What is happening?

THE SURREY COUNTY COUNCIL

Upper Halliford By-Pass (A244) Shepperton Temporary Traffic Management Order 2024

On 13 November 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles: – (a) that are travelling in a northerly direction along Upper Halliford By-Pass (A244) Shepperton from turning left into (D6263) Charlton Lane; and (b) from entering or proceeding in the entire length of the dedicated left turn lane on Upper Halliford By-Pass (A244) Shepperton at its junction with (D6263) Charlton Lane. Alternative Route – Upper Halliford By-Pass Northbound; Roundabout; Upper Halliiford By-Pass Southbound; and Right turn onto Charlton Lane. This Order, which will commence on 25 November 2024 for a period of 12 months is required because works are being or are proposed to be executed on or near the said roads, to be carried out by or on behalf of Marjen Ltd and/or Walden Telecoms, including but not limited to: excavation for mobile telecoms installation works and/or any other associated works. These works are anticipated to be carried out in two phases. Phase 1 commencing on 25 November 2024 for 5 days and phase 2 commencing on 16 December 2024 for 5 days.

All works are anticipated to be carried out between the hours of 10am and 4pm. Advanced warning signs will be displayed, and the temporary prohibitions will only operate when the relevant traffic signs are displayed. Access for pedestrians, and dismounted cyclists will be maintained at all. Due to the nature of the works, there will be no vehicular access through the closure areas specified in part (b) to this Notice and all vehicular traffic will be required to use the signed diversion routes. No sole access will be affected.

Applegarth Avenue (D4000) Guildford Temporary Prohibition of Traffic Order 2024

On 13 November 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Applegarth Avenue (D4000) Guildford as extends from a point in line with the common property boundary line between No. 87 and No. 89 Applegarth Avenue to a point in line with the common property boundary line between No. 91 and No. 93 Applegarth Avenue. Alternative Route – Applegarth Avenue. The Order is required to allow new mains water connection works and/or any other associated works to be carried out by, or on behalf of Affinity Water within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over four days between the hours of 8am and 6pm within the 12-month period of operation of the Temporary Order that commences on 19 November 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times. Due to the nature of the works, there will be no access through the closure area and all traffic including residents and the emergency services will be required to use the signed diversion route. No sole access will be affected.

D6815 Claygate Lane, Thames Ditton Temporary Prohibition of Traffic Order 2024

On 13 November 2024 Surrey County Council made the above mentioned Temporary Order under Section 14(1) and (7) of the Road Traffic Regulation Act 1984, the effect of which will be to: a) Prohibit vehicles from entering or proceeding in that length of D6815 Claygate Lane, Thames Ditton that extends from its junction with A307 Portsmouth Road, to its junction with D6815 Brooklands Road. b) Suspend “The Urban District of Esher (Claygate Lane, Thames Ditton)(Prescribed Route)Order 1972” in its entirety. This Order is required to enable Network Rail/Nationwide Engineering to carry out rail works and/or inspections and/or maintenance. These works are anticipated to be carried out between the hours of 10pm and 6am, within 5 nights of the 12 month period of operation of this Temporary Order that commences on 25 November 2024.

Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency services will be maintained at all times. Pedestrian access to affected properties will be maintained at all times. Access for residents, businesses, pedestrians, cyclists and equestrians will be maintained at all times to the point of works via the alternative route: – Brooklands Road, Portsmouth Road and Claygate Lane. Under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period.

D4015 High Street and A3100 High Street, Guildford Temporary Prohibition of Traffic Order 2024

On 13 November 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit all traffic (including pedestrians and cyclists) from entering or proceeding in: – a) That length of D4015 High Street, Guildford, including the footway, that extends from the south-eastern property boundary of “No.169 High Street”, to its junction with A3100 High Street. b) That length of A3100 High Street, Guildford, including the footway, that extends from its junction with D4015 High Street, to the south-eastern property boundary of “No.183 High Street”. This Traffic Order is required to enable Surrey County Council to carry out signal works and/or maintenance and/or highway works. These works are anticipated to be carried out between the hours of 7pm and 5am, within 2 weeks of the 18 month period of operation of this Temporary Order that commences on 18 November 2024.

Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and, dismounted cyclists and equestrians will be maintained at all times under direction of site operatives and/or by signs. Access for emergency services, residents and businesses will be maintained at all times via the alternative route: – southbound via Millbrook, Quarry Street, Shalford Road, The Street, Horsham Road, to the roundabout junction with Kings Road, to return northbound via Horsham Road, The Street, Shalford Road, Quarry Street, Millbrook, Onslow Street, Farnham Road, Bridge Street, Onslow Street, York Road, London Road and Guildford High Street. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner.

