(Park Avenue, Chelmsford) (Temporary Prohibition of Right-Hand Turn) (Special Event, Chelmsford Fireworks) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section S14(1) of the Road Traffic Regulation Act 1984 (as amended).
Effect of the order: To temporarily prohibit vehicles from making a right-hand turn onto Park Avenue, in the City of Chelmsford as follows.
Road Description
Park Avenue, Chelmsford From Rainsford Road into Park Avenue.
The temporary prohibition of vehicles on making a right-hand turn, is scheduled to commence on 02 November 2024 from 15:00 to 21:00 (6 hours). The permanent lights at the junction with be switched off while traffic management is in place for the event. Temporary lights will be installed at the junction, or where appropriate signs are showing and weather permitting, and is required for the safety of the public while the Chelmsford Firework Event is taking place.
The alternative route will be via Rainsford Road, Chignal Road, Melbourne Avenue, Langton Avenue, Kings Road, Swiss Avenue, Park Road and vice versa,
Access for emergency service vehicles and pedestrians will be maintained at all times during the closure.
The Order will come into operation on 02 November 2024 and may continue in force for 18 months or until the event has been completed, whichever is the earlier.
(Brock Hill, South Hanningfield) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Brock Hill, South Hanningfield in the City of Chelmsford, from a point approximately 210m south east of its junction with Sudbury Road for a distance of approximately 90m in a south easterly direction.
The closure is scheduled to commence on 25th November 2024 for 5 days, or where stated on a valid permit (AZ7031001364637 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Cadent.
An alternative route is available via Sudbury Road, Castledon Road, London Road, London Road Roundabout, Golden Jubilee Way, Runwell Road Roundabout, Runwell Road, Swan Lane and vice versa (with access only into Brock Hill).
The Order will come into effect on 7th November 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(New Barn Lane, Great Hallingbury/Little Hallingbury) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of New Barn Lane, Great Hallingbury/Little Hallingbury in the District of Uttlesford, from the junction of Lower Road for a distance of approximately 600m in a north easterly direction. The closure is scheduled to commence on 25th November 2024 for 15 days, or where stated on a valid permit (KA140140GCECCTNA01313AT – Gigaclear). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while defect repair works are undertaken by Gigaclear.
An alternative route is available via Howe Green Road, Church Road, Latchmore Bank, Lower Road and vice versa (with access only into New Barn Lane).
The Order will come into effect on 7th November 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Various Roads, City of Chelmsford) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.18) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close those lengths of roads in the City of Chelmsford as specified in the schedule to this Order.
2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on those lengths of roads specified in the schedule. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.
“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The works being undertaken will take place within an 18-month period from 7th November 2024, exact dates will be specified on One.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/ leaflet drop and advanced warning signs on the roads.

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Boreham Road, Great Leighs in the City of Chelmsford, from a point approximately 85m south east of its junction with Mill Lane for a distance of approximately 80m in a south easterly direction.
The closure is scheduled to commence on 12th November 2024 for 1 day, or where stated on a valid permit (BC008WFNR0M4TPTSB – Openreach). The scheduled datesmay vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole testing works are undertaken by Openreach.

(Noakes Lane, Great Leighs) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Noakes Lane, Great Leighs in the City of Chelmsford, from a point approximately 275m north east of its junction with Boreham Road for a distance of approximately 100m in a north easterly direction. The closure is scheduled to commence on 11th November 2024 for 2 days, or where stated on a valid permit (BC411SA002WD5MTP6J – Openreach).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.
An alternative route is available via Noakes Lane, Noakes Farm Road, Rolls Farm Lane, Terling Hall Road, Church Road, The Street, Owls Hill, Braintree Road, Fuller Street, Boreham Road and vice versa.

(The Ridge, Little Baddow) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of The Ridge, Little Baddow in the City of Chelmsford, from its junction with Spring Elms Lane to its junction with Riffhams Chase a distance of approximately 460m. The closure is scheduled to commence on 13th November 2024 for 3 days, or where stated on a valid permit (EP201EH2363626 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.
An alternative route is available via Spring Elms Lane, Little Baddow Road, Church Hill, Herbage Park Road, Old London Road, London Road, Maldon Road, Little Baddow Road, The Ridge and vice versa.
The Order came into effect on 24th October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(The Spires, Great Baddow) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of The Spires, Great Baddow in the City of Chelmsford, from a point approximately 65m south east of its junction with Vicarage Lane for a distance of a approximately 25m in a south easterly direction.
The closure is scheduled to commence on 13th November 2024 for 2 days, or where stated on a valid permit (BC008OGEA13977771 – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while new customer connection works are undertaken by Openreach.
