PRESCRIBED ROUTES AND SPEED RESRICTIONS TRAFFIC ORDER 2025 THE GLA ROADS AND GLA SIDE ROADS (SILVERTOWN TUNNEL AND SILVERTOWN TUNNEL APPROACHES, LONDON BOROUGH OF NEWHAM AND ROYAL BOROUGH OF GREENWICH) PRESCRIBED ROUTES AND BANNED TURNS TRAFFIC ORDER 2025 THE GLA ROADS AND GLA SIDE ROADS (LONDON BOROUGHS OF TOWER HAMLETS AND NEWHAM & ROYAL BOROUGH OF GREENWICH) (SILVERTOWN TUNNEL SPEED LIMITS) ORDER 2025 THE GLA ROAD (SILVERTOWN TUNNEL, LONDON BOROUGH OF NEWHAM AND ROYAL

BOROUGH OF GREENWICH) HEIGHT RESTRICTION TRAFFIC ORDER 2025 THE GLA ROADS AND GLA SIDE ROADS (SILVERTOWN TUNNEL AND SILVERTOWN TUNNEL APPROACHES, LONDON BOROUGH OF NEWHAM AND ROYAL BOROUGH OF GREENWICH) (PROHIBITION OF PEDESTRIANS, PEDAL CYCLES, HORSES AND HORSE DRAWN VEHICLES) ORDER 2025

1. Transport for London, hereby gives notice that it intends to make the above named Orders under sections 6, 7, 83 and 84 of the Road Traffic Regulation Act 1984.

2. The general nature and effect of the Orders would be to:-

(1) introduce Red Route controls and Double Red Lines (No Stopping at Any Time) on Leamouth Road, Leamouth Circus Roundabout and Tidal Basin Roundabout, including the link road connecting Lower Lea Crossing with 5ilvertown Tunnel Northern Approach Southbound across the middle of Tidal Basin Roundabout;

(2) introduce Red Route Clearway controls on Lower Lea Crossing, Orchard Place On-Slip Road, Orchard Place Off-Slip Road, Silver-town Way Off-Slip (Dedicated Left Turn), Silvertown Tunnel Northern Approach Northbound, Silvertown Tunnel Northern Approach Southbound, Silvertown Tunnel Northbound, Silvertown Tunnel Southbound, Silvertown Tunnel Southern Approach Northbound, Silvertown Tunnel Southern Approach Southbound and Pavilion Lane (including the slip roads to and from Millenium Way);

(3) introduce a Priority Lane on:

a) Silvertown Tunnel southbound between its junctions with Silvertown Tunnel Northern Approach and Silvertown Tunnel Southern Approach, (Length of 1455 metres) operating At Any Time, permitting Buses, Dial-a-Ride Buses, Taxis, and Goods Vehicles which the maximum gross weight exceeds 7.5 tonnes;

b) Silvertown Tunnel northbound between its junctions with Silvertown Tunnel Southern Approach and Silvertown Tunnel Northern Approach, (Length of 1418 metres) operating At Any Time, permitting Buses, Dial-a-Ride Buses, Taxis, and Goods Vehicles which the maximum gross weight exceeds 7.5 tonnes;

(4) introduce a bus only route on Pavilion Lane southbound between its junctions with Blackwall Tunnel Southern Approach southbound and Silvertown Tunnel Southern Approach northbound, including the off-slip and the on-slip to and from Millenium Way, (Length of 215m) operating At Any Time, permitting Buses, Dial-a-Ride Buses;

(5) impose a speed limit of 30 MPH speed limit on Silvertown Tunnel Southern Approach, the Silvertown Tunnel, Silvertown Tunnel Northern Approach, Silvertown Way Off-Slip (Dedicated Left Turn lane). Tidal Basin Roundabout Lower Lea Crossing, Leamouth Circus Roundabout, Leamouth Road and Pavilion Lane;

