HYSBYSIR trwy hyn bod Cyngor Sir Ceredigion yn bwriadu gwneud GORCHYMYN CYNOR SIR CEREDIGION (LLEFYDD PARCIO ODDI AR Y STRYD) 2025.

Effaith y Gorchymyn hwn fydd:

a) Ddirymu Gorchmynion Cyngor Sir Ceredigion (Llefydd Parcio Oddi ar y Stryd) (Cyfuno) 2012; Gorchymyn Cyngor Sir Ceredigion (Llefydd Parcio Oddi ar y Stryd) (Cyfuno) 2012 (Gorchymyn Diwygio 1) 2014; a Gorchymyn Cyngor Sir Ceredigion (Llefydd Parcio Oddi ar y Stryd) (Cyfuno) 2012 (Gorchymyn Diwygio 2) 2017.

b) Ailgyflwyno darpariaethau’r Gorchmynion uchod ac eithrio fel a ganlyn:

1. Newid dyddiau ac oriau cod tâl y meysydd parcio canlynol – Ffordd yr Eglwys a Stryd y Cware, Ceinewydd; Traeth y De, Aberaeron a Promenâd Newydd, Aberystwyth – o 1 Mawrth – 31 Hydref, 8am – 10pm i Bob Dydd, 8am – 6pm.
2. Newid dynodiad Maes Parcio Pendre, Aberteifi o Faes Parcio Deliad Trwydded yn Unig i Faes Parcio Arhosiad Byr, Pob Dydd, 8am–6pm, uchafswm arhosiad 2 awr.
3. Newid dynodiad Maes Parcio Rhès Gloster / Red Lion, Aberteifi o Faes Parcio Talu ac Arddangos i Faes Parcio Deliad Trwydded yn Unig.
4. Wedi’i esemptio rhag talu taliadau mewn Meysydd Parcio Arhosiad Hir ac Arhosiad Byr Gerbyd sy’n arddangos Bathodyn ddilys Person Anabl ar yr amod bod y Cerbyd hwnnw ar adeg ei barcio naill ai’n cael ei yrru neu’n cael ei feddiannu fel teithiwr gan ddeiliad Bathodyn y Person Anabl.
5. Cyflwyno ddarpariaethau sy’n ymwneud â defnyddio Cistiau Gwefru Cerbydau Trydan a Mannau cysylltiedig Gwefru Cerbydau Trydan.
6. Newid maint Maes Parcio Maesyrafon, Aberystwyth i gynnwys yr estyniad newydd arfaethedig i’r maes parcio hwn.
7. Cyflwyno Atodlenni diwygiedig Taliadau.
8. Diwygio darpariaethau sy’n ymwneud â dulliau talu’r taliadau ar gyfer y defnydd o Meysydd Parcio Arhosiad Hir a Byr.
9. Diwygio a mewnosod diffiniadau o dan Ran 2 – Dehongli.
10. Diweddaru’r Atodlen o fapiau sy’n dynodi maint y Llefydd Parcio er mwyn: a) adlewyrchu data topograffig wedi’i ddiweddaru, b) cael gwared ar ddarnau o dir a werthwyd gan y Cyngor, c) cael gwared ar ddarnau o dir nad ydynt bellach yn cael eu lesio gan y Cyngor, a d) i gywiro anghysonderau / gwallau yng maint y Llefydd Parcio presennol.
11. Dileu darpariaethau nad ydynt bellach yn berthnasol.
12. Diweddaru darpariaethau lle bo angen er mwyn cyd-fynd â newidiadau mewn deddfwriaeth.

Mae manylion llawn y cynigion hyn wedi’u cynnwys yn y Gorchymyn drafft y ceir eu harchwilio yn swyddfeydd Cyngor Sir Ceredigion ym Mhenmorfa, Aberaeron; Canolfan Alun R Edwards, Maes y Frenhines, Aberystwyth; Swyddfeydd y Cyngor, Stryd Morgan, Aberteifi; a Swyddfeydd y Cyngor, Stryd y Farchnad, Llanbedr Pont Steffan, yn ystod oriau arferol swyddfeydd.

Ceredigion County Council

NOTICE is hereby given that Ceredigion County Council proposes to make the CEREDIGION COUNTY COUNCIL (OFF-STREET PARKING PLACES) ORDER 2025.

The effect of this Order will be to: a) Revoke the Ceredigion County Council (Off-Street Parking Places) (Consolidation) Order 2012; Ceredigion County Council (Off-Street Parking Places) (Consolidation) Order 2012 (Amendment Order 1) 2014; and Ceredigion County Council (Off-Street Parking Places) (Consolidation) Order 2012 (Amendment Order 2) 2017.

b) Reintroduce the provisions of the aforementioned Orders except as follows:

1. Change the charging days and hours of the following car parks – Church Road and Rock Street, New Quay; South Beach, Aberaeron and New Promenade, Aberystwyth – from 1 March – 31 October, 8am – 10pm to All Days, 8am – 6pm.
2. Change the designation of Pendre Car Park, Cardigan from a Permit Holder Only Car Park to a Short Stay Car Park, All Days, 8am–6pm, max stay 2 hours.
3. Change the designation of Gloster Row / Red Lion Car Park, Cardigan from a Pay and Display Car Park to a Permit Holder Only Car Park.
4. Exempt from the payment of charges in Long Stay and Short Stay Car Parks a Vehicle displaying a valid Disabled Person’s Badge subject to, that Vehicle at the time of parking, being either driven or occupied as a passenger by the holder of the Disabled Person’s Badge.
5. Introduce provisions related to the use of Electric Vehicle Charging Bays and associated Electric Vehicle Charging Points.
6. Increase the extent of Maesyrafon Car Park, Aberystwyth to include the proposed new extension to this car park.
7. Introduce revised Schedules of Charges.
8. Update provisions related to the methods of payment of the charges for the use of Long and Short Stay Parking Places.
9. Update and insert definitions under Part 2 – Interpretation.
10. Update the Schedule of maps denoting the extents of Parking Places to: a) reflect updated topographical data, b) remove areas of land sold by the Council, c) remove areas of land no longer leased by the Council, and d) to correct omissions / errors in extents of existing Parking Places.
11. Remove provisions which are no longer relevant.
12. Update provisions where necessary to align with changes in legislation.
