Guildford On-Street Parking Management Review – Amendments To The Parished Areas Within The Borough Of Guildford
NOTICE IS HEREBY GIVEN that on Thursday 14 November 2024 Surrey County Council (“the Council”) have made two Orders under Sections 1, 2, 4, 32, 35 and 36 and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984 (‘the 1984 Act’) the effect of which will be to introduce new at any time waiting restrictions in certain lengths of roads as described below in this Notice and to further amend “The Surrey County Council Various Roads in the Parished Areas within the Borough of Guildford (Consolidation of Waiting Restrictions and Street Parking Places) Order 2004”. The Orders, to be known as, respectively, “The Surrey County Council (Various Roads in the Parished Areas within the Borough of Guildford) (Prohibition of Waiting and Free Street Parking Places) (No. 1) Order 2024” (hereinafter called “the No. 1 Order of 2024”) and “ The Surrey County Council Various Roads in the Parished Areas within the Borough of Guildford (Consolidation of Waiting Restrictions and Street Parking Places) Amendment Order (No. 3) 2024” (hereinafter called “the No. 2 Order of 2024”) will make the changes as described below. The general purpose and effect of the No. 1 Order of 2004 will be to:
(a) introduce No Waiting At Any Time waiting restrictions,
(b) introduce a Limited Waiting 20 Minutes No Return Within 1 Hour free on-street parking place operating between 8 a.m. and 8 p.m. on any day of the week,
(c) convert an existing disabled persons’ (Blue Badge Holders) only free on-street parking place to No Waiting at any time restrictions (double yellow lines),
(d) provide that in the lengths of roads referred to in paragraphs (a) and (c) above that, in respect to the at any time waiting restrictions, the usual exemptions for loading and unloading vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining those lengths of sides of roads and the services in them and for disabled persons’ vehicles in accordance with the “Blue Badge” Scheme will apply,
(e) In respect to paragraph (b) above, disabled persons Blue Badge holders may wait in that free on-street parking place free of charge and without time limit, and
(f) In respect to paragraph (b) above, any vehicle may wait in that free on-street parking place for the purposes of boarding and alighting (for a period not exceeding two minutes), or for the purposes of loading/ unloading goods (for a period not exceeding twenty minutes), etc,
The general purpose and effect of the No. 2 Order of 2024 will be to make certain drafting amendments to “The Surrey County Council Various Roads in the Parished Areas within the Borough of Guildford (Consolidation of Waiting Restrictions and Street Parking Places) Order 2004”. (“the Order of 2004”) (as subsequently amended) which will not affect any of the measures introduced by the Order of 2004 (as subsequently amended) to take account of certain changes made by the Government to certain legal definitions contained within national legislation additionally, to take account of the change referred to in paragraph (c) above of this Notice. These changes will not affect any of the existing parking controls introduced and enforced by the Order of 2004 as subsequently amended in any way whatsoever, except as stated above in this Notice.

King’s Road, Shalford (Various lengths on the North side from 50m to 100m East of its junction with Station Road).
Lower Street, Shere (On the South side from 30m to 70m west of its junction with Middle Street).
Middle Street, Shere (Various lengths both sides from 15m north of its junction with Lower Street to 35m South of its junction with Upper Street)
Oakdene Road (On the East side from 10m North of its junction with Oakdene Place to 10m South thereof).
Poplar Road, Shalford (Both sides from 15m to 45m East of its junction with Horsham Road).
Prospect Road, Ash (Various lengths on both sides from 15m north-west of its junction with Wharf Road to 32m north of its junction with Richards Close).
Shere Lane, Shere (Various lengths both sides from 60m north-east of its junction with Pilgrims Way to The Square).
The Square, Shere (Various lengths both sides from its junction with Middle Street to 10m East thereof including all sides of the inner island at that junction)
Upper Street, Shere (Various lengths on the South side from 15m west of its junction with Middle Street to Chantry Lane).
INTRODUCE LIMITED WAITING 20 MINS NO RETURN WITHIN ONE HOUR 8AM-8PM PARKING PLACE
Middle Street, Shere (On the East side from 10m to 24m south of its junction with Gomshall Lane).
COVERT EXISITING BLUE BADGE HOLDERS ONLY PARKING PLACE TO NO WAITING AT ANY TIME DOUBLE YELLOW LINES
Middle Street, Shere (On the East side from 34m to 41m south of its junction with Gomshall Lane).

A copy of the Made Orders, which will both come into operation on Monday 18 November 2024, together with nine plans showing the precise details of the controls to be introduced, a Statement of the Council’s Reasons for Making the Orders, and the Order of 2004 (and the Orders which have previously amended that Order) (and the plans which accompany all of those sealed Orders), may be inspected, free of charge for a period of six weeks from Friday 15 November 2024 –
(a) at Guildford Library, 77 North Street, Guildford, Surrey, GU1 4AL on Mondays, Wednesdays and Fridays between 9.30 a.m. and 5.30 p.m., on Tuesdays and Thursdays between 9.30 a.m. and 7 p.m. and on Saturdays between 9.30 a.m. and 5 p.m.; or
(b) at Ash Library, Ash Street, Ash (Near Aldershot), Surrey, GU12 6LF on Mondays between 2 p.m. and 5 p.m., on Tuesdays, Thursdays and Fridays between 10 a.m. and 1 p.m. and 2 p.m. and 5 p.m. and on Saturdays between 10 a.m. and 4 p.m.
(c) at Bramley Community Library, High Street, Bramley, Surrey, GU5 0HG on Tuesdays, Thursdays and Fridays from 10 a.m. to 1 p.m. and from 2 p.m. to 5 p.m. and on Wednesdays and Saturdays from 10 a.m. to 12.30 p.m.
(d) at the Main Reception, Guildford Borough Council Offices, Millmead House, Millmead, Guildford, Surrey, GU2 4BB during normal office hours on Mondays to Fridays inclusive; or
(e) by prior arrangement and appointment only at Guildford Borough Council’s Parking Office situated at Bedford Road Multi-storey Car Park (Level 2), Laundry Road, Guildford, Surrey, GU1 4PX (Telephone No.
(01483) 505050 or Email: Parking@guildford.gov.uk) during normal office hours on Mondays to Fridays inclusive; or
(f) by prior arrangement by telephoning or emailing the County Council’s Merrow Complex, situated at Merrow Lane, Merrow, Guildford, Surrey, GU4 7BQ (Telephone No. 0300 200 1003 or Email: highways@surreycc.gov.uk) between 9 a.m. and 5 p.m. on Mondays to Thursdays inclusive and 9 a.m. and 4.30 p.m. on Fridays.
(NOTE – The above-mentioned Order of 2004 and all the previously amending Orders and accompanying plans can only be inspected by following the arrangements described in sub-paragraph (f) above).
If you wish to question the validity of either of those Orders or of any provision contained in either of those Orders on the grounds that it is not within the powers conferred by the 1984 Act, or on the grounds that any requirement of the 1984 Act or of any Instrument made under it has not been complied with in relation to either of the Orders, you may, within six weeks from Thursday 14 November 2024, apply to the High Court for this purpose.
