting at any time' restrictions),

(ii) north side, between a point 3 metres east from the projected eastern property boundary line of No. 70 Heslington Road (terminal point of existing 'No Waiting at any time' restrictions) and a point 7 metres east from the projected eastern property boundary line of No. 74 Heslington Road (terminal point of existing 'No Waiting at any time' restrictions),

(iii) north side, between a point 20 metres east from the projected western property boundary line of No. 90 Heslington Road (terminal point of existing 'No Waiting at any time' restrictions) and a point 14 metres west from the projected western property boundary line of St Lawrence School,

(iv) south side, between the projected western property boundary one of No. 81 Heslington Road and a point 3m west from the projected western property boundary line of No. 93 Heslington Road.

5. Introducing a 24-hour Monday-Sunday Residents Parking Places, providing unlimited parking for all classes of R66C permit holder and a limited parking period for none permit holders of 60 minutes with 60 minutes 'No Return' period, on Heslington Road, on its south side:

(i) between points 60 metres (terminal point of existing 'No Waiting at any time' restrictions) and 67 metres (terminal point of existing 'No Waiting at any time' restrictions) east from the eastern highway boundary line of Barbican Road,

(ii) between points 71.5 metres (terminal point of existing 'No Waiting at any time' restrictions) and 81 metres (terminal point of existing 'No Waiting at any time' restrictions) east from the eastern highway boundary line of Barbican Road,

(iii) between points 94 metres east from the eastern highway boundary line of Barbican Road (terminal point of existing 'No Waiting at any time' restrictions) and a point 28 metres west from the projected western kerbline of Apollo Street,

(iv) between points 5 metres and 23 metres west from the projected western kerbline of Apollo Street, thereby revoking the existing 60 minute 10am - 4pm Monday - Friday parking place from within that length,

(v) between the projected eastern property boundary lines of No. 55 Heslington Road (terminal point of existing 'No Waiting at any time' restrictions) and the projected western property boundary line of No. 75 Heslington Road (terminal point of existing 'No Waiting at any time' restrictions).

A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 6* December 2024.

Notice is hereby given that on the 14* day of November 2024 City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of: 1. Introducing 'No Waiting at any time' restrictions in York as follows:

(a) Chalfonts, on both sides, between the projected eastern property boundary line of No. 2 Chalfonts and the projected southern property boundary line of No. 8 Chalfonts,

(b) Count de Burgh Terrace, on its west side, between points 8 metres north and 8 metres south from the projected centreline of Sutherland Street,

(c) Croftway, on both sides, from the projected southern kerbline of Wetherby Road south for 24 metres,

(d) Cromer Street, on both sides, between a point 10 metres north west from the projected north western kerbline of Cromer Street and a point 10 metres south east from the projected south eastern kerbline Lady Road,

(e) Gower Road, on both sides, between the projected north western property boundary line of No. 3 Gower Road and a point 13 metres north west from the said line (terminal point of existing 'No Waiting at any time' restrictions),

(f) Highmoor Close, on both sides, from the projected southern kerbline of Highmoor Road south for 12 metres,

(g) Highmoor Road, on its south sides, between points 12 metres east and 12 metres west from the projected centreline of Highmoor Close,

(h) Holgate Road - Service Road adjacent to the north western boundary of No. 154 Holgate Road, on its south east side, between points 16.5 metres and 38 metres north east from the projected north eastern kerbline of Holgate Road, thereby revoking the 2-hour parking bay from within that length

(i) Lady Road, on both sides, from the projected south western kerbline of Cromer Street southwest for 10 metres,

(j) Little Avenue, on both sides including the turning area, from the projected southern kerbline of Little Avenue

north east for 6.5 metres including the whole of the turning area, (k) Livingstone Street, on its east side, between the projected northern property boundary of No. 9 Livingstone Street and the northern kerbline of Bromley Street, (I) Meadowfields Drive, on both sides, between a point 19 metres west from the projected western kerbline of Huntington Road (terminal point of the existing 'No Waiting at any time' restrictions) and the western property boundary line of 353 Huntington Road, (m) Northcote Avenue, on both sides including the southern turning area, from the projected northern kerbline of Northcote Avenue south for the remainder of its length, (n) Princess Drive, on its:

(i) west side, between points 14 metres (terminal point of existing 'No Waiting at any time' restrictions) and 49 metres west from the projected western property boundary line of No. 23 Princess Drive,

(ii) north side, between points 2 metres east and 58 metres north west from the projected centreline of Princess Drive,

(o) Rawcliffe Lane, on its:

(i) east side, between points 14 (terminal point of existing 'No Waiting at any time' restrictions) and 82 metres south from the projected centreline of Brompton Road,

(ii) west side, from a point 13 metres north of the projected centreline of Brompton Road to a point 100 metres south of the said line.

