What is happening?

SURREY COUNTY COUNCIL – BOROUGH OF GUILDFORD

Conversion of the Existing Advisory School “Keep Clear” Markings in Northcote Crescent (D621), West Horsley to Mandatory School “Keep Clear” Markings

1. ON THURSDAY 31 OCTOBER 2024 SURREY COUNTY COUNCIL (“THE COUNTY COUNCIL”) MADE The Surrey County Council Various Roads in the Parished Areas within the Borough of Guildford (Consolidation of Waiting Restrictions and Street Parking Places) Amendment Order (No. 2) 2024 under Sections 1(1), 2(1) to (3), 4(2), 32, 35 and 36 of and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984 (“the 1984 Act”) and of all other enabling powers, the purpose and effect of which is to –

(a) prohibit the stopping by vehicles between 8 a.m. to 10 a.m. and between 2.30 p.m. to 4.30 p.m. on Mondays to Saturdays inclusive in that length of the south-east and east side of Northcote Crescent (D621), West Horsley which extends from a point 8 metres north-east of the common boundary of Nos. 73 and 75 Northcote Crescent north-eastwards and then northwards for a distance of 38 metres (this being the length of Northcote Crescent currently marked out on the ground as an advisory School “Keep Clear” marking in respect of The Raleigh School, Northcote Crescent); and

(b) in respect to paragraph (a) above, any vehicle may stop on those School “Keep Clear” markings in respect of certain emergency vehicles, for the purposes of delivering or collecting postal packets, vehicles which cannot proceed due to circumstances beyond the driver’s control or to avoid injury or damage to persons or property, using vehicles for works on or adjoining the affected length of road and the services in it and to anything done with the permission or at the direction of a police constable in uniform, a traffic warden or a traffic officer in uniform; and

(c) carry out legal drafting amendments to The Surrey County Council Various Roads in the Parished Areas within the Borough of Guildford (Consolidation of Waiting Restrictions and Street Parking Places) Order 2004 (“the Order of 2004”) (as amended) which will not affect any of the on-street parking controls enforced by that Order in any way whatsoever.

2. A copy of the Order, which will come into operation on Monday 4 November 2024, together with two plans showing the length of road to which that Order relates, the Order of 2004 (and the Orders which have previously amended that Order) (and the plans which accompany those sealed Orders) and a Statement of the County Council’s reasons for making the Order may be inspected, free of charge, for a period of six weeks from Friday 1 November 2024 –

(a) at Guildford Library, 77 North Street, Guildford, Surrey, GU1 4AL on Mondays, Wednesdays and Fridays between 9.30 a.m. and 5.30 p.m., on Tuesdays and Thursdays between 9.30 a.m. and 7 p.m. and on Saturdays between 9.30 a.m. and 5 p.m.; or

(b) at the Main Reception, Guildford Borough Council Offices, Millmead House, Millmead, Guildford, Surrey, GU2 4BB during normal office hours on Mondays to Fridays inclusive; or

(c) by prior arrangement and appointment only at Guildford Borough Council’s Parking Office situated at Bedford Road Multi-storey Car Park (Level 2), Laundry Road, Guildford, Surrey, GU1 4PX (Telephone No. (01483) 505050 or Email: Parking@guildford.gov.uk) during normal office hours on Mondays to Fridays inclusive; or

(d) by prior arrangement by telephoning or emailing the County Council’s Merrow Complex, situated at Merrow Lane, Merrow, Guildford, Surrey, GU4 7BQ (Telephone No. 0300 200 1003 or Email: highways@surreycc.gov.uk) between 9 a.m. and 5 p.m. on Mondays to Thursdays inclusive and 9 a.m. and 4.30 p.m. on Fridays; or

(e) at Horsley Library, Station Parade, Ockham Road South, East Horsley, Leatherhead, Surrey KT24 6QR on Mondays between 2 p.m. and 5 p.m., on Tuesdays, Thursdays and Fridays between 10 a.m. and 1 p.m. and 2 p.m. and 5 p.m. and on Saturdays between 10 a.m. and 4 p.m.

(NOTE – The above-mentioned Order of 2004 and all the previously amending Orders and accompanying plans can only be inspected by following the arrangements described in sub-paragraph (d) above).
