What is happening?

THE BOROUGH OF LUTON (PROHIBITION AND RESTRICTION OF WAITING AND LOADING) (CONSOLIDATION) (AMENDMENT NO.**) ORDER 2024. THE BOROUGH OF LUTON (STREET PARKING PLACES) (CONSOLIDATION) (AMENDMENT NO.**) ORDER 2024. THE BOROUGH OF LUTON (CONTROLLED PARKING AREAS) (CONSOLIDATION) (AMENDMENT NO.**) ORDER 2024.

NOTICE is hereby given that Luton Borough Council, the Highway Authority for the said Borough, intends to make the above Orders under the relevant provisions of the Road Traffic Regulation Act 1984 (as amended).

The general effect of the Orders will be to:
1. Include Baker Street (from its junction with Strathmore Avenue to a point outside property No.76 Baker Street), May Street and Cambridge Street (from its junction with New Town Street to its junction with Baker Street) into the Controlled Parking Zone (PT), the controlled parking zone on these three roads will operate between 8am and 6pm on Monday to Saturday inclusive.
2. Introduce various lengths of No Waiting at Any Time restrictions on Abbots Wood Road, Alton Road, Baker Street, Cambridge Street, Cherry Tree Close, Cowper Street, Cutenhoe Road, Hart Lane, Kenneth Road, May Street, New Town Street, Park Street, Seymour Avenue, Seymour Road, Strathmore Avenue, Tower Way.
3. Introduce a Controlled Parking Zone to be called Luton Hoo (LH) which would operate between 10am and 12pm on Monday to Friday inclusive, and would include Alton Road, Cutenhoe Road, Park Street (from its junction with Seymour Road to the entrance of Luton Hoo), Seymour Avenue, Seymour Road.
4. Introduce Controlled Parking Zone (LH) resident permit holder only parking on Cutenhoe Road that would operate during the Controlled Parking Zone (LH) hours. Resident permit holder parking on Cutenhoe Road will not be marked out on street but would instead be indicated by signage that will be erected detailing the restrictions at entrance points to the road.
5. Introduce shared-use (Controlled Parking Zone (LH) / Pay & Display) parking places that would operate during the Controlled Parking Zone (LH) hours in certain lengths of Alton Road, Park Street (from its junction with Seymour Road to the entrance of Luton Hoo), Seymour Avenue, Seymour Road. Shared-use parking bays will be marked out on street at appropriate locations with No Waiting 10am to 12pm Monday to Friday restriction marked out between the shared-use parking bays.
6. Include Cherry Tree Close, Hart Lane, Kenneth Road into the Controlled Parking Zone (CA), the controlled parking zone on these three roads will operate between 8am and 6pm on Monday to Saturday inclusive.
7. On Hitchin Road remove various lengths of waiting restrictions and introduce in their place limited waiting parking bays in operation Monday to Saturday 8am to 6pm, maximum stay 30 minutes with no return within 1 hour.
8. On Hitchin Road remove a length of limited waiting parking bay and introduce in its place a loading bay maximum stay 30 minutes with no return within 1 hour.

If you wish to object to the proposed Orders you should write to me at the address below, or email highways@luton.gov.uk setting out the grounds of your objection by no later than 5th December 2024 quoting reference HW/TRO/PS042/ PS043/P2228
