MAE GWENDIDOGION CYMRU yn bwriadu gwneud Gorchymyn o dan adran 14 o Ddeddf Rheoleiddio Traffig Ffyrdd 1984, heb ymhen dim lai na 7 niwrnod o ddyddiad yr Hysbysiad hwn, sy'n angenrheidiol er mwyn diogelu'r cyhoedd sy'n teithio hyd nes y ceir gorchymyn traffig parhaol ei gyflwyno ar y Ffordd Fynediad Gwaith Dur yr A4810 (Queen’s Way), Llan-wern yn Ninas Casnewydd.

Effaith y Gorchymyn arfaethedig fydd:

i) gosod terfyn cyflymder o 30 mya ar hyd y darn o’r ffordd fynediad a bennir yn Atodlen 1 i’r hysbysiad hwn;

ii) gosod terfyn cyflymder o 40 mya ar hyd y darnau o’r ffordd fynediad a bennir yn Atodlen 2 i’r hysbysiad hwn;

iii) gosod terfyn cyflymder o 50 mya ar hyd y darnau o’r ffordd fynediad a bennir yn Atodlen 3 i’r hysbysiad hwn; a

iv) creu clirffordd yn y darn hwnnw o’r ffordd fynediad a bennir yn Atodlen 4 i’r Hysbysiad hwn.

Bydd y gwaharddiadau a'r cyfyngiadau dros dro, y bydd arwyddion priodol yn eu dynodi fel y bo’n lle, yn dod i rym am 00:01 o’r gloch ar 16 Rhagfyr 2024 ac a bydd yn parhau mewn grym am gyfnod o 18 mis ar y mwyaf neu hyd nes y bydd gorchymyn traffig parhaol mewn grym.

Terfyn Cyflymder 30 MYA

Y darn hwnnw o’r ffordd fynediad sy’n dechrau o ochr orllewinol cylchfan Cloc Mecanyddol Casnewydd hyd at bwynt 206 o fetrau i’r dwyrain o ganolbwynt cyffordd Glan Llyn a reolir gan signalau.

Terfyn Cyflymder 40 MYA

Y darn hwnnw o gerbydffordd tua’r dwyrain y ffordd fynediad sy’n ymestyn o bwynt 206 o fetrau i’r dwyrain o ganolbwynt cyffordd Glan Llyn a reolir gan signalau hyd at 41 o fetrau i’r dwyrain o ganolbwynt cyffordd Newport Galvanisers a reolir gan signalau.

Y darn hwnnw o gerbydffordd tua’r gorllewin y ffordd fynediad sy’n ymestyn o bwynt 173 o fetrau i’r dwyrain o ganolbwynt ffordd fynediad ymyl Air Products hyd at bwynt 206 o fetrau i’r dwyrain o ganolbwynt cyffordd Glan Llyn a reolir gan signalau.

ATODLEN 3

Terfyn Cyflymder 50 MYA

Y darn hwnnw o gerbydffordd tua’r dwyrain y ffordd fynediad sy’n ymestyn o bwynt 41 o fetrau i’r dwyrain o ganolbwynt cyffordd Newport Galvanisers a reolir gan signalau hyd at bwynt 50 metr i’r gorllewin o ganolbwynt Cyffordd North Row.

Y darn hwnnw o gerbydffordd tua’r gorllewin y ffordd fynediad sy’n ymestyn o bwynt 50 metr i’r gorllewin o Gyffordd North Row hyd at bwynt 173 o fetrau i’r dwyrain o ganolbwynt ffordd fynediad Air Products.

ATODLEN 4

Clirffordd

Y darn hwnnw o’r ffordd fynediad sy’n ymestyn o ochr orllewinol cylchfan Cloc Mecanyddol Casnewydd hyd at bwynt 50 metr i’r gorllewin o Gyffordd North Row, cyfanswm pellter o 5 cilometr.

THE A4810 STEELWORKS ACCESS ROAD (QUEEN'S WAY), (LLANWERN, NEWPORT) (TEMPORARY SPEED LIMITS AND CLEARWAY) ORDER 202-

THE WELSH MINISTERS propose, in not less than 7 days from the date of this Notice, to make an Order under section 14 of the Road Traffic Regulation Act 1984 which is necessary to ensure the safety of the travelling public until a permanent traffic order is introduced on the A4810 Steelworks Access Road (Queen’s Way), Llanwern in the City of Newport.

The effect of the proposed Order will be to:

i) impose a 30 mph speed limit along the length of the access road specified in Schedule 1 to this Notice;

ii) impose a 40 mph speed limit along the lengths of the access road specified in Schedule 2 to this Notice;

iii) impose a 50 mph speed limit along the lengths of the access road specified in Schedule 3 to this Notice; and

iv) create a clearway in that length of the access road specified in Schedule 4 to this Notice.

The temporary prohibition and restrictions, the extent of which will be signed accordingly, are expected to come into force at 00:01 hours on 16 December 2024 and remain in force for a maximum duration of 18 months or until a permanent traffic order is in force.

Lengths of the Steelworks Access Road (Queen’s Way), Llanwern, Newport

SCHEDULE 1

30 MPH Speed Limit

That length of the access road that commences from the western side of the Newport Mechanical Clock roundabout to a point 206 metres east of the centre of the Glan Llyn signal controlled junction.

SCHEDULE 2

40 MPH Speed Limit

That length of the eastbound carriageway of the access road that commences from a point 206 metres east of the centre of the Glan Llyn signal controlled junction to a point 41 metres east of the centre of the Newport Galvanisers signal controlled junction.

That length of the westbound carriageway of the access road that commences from a point 173 metres east of the centre of the Air Products side road access to a point 206 metres east of the centre of the Glan Llyn signal controlled junction.

SCHEDULE 3

50 MPH Speed Limit

That length of the eastbound carriageway of the access road that commences from a point 41 metres east of the centre of the Newport Galvanisers signal controlled junction to a point 50 metres west of the centre of the North Row Junction.

That length of the westbound carriageway of the access road that commences from a point 50 metres west of the North Row Junction to a point 173 metres east of the centre of the Air Products side road access.

SCHEDULE 4

Clearway

That length of the access road that commences from the western side of the Newport Mechanical Clock roundabout to a point 50 metres west of the North Row Junction, a total distance of 5 kilometres.