(p) St John'

(q) Street, on its north west side, between points 18 metres and 42 metres north east from the projected north eastern kerbline of Lord Mayor's Walk, thereby revoking the existing 'No Waiting 8am-6pm' restriction from within that length,

(r) St Stephen's Road, on its south west side, between points 18 metres north west and 18 metres south east from the projected centreline of Thoresby Road, (s) Seymour Grove, on both sides, from the projected soth eastern kerbline of Stockton Lane south east for 12 metres, (t) Stockton Lane on its:

(i) south east side, from the projected northern property boundary line of No. 14 Stockton Lane to a point 47.5 metres south west from the projected south western kerbline of Seymour Grove,

(ii) north west side, from the projected northern property boundary line of No. 14 Stockton Lane to a point 16 metres south west from the projected south western kerbline of Seymour Grove,

(u) Surtess Street, on both sides, from the projected south-eastern kerbline of Wilberforce Avenue southeast for 8 metres,

(v) Sutherland Street, on both sides, between the projected western kerbline of Count de Burgh Terrace west for 8 metres,

(w) Thoresby Road, both sides, from the projected south western kerbline of St Stephen's Road south west for 25 metres,

(x) Wetherby Road, on its south side, between points 15 metres west and 15 metres east from the projected centreline of Croftway, (y) Wilberforce Avenue, on its:

(i) both sides, from the projected north-eastern kerbline of Cromer Street north east for 10 metres, (ii) south east side, between a point 8 metres south west from the projected south western kerbline of Surtess Street and a point 8 metres north east from the projected north eastern kerbline Surtess Street,

2. Introducing 'No Waiting at any time' restrictions in Acaster Lane, Bishopthorpe, as follows:

(a) east side, between a points 15 (terminal point of existing 'No Waiting at any time' restrictions) and 42 metres south of the projected southern kerbline of Main Street,

(b) west side, between a points 15 (terminal point of existing 'No Waiting at any time' restrictions) and 25 metres south of the projected southern kerbline of Main Street,

3. Introducing 'No Waiting at any time' restrictions in Mitchell Way, Clifton Without, on its south side and eastern turning area, from the eastern kerbline of Broadstone Way east for 121 metres.

4. Introducing 'No Waiting at any time' restrictions in Fulford as follows:

(a) Connaught Court, on its:

(i) east side, from the projected northern property boundary line of No. 4 Connaught Court south for the remainder of its length,

(ii) west side, from the projected northern property boundary line of No. 4 Connaught Court south to a point 19 metres south of the southern kerbline Connaught Court Residential Care Home.

(b) Connaught Gardens, on both sides, between the projected western kerbline Connaught Court and a point 10 metres west.

5. Introducing 'No Waiting at any time' restrictions in The Village, Haxby, on its south west side, between points 15 metres (terminal Point of existing 'No Waiting at any time' restrictions) and 58 metres From the projected north western boundary line of the service road between No.'s 83 and 85.

6. Introducing 'No Waiting at any time' restrictions in Whenby Grove, Huntington on its north side, between the projected western property boundary line of No. 33 Whenby Grove and 37 Whenby Grove.

7. Introducing 'No Waiting at any time' restrictions in Nether Poppleton, as follows:

(a) Ebor Way, on both sides, from the projected south western kerbline of Millfield Lane and a point 35 metres south west,

(b) Millfield Lane on its south west side, between points 15 metres north west and 15 metres south east from the projected centreline of Ebor Way,

8. Introducing 'No Waiting at any time' restrictions in Osbaldwick, as follows:

(a) Murton Way, on its:

(i) north side, between a point 46 metres west and 130 metres east from the projected western kerbline of Osbaldwick Link Road,

(ii) south side, between a point 46 metres west and 154 metres east from the projected western kerbline of Osbaldwick Link Road,

(b) Outgang Lane, on its:

(i) east side, from the projected northern kerbline of Murton Way north for 87 metres,

(ii) west side, from the projected northern kerbline of Murton Way north for 52 metres;

9. Introducing 'No Waiting at any time' restrictions in Wigginton, as follows:

(a) Kirkcroft, on its:

(i) east side, between points 15 metres north and 15 metres south from the projected centreline of Minster Close,

(ii) west side, between points 15 metres north and 15 metres south from the projected centreline of Minster View

