What is happening?
Road Traffic Regulation Act 1984
Notice is hereby given that, in not less than 7 days from the date of this Notice, the Council intends to make Orders under Section 14 of the Road Traffic Regulation Act 1984.
Appleton Bridleway 26 (Footpath Closure) Temporary Order 2024
The effect of which will be to introduce a footpath closure on Appleton Bridleway 26 for its entire length. The Order will be effective from 21st November 2024. The closure is for a period of 1 week. It is required to allow Scottish Power to carry out network reinforcement works.

Firns Ln, Appleton (Prohibition of Driving), Temporary Order 2024
The effect of which will be to introduce a prohibition of driving on Firns Ln outside The Lodge. The Order will be effective from 2nd December 2024. The closure is for a period of 3 days & is required to allow United Utilities to install a new customer connection.

Owen St (Prohibition of Driving), Temporary Order 2024
The effect of which will be to introduce a prohibition of driving on Owen St from its jct. with Winwick Rd to its jct. with Dallam Ln. The Order will be effective from 21st November 2024. The closure is for a period of 2 weeks. The alternative route will involve Winwick Rd, Pinners Brow, Winwick St, Tanners Ln, Dallam Ln & vice versa. The closure is required to allow Scottish Power to carry out network diversion work.

Various Rd’s in Poplars & Hulme (Prohibition of Driving & Clearway) Temporary Order 2024
The effect of which will be to introduce a prohibition of driving & a Clearway along the following roads:
- Canberra Sq; Seaforth Ave; Warrington Rd off Canberra Sq; Meter House off Warrington Rd; Butteremere Cres; Printers Ave; Radway St & Mallard Ave.
The prohibition & Clearway will be between the hours of 09:00 and 22:00, as and when required. The restrictions are for a period of 2 weeks from 18th December 2024 to enable Warrington and Vale Royal Academy School. Alternative routes will be via Mallard Ave, Warrington Rd, Seaforth Ave & vice versa. Resident permits will be required for access via Warrington Rd.

Cyril St (Prohibition of Driving), Temporary Order 2024
The effect of which will be to introduce a prohibition of driving on Cyril St from its jct. with Forster St to its jct. with Cyril St Carpark. The Order will be effective from 2nd December 2024. The closure is for a period of 4 days & is required to allow United Utilities to carry out essential sewer repairs.

Mercer St Passageway Rear of 1 to 93, Burtonwood, (Prohibition of Driving) Temporary Order 2024
The effect of which is to introduce a prohibition of driving on Mercer St Passageway Rear of 1 to 93 from its jct. with Gay Ln to its jct. with Fairclough St Passageway opposite 14. The Order will be effective from 11th November 2024. The closure is for a period of 1 week & is required to allow United Utilities to carry out sewer repair work.

The temporary restrictions will be in place 24 hrs when the signs are in place on site. Access will be under the control of the relevant contractor for the duration of the works.
The Borough of Warrington (Traffic Management) (Civil Enforcement) (Amendment No. 66) Experimental Order 2024
Notice is hereby given that on 6th November 2024 the Council made the abovementioned Order under Sections 1, 4, 9 & 10 of the Road Traffic Regulation Act 1984.
- The Borough of Warrington (Traffic Management) (Civil Enforcement) Order 2016, is hereby further amended by:
(a) In the 1st Schedule by the suspension of: No waiting at any time
(i) Winwick St (West Side) – For its entire length.
(b) In the 3rd Schedule by the addition of: No waiting at any time
(i) Winwick St (West Side) – From a point 85m south east of its jct. with Tanners Ln to its junction with Pinners Brow.
(c) In the 22nd Schedule by the addition of: Bus Stop Clearways at all times
(i) Winwick St (West Side) from a distance of 14m, in a south easterly direction.
(b) By the addition of the following definitions:
- “Bus Stand” means an area bounded by a traffic sign shown in diagram 1025.1 as per The Traffic Signs Regulations & General Directions 2016 which includes the words “bus stand” above upright signs at Schedule 4, Part 3 Item 2 of the Traffic Signs Regulations & General Directions 2016 which includes the words “bus stand” above the words “no stopping” where buses may wait for a period not exceeding 2 minutes.
- “Electric Car Club Vehicle” means an Electric Vehicle for shared rental use contracted by the Council, to promote sustainable car transportation as an alternative to owning a car.
- “Electric Car Club Vehicle Parking Places” means a Parking Bay exclusively for the use of Electric Car Club Vehicles.
(c) By the addition of a new section under Part 5 – Electric Car Club Vehicle Parking Places & the following entries thereunder:-
Electric Car Club Vehicle Parking Places
24. The lengths of road & sides of roads specified in Schedule 91 to this Order are designated as Parking Places by this Order, where, save with the written direction or with the permission of a person authorised by the Council, Police constable in uniform or Police Community Support Officer in uniform no person shall cause or permit any Motor Vehicle to wait at any time in the lengths of road specified in the said Schedule. An Electric Car Club Vehicle must display the council designated identifier visible that matches the sign on site.
25. The Electric Car Club Vehicle scheme will be operated by a contractor chosen by the Council.
26. (a) The Council may install & maintain in proper working order an electric vehicle charging post & its fittings in the vicinity of each Electric Car Club Vehicle Parking Place.
(b) The Electric Car Club Vehicle must be returned to the Parking Place it was originally collected from.
- (d) By the addition of a new Schedule 91 – the following entry thereunder:-

28(c). Save as provided in Article 31 in this Order, no person, except with the direction or with the permission of a person authorised by the Council, Police constable in uniform or Police Community Support Officer in uniform shall cause or permit any Motor Vehicle, except a Bus, from stopping or remaining at rest “at any time” in the Bus Stand specified in Schedule 99 to this Order.
(a) By the addition of a new Schedule & the following entry thereunder: Schedule 99 – Bus Stand Clearways:
- Winwick St (West Side) – From a point 85m south east of its jct. with Tanners Ln for a distance of 14m, in a south easterly direction.
**(b) By the amendment of Article 31a by the addition of Article 28(c) & the wording “Bus Stand” to the said Article.
(c) By the amendment of Article 53a being the addition of Article 24 to the said Article.
(d) By the amendment of Article 53a by the addition of Schedule 99 to the said Article.
The experimental Order will come into force on 14th November 2024 and will be in effect for a maximum period of 18 months during which the Council will be considering in due course, within the experimental Order, whether the provisions of the Order should be continued in force indefinitely.

Please note that the Council is required to consider any representation together with grounds on which they are made and may decide to make the Order available for public inspection.