(6) introduce a Height Restriction of 5.03 metres through both bores of the Silvertown Tunnel;

(7) prohibit all vehicles from:

a) entering or proceeding on Pavilion Lane between its junctions with Blackwall Tunnel Southern Approach southbound and Silvertown Tunnel Southern Approach Northbound in any direction other than southbound;

b) turning right from Pavilion Lane at its junction with Silvertown Tunnel Southern Approach northbound;

c) entering or proceeding on the link road connecting Lower Lea Crossing with Silvertown Tunnel Northern Approach Southbound across the middle of Tidal Basin Roundabout in any direction other than south-eastbound;

d) turning right from Tidal Basin Roundabout south-westbound into the link road connecting Lower Lea Crossing with Silvertown Tunnel Northern Approach Southbound across the middle of Tidal Basin Roundabout;

e) proceeding in any direction than ahead only from lanes 2 and 3 of Lower Lea Crossing into the link road connecting Lower Lea Crossing with Silvertown Tunnel Northern Approach Southbound across the middle of Tidal Basin Roundabout;

f) turning right from Tidal Basin Roundabout north-eastbound into the link road connecting Lower Lea Crossing with Silvertown Tunnel Northern Approach Southbound across the middle of Tidal Basin Roundabout;

g) proceeding in any direction than ahead only from the link road connecting Lower Lea Crossing with Silvertown Tunnel Northern Approach Southbound across the middle of Tidal Basin Roundabout into Silvertown Tunnel Northern Approach Southbound;

h) proceeding in any direction than ahead only from Tidal Basin Roundabout south-eastbound at its junction with Silvertown Tunnel Northern Approach.

(8) prohibit vehicles from entering or proceeding in the Silvertown Tunnels and the approach roads to those tunnels, suspend the priority lanes and impose a 20 MPH speed restriction at such times and to such extent as may be necessary for reasons of (amongst other things) maintenance, inspection or, repair works, road traffic accidents, vehicle breakdowns or spillages in the Tunnels and their approach roads. The extent of the prohibitions and the times when they apply shall be as indicated by the placing of the appropriate traffic signs. The prohibitions would not apply to any vehicle or pedestrian engaged in works for the cleansing, maintenance, repair, improvement or reconstruction of the roads;

(9) prohibit pedestrians, pedal cycles, horses and horse drawn vehicles from Silvertown Tunnel Southern Approach, The Silvertown Tunnels, Silvertown Tunnel Northern Approach and Pavilion Lane,

3. The roads which would be affected by the Orders are the A1026 Silvertown Tunnel Southern Approach, The Silvertown Tunnels, The Silvertown Tunnel Northern Approach, Silvertown Way Off-Slip (Dedicated Left Turn), Tidal Basin Roundabout Lower Lea Crossing, Leamouth Circus Roundabout Leamouth Road and Pavilion Lane and approach roads in the London Boroughs of Tower Hamlets and Newham and the Royal Borough of Greenwich.

4. A copy of the Orders, a statement of Transport for London's reasons for the proposals, a map indicating the location and effect of the Orders and copies of any Orders revoked, suspended or varied by the Orders can be inspected by visiting our website at https://haveyoursay.tfl.gov.uk/tro and selecting the relevant borough and reference the Traffic Order relates to or by appointment during normal office hours at our office at the address below. 5. All objections and other representations to the proposed Orders must be made in writing and must specify the grounds on which they are made. Objections and representations must be sent to Transport for London, Streets Traffic Order Team, Palestra, 197 Blackfriars Road, London, SE1 8NJ or by emailing trafficordersection@tfl.gov.uk quoting reference NMR/REGULATION/STOT/BS/TRO, GL/y2025/0004-0014?, to arrive before 6th December 2024. Please note due to hybrid working access to post is restricted and requests for documents and confirmation of your objections or representations may be delayed. Objections and other representations may be communicated to other persons who may be affected.