(b) Minster Close, on both sides, from the projected eastern kerbline of Kirkcroft east for 15 metres,

(c) Minster View, on both sides, from the projected western kerbline of Kirkcroft west for 15 metres,

10. Introducing 'No Waiting from 8am-9am and 3pm-4pm Monday to Friday' restrictions in Darnbrook Walk, on its:

(a) north side, from a point 27 metres east from the projected eastern kerbline of Penyghent Avenue east for the remainder of its length,

(b) south side, from a point 35 metres east from the projected eastern kerbline of Penyghent Avenue east for the remainder of its length,

11. Introducing 'No Waiting from 8am-4pm Monday to Friday' restrictions in Farndale Street, York, on its south side, between the projected western property boundary line of No. 9 Farndale Street and a point 7 metres west from the projected eastern kerbline of Rosedale Street (terminal point of existing 'No Waiting 8am-6pm Monday to Friday' restrictions).

12. Introducing 'No Waiting from 8am-6pm' restrictions in Nunthorpe Road, York, on its north east side, Between

points 59 metres and 72 metres north west from the centreline of Price Street, thereby revoking the existing residents' parking bays from within those lengths.

13. Extension of existing 24-hour Monday-Sunday Residents Parking Places, providing unlimited parking for all classes of R16 permit holders and a limited parking period for none permit holders of 10 minutes with 60 minutes 'No Return' period, in Nunthorpe Road, York, on its north east side, between points 37 metres and 54 metres (terminal point of existing Resident's Parking Place) north west from the centreline of Price Street.

14. Introducing a Disabled Person's (Blue Badge) Parking Place on the north side of York Road (Acomb) service road on the south side of York Road between points 24 metres west and 19 metres east from the projected highway boundary line on the west side of Cross Street between points 12.6 metres west and 0.6 metres east from the projected highway boundary line on the west side of Cross Street, thereby revoking existing 'No Waiting at any time' restrictions from within that length.

15. Formalising existing Disabled Person's (Blue Badge) Parking Place on the north side of Long Close Lane, York between points 1 metre and 7.7 metres west from the projected eastern property boundary line of No 12 Hope Street, thereby revoking the existing residents' priority parking bay restriction from within that length.

16. Revocation of Disabled Person's (Blue Badge) Parking Place in York, as follows:

(a) Sutherland Street, on its north side, from the projected western property boundary line of No. 42 Sutherland Street west for 6 metres,

(b) Alma Terrace, on its south side, between the respective western property boundary lines of 87 and 89 Alma Terrace

17. Amending the eligibility of shared 'Pay & Display Residents Priority' parking provision in Marygate, York, on its:

(a) north west side, between points 8 metres and 35 metres south west from the projected centreline of Hetherton Street,

(b) south east side, between points 42 metres north east and 35 metres south west from the projected centreline of Hetherton Street,

(c) south east side, between points 33 metres and 52 metres south west from the projected centreline of Hetherton Street so that the 'Pay & Display Residents Priority' parking bays are amended to provide Pay & Display Community bays available for all R12 permit holders, thereby revoking the existing eligibility for household permits only,

18. Introducing 'No Waiting from 8am-6pm' restrictions in Shipton Road, York, on its north western side, between the projected north western property boundary line of No. 23 Shipton Road (terminal point of existing 'No Waiting 8am-6pm Monday to Friday' restrictions) and the projected north western property boundary line of No. 26 Shipton Road.

The Order comes into effect on 16th day of November 2024.

A copy of the Order incorporating relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulations Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of making of the Order, make application for that purpose to the High Court.

THE YORK SPEED LIMIT (AMENDMENT) (No 14/17) ORDER 2024 - NOTICE OF MAKING

Notice is hereby given that on the 14th day of November 2024 City of York Council, in exercise of powers under Section 82, 83 and 84 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("The Act") and all of the other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of:

Introducing a 20 miles per hour (mph) speed limit in Front Street, Acomb between the projected highway boundary lines on the south side of York Road, Acomb and eastern side of Green Lane, thereby revoking the existing statutory 30 mph speed limit from within that length. The Order comes into effect on the 16th day of November 2024.

A copy of the (Amendment) Order, statement of reasons for making the provisions contained within it and map showing the lengths of road affected may be inspected at the City of York Council Reception West Offices, Station Rise, York, YO1 6GA during normal business hours. Any person who wishes to question the validity of the Order or of any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulation Act 1984 as amended or that a requirement of any regulations thereunder has not been complied with may, within 6 weeks from the commencement date of the Order, make application for that purpose to the High Court.