The Street (C43) Effingham Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of The Street (C43) Effingham as extends from its junction with (D266) Crossway to its junction with (D266) Chapel Hill. Alternative Route – The Street; Lower Road; The Lorne; Hawkwood Rise; A246 Guildford Road; and The Street. The Order is required to allow telegraph pole installation and/or telegraph pole replacement works and/or any other associated works to be carried out by, or on behalf of BT Openreach within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over two days between the hours of 9am and 5pm within the 12-month period of operation of the Temporary Order that commences on 09 December 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for residents, the emergency services, pedestrians and dismounted cyclists will be maintained at all times. All other through traffic will be required to use the signed diversion route.

Weystone Road (D3093) Addlestone Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Weystone Road (D3093) Addlestone which extends from its junction with Admiral Stirling Court Access Road (X3093) to its junction with Addlestone Road (C229). Alternative Route – Clockwise: Weystone Road (D3093), Weybridge Road (A317), Balfour Road (A317), Church Street (B374), Bridge Road (C229), Addlestone Road (C229) and Weystone Road (D3093). Anti-clockwise: Weystone Road (D3093), Addlestone Road (C229), Bridge Road (C229), Old Wharf Way (D3877), Weybridge Road (A317) and Weystone Road (D3093).

This Order is required to allow Surrey County Council to carry out bridge works, which is anticipated to be completed within 2 weeks, during the 18 month period of operation of this Order which will commence on 04 December 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. The Council are satisfied that, in accordance with Section 3(2) of the Act, vehicular access to and from premises within the length of road in specified above, or accessible only therefrom may be restricted in order to avoid danger to persons or other traffic using the road or for preventing such danger from arising and/or preventing damage to the road. Access for pedestrians and cyclists will be maintained at all times. All vehicular traffic will be required to use the signed diversion route including emergency vehicles and residents.

Trumps Green Road (C10) Virginia Water Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Trumps Green Road (C10) Virginia Water which extends from its junction with Chobham Lane (C10) to its junction with Corrie Gardens (D3178).

Alternative Route – Trumps Green Road (C10), Wellington Avenue (D3198),    Christchurch Road (B389), Sandhills Lane (B389), Green Road (B389), Lyne Lane (C126), Lyne Crossing Road (C127), Hardwick Lane (C127), Holloway Hill (B386), Longcross Road (B386) and Kitsmead Lane (D3017) or the same route in reverse.

This Order is required to allow BT Openreach to carry out telecom works, which is anticipated to be completed within 1 day, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 08 December 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route.

Portsmouth Road (A307) Esher Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Portsmouth Road (A307) Esher that is crossed under the railway bridge known as “Portsmouth Road” (BML2/53) and for a distance of 100 metres either side.

Alternative Route: (a) (A309) Hampton Court Way, (A309) Hampton Court Bridge, (A308) Hampton Court Road, (A308) Kingston Bridge, (A308) Horse Fair, (A308) Wood Street, (A308) Kingsgate Road, (A308) Sopwith Way, (A307) Richmond Road, (A308) Cromwell Road, (A307) Queen Elizabeth Road, (A308) Fairfield North, (A307) Wheatfield Way, (A307) Kingston Hall Road, (A307) High Street, and (A307) Portsmouth Road; (b) (A307) Portsmouth Road, (A307) High Street, (A307) Kingston Hall Road, (A307) Wheatfield Way, (A307) Clarence Street, (A307) Wood Street, (A308) Horse Fair, (A308) Kingston Bridge, (A308) Hampton Court Road, and (A309) Hampton Court Way. This Order is required to facilitate replacement of missing/damaged chevrons as well as replacement of defective bridge information plates for, or on behalf of Network Rail. These works are anticipated to be carried out over 1 night, between the hours of 11pm and 6am, during the 18-month period of operation of this Temporary Order that commences on 09 December 2024.

Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for residents, pedestrians and dismounted cyclists will be maintained at all times. All other traffic, including the emergency services will be required to use the signed diversion route.

Hoe Lane (D230) Abinger Hammer Temporary Prohibition of Traffic Order (No.2) 2024

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Hoe Lane (D230) Abinger Hammer as extends from its junction with the access to the property known as “Mayfield” to its junction with the access to the property known as “Oakwood”. Alternative Route: Hoe Lane, (B2126) Horsham Road, (B2126) Miles Hill, (B2126) Holmbury Lane, (B2127) Ockley Road, Shere Road, Pitch Hill, Lawbrook Lane, Walking Bottom, Peaslake Road, Pursers Lane, and Hoe Lane, or this route in reverse. This Order is required to facilitate new electrical connection works for, or on behalf of UKPN. These works are anticipated to be carried out over 5 days, between the hours of 8am and 5pm, during the 12-month period of operation of this Temporary Order that commences on 09 December 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.

