Notice is hereby given that the Essex County Council proposes to make the above Orders under sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 47, 49, 53, 84(1)(a) and (2), and Part IV and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).
Effect of the order: To implement ‘Permit Holders Only Zone 22, Mon-Fri 8am-10am and 2pm-4pm’
Road Description
Banham Drive - From a point approximately 7 metres north of its junction with Remembrance Avenue, for the rest of its remaining length, excluding the Private Drives.
George Skingley Road - From a point approximately 5.5 metres north of its junction with Remembrance Avenue for the rest of its remaining length, to its junction with Smith Crescent.
James Love Place - From its junction with Smith Crescent, westwards for approximately 45 metres, and northwards for approximately 10 metres, excluding the Private Drives.
Smith Crescent - From a point approximately 5.5 metres north of its junction with Remembrance Avenue, for the rest of its remaining length approximately 243 metres, excluding the Private Drives.
All residential properties of Banham Drive, George Skingley Road, James Love Place and Smith Crescent, excluding those located within private areas, will be eligible to apply for a permit. Details relating to permits and visitor tickets, including costs can be found at: https://www.chelmsford.gov.uk/parking-and-travel/residentparking/ chelmsford-resident-permit-scheme/ This Order will be incorporated into ‘The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019’ by substituting Map Tiles: TL730 105, TL730 107, TL735 107 Revision 0 to Revision 1.

Road - Description
Arthur Juniper Close - From its junction with Smith Crescent for its entire length.
Banham Drive - From a point approximately 7 metres north its junction with Remembrance Avenue, northwards including Private Drives, and eastwards to its junction with William Crow Road.
George Skingley Road - From a point approximately 5.5 metres north of its junction with Remembrance Avenue for its entire remaining length, to its junction with Smith Crescent.
James Love Place - From its junction with Smith Crescent, westwards for its entire length, and northwards for approximately 10 metres.
Smith Crescent From a point approximately 5.5 metres north of its junction with Remembrance Avenue, for approximately 243 metres, for the rest of its remaining length including the Private Drives.
William Crow Road - From its junction with Banham Drive for its entire length to its junction with Banham Drive.

Notice of Confirmation of an Order Highways Act 1980
Public Path Diversion Order 2024
Footpath 23 Stock
On 24 October 2024 Essex County Council confirmed the above order made under section 119 of the Highways Act 1980. The effect of the order as confirmed as shown on the order map will divert a part length of Footpath 23 Stock of unknown width shown by a bold continuous line on the order map commencing from a point at the garden boundary running in a south easterly direction across a garden for a total distance of 66 metres to a point where it meets the unclassified road known as Madles Lane, to an alternative route 2 meters in width commencing at the aforementioned start point running in first an easterly then south easterly direction across a garden and around a line of trees for a total distance of 79 metres to a point where it connects via a culvert to the unclassified road known as Madles Lane at a location 34 metres north east of the current connection point.
Copies of the order and order map can be requested to be posted or viewed by emailing publicpathorders@essexhighways.org to arrange a suitable time to inspect the documents quoting the Order title. Documents can be made available for inspection 8.30am-4.30pm Mon-Fri at Essex County Council, County Hall, E block main reception, Market Road, Chelmsford if so required following the current social distancing restrictions. Copies of the order and order map are available on Essex Highways website at: https://www.essexhighways.org/public-path-notices and have also been sent to Chelmsford City Council and Stock Parish Council.
The alternative route will come into force on 21 November 2024 and the old route shall be stopped up with effect from 28 November 2024, but if a person aggrieved by the orders wants to question their validity, or that of any provision contained in them, on the ground that it is not within the powers of the Highways Act 1980, as amended, or on the ground that any requirement of the Act, as amended, or of any regulation made under the Act has not been complied with in relation to the Orders, he or she may, under paragraph 2 of Schedule 2 to the Act as applied by paragraph 5 of Schedule 6 to the Act, within 6 weeks from 7 November 2024 make an application to the High Court.
(Brook Lane, Galleywood) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Brook Lane, Galleywood in the City of Chelmsford, from its junction with Vicarage Lane for a distance of approximately 550m in a north westerly direction.
2. To temporarily introduce a ‘No Waiting, No Loading and No
Stopping’ restriction in the above length of road for the duration
of the closure only.
“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The closure/restriction is scheduled to commence on 2nd December 2024 for 5 days, or where stated on a valid permit (EP201EH2374831 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure/restriction is required for the safety of the public and workforce while Surface water alleviation scheme (SWAS) works are undertaken by Essex County Council.
An alternative route is available via Brook Lane, Pipers Tye, Watchouse Road, Galleywood Road, Vicarage Lane and vice versa.
The Order will come into effect on 14th November 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Various Roads, City of Chelmsford) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.19) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close those lengths of roads in the City of Chelmsford as specified in the schedule to this Order.
2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on those lengths of roads specified in the schedule. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.
“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The works being undertaken will take place within an 18-month period from 14th November 2024, exact dates will be specified on One.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter / leaflet drop and advanced warning signs on the road.

(Banters Lane, Great Leighs) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Banters Lane, Great Leighs in the City of Chelmsford, from a point approximately 335m south east then north east then south east of its junction with Main Road for a distance of approximately 85m in a south easterly direction. The closure is scheduled to commence on 18th November 2024 for 12 days, or where stated on a valid permit (EN013317606 – Essex And Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Essex And Suffolk Water.
An alternative route is available via Main Road, Boreham Road, Mill Lane and vice versa (with access only into Banters Lane). The Order came into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Northbound Slip From Maldon Road To Essex Yeomanry Way, Great Baddow) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Northbound Slip From Maldon Road To Essex Yeomanry Way, Great Baddow in the City of Chelmsford, from its junction with Maldon Road for a distance of approximately 300m in a north westerly then north easterly direction. The closure is scheduled to commence on 18th November 2024 for 1 night (20:00 – 05:00), or where stated on a valid permit (EN01335102B – Essex And Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while trial hole investigation works are undertaken by Essex And Suffolk Water.
An alternative route is available via Maldon Road, A12, Gingerbreadhall Bridge Roundabout, Southend Road, North Roundabout, Southend Road, Essex Yeomanry Way.
The Order came into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Slip Road From A127 To M25 Westbound, Little Warley) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Slip Road From A127 To M25 Westbound, Little Warley in the Borough of Brentwood, from its junction with A127 to its junction with A127 M25 J29 Roundabout a distance of approximately 465m. The closure is scheduled to commence on 19th November 2024 for 4 nights (22:00-05:00), or where stated on a valid permit (FN49381619159 – National Highways). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while M25 surfacing works are undertaken by National Highways.
An alternative route is available via Southend Arterial Road, Eastern Avenue East (Roundabout), Colchester Road, A12 M25 J28 Roundabout, M25 J28 Join S, M25.
The Order came into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