Town Tree Road (B378), Convent Road (B378), and Service Road Fronting 2 to 14 Convent Road (D3262) Ashford Temporary Prohibition of Traffic Management Order 2024

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to temporarily; (a) prohibit vehicles from entering or proceeding in that length of the eastbound carriageway of Town Tree Road (B378) Ashford as extends from its junction with (B377) Feltham Road to its junction with (B378) Convent Road; (b) that length of the northbound carriageway of Convent Road (B378) Ashford as extends from the eastbound carriageway of (B378) Town Tree Road to its junction at the roundabout with (B377) Feltham Road; (c) the entire length of the Service Road Fronting 2 to 14 Convent Road (D3262) Ashford; (d) prohibit vehicles from waiting, loading and unloading at any time on the eastbound carriageway of Town Tree Road (B378) Ashford as extends from its junction with the Service Road Fronting 2 to 14 Town Tree Road to its junction with (B378) Convent Road. Alternative Route: (1) (B377) Feltham Road, and (B378) Town Tree Road; (2) (B378) Convent Road, (B377) Feltham Road, and (B378) Town Tree Road. This Order is required to facilitate telecom maintenance/repair works for, or on behalf of Chevron TM. These works are anticipated to be carried out over 1 night, between the hours of 7pm and 5am, during the 12-month period of operation of this Order which will commence on 11 December 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. For sub-paragraph (a) (b) and (c) above: Access for emergency service vehicles, will be maintained at all times, as will access for pedestrians and dismounted cyclists It will not be possible to maintain access through the closure for residents and businesses and all vehicular traffic will be required to use the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising. For sub-paragraphs (d) above: Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction).

B377 Ashford Road and B377 The Broadway, Laleham Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads as specified and described in the Schedule to this Notice. This Order is required to enable Surrey County Council to facilitate carriageway surfacing and/or major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 1 December 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route.

Alternative Route 1 – B377 Kingston Road, A308 Staines Road West, A244 Windmill Road, A244 Upper Halliford Road, A244 Upper Halliford By-Pass, A244 Gaston Bridge Road, B3366 Green Lane, B376 Laleham Road, B376 Shepperton Road and B376 The Broadway or vice versa. Alternative Route 2 – C248 Kingston Road, C240 Woodthorpe Road, A308 Staines By-Pass and B377 Kingston Road or vice versa.

Schedule
1. the entire length of B377 Ashford Road, Laleham;
2. that length of B377 The Broadway, Laleham which extends from the northeastern property boundary of “Red Cottage” to the south-western property boundary of “Red Cottage”.

D194 Alderbrook Road, Cranleigh Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of D194 Alderbrook Road, Cranleigh. This Order is required to enable Surrey County Council to facilitate carriageway patching and/or major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 4 December 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. Notice of Making of Orders Highways Act 1980
Bridleway No. 152 (Shere) Public Path Diversion Order 2024

The above Order, made on 24th September 2024 under section 119A of the Highways Act 1980 will if confirmed, divert Bridleway No. 152 (Shere) currently running from O.S. Grid Ref 506746 146794 in an easterly direction for 118 metres to Grid Ref 506863 146816 then in a south easterly direction for 102 metres to Grid Ref 506958 146775, then continuing in a south easterly direction for 30 metres to Grid Ref 506981 146763, total distance 250 metres, to a line running from Grid Ref 506746 146794 in a north easterly direction for 86 metres to Grid Ref 506812 146850 then in an east north easterly direction for 190 metres to Grid Ref 507000 146879, then in a south easterly direction for 50 metres to Grid Ref. 507027 146840, before continuing in a south easterly direction for 39 metres to Grid ref. 507049 146806 total distance 365 metres. The Bridleway to have a width of 4.0 metres other than on the bridge where it will be 3.5 metres.

Bridleways No. 151 and 152 (Shere) Public Path (Part) Extinguishment Order 2024

The above Order, made on 24th September 2024, under section 118 of the Highways Act 1980 will if confirmed extinguish that part of Public Bridleway 151 (Shere) from O.S. Grid Ref. 507000 146879 in a south, south-westerly direction for a distance of 113 metres to Grid Ref 506958 146775.

The above Order, made on 24th September 2024, under section 118 of the Highways Act 1980 will if confirmed also extinguish the following parts of Public Bridleway 152 (Shere):From O.S. Grid Ref. 506812 146850 in an east, southeasterly direction for a distance of 62 metres to Grid Ref 506863 146816.

From O.S. Grid Ref. 506746 146794 in a north easterly direction for a distance of 118 metres to Grid Ref. 506863 146816, then in a south easterly direction for 102 metres to Grid Ref. 506958 146775, then in a south easterly direction for 30 metres to Grid Ref. 506981 146763. Total Distance 250 metres.

Please state the grounds on which they are made. If no representations or objections are duly made, or if any so made are withdrawn, Surrey County Council may confirm the Orders as unopposed Orders. Any representations not withdrawn will be sent with the Order(s) to the Secretary of State for the Environment, Food and Rural Affairs for confirmation.
